Abstract

The performance of government administrators significantly affects public services and the success of a government if the quality of services provided is considered reasonable by the service recipients (the community). The purpose of this study is to determine the condition of public service performance at the Makassar City Information and Communication Service. The research method used is descriptive qualitative by involving the community and employees as informants. The study's results suggest that service productivity that occurs when employees provide public services is considered very responsive. Employees have shown a form of service that is fast, precise, and full of discipline. However, it is still necessary to provide Standard Operating Procedures (SOPs) to support more effective services. So far, the quality of service has been assessed by employees as showing politeness, friendliness, smiles, and free service. Employees are pretty respectful in providing services to users of public services. The responsiveness of employees is considered maximal, and the capacity of employees is quite capable of explaining the administrative requirements that are equipped to obtain benefits. However, the overall service's increase in HR/operator capacity needs to be improved. Service responsiveness is considered quite good. Employees care enough to provide services but still need to be equipped with several service instruments in each service unit, such as Standard Operating Procedures (SOP). So far, service accountability is considered by employees to be entirely responsible for providing a service. Some employees can understand and explain the flow and mechanism for obtaining assistance to service users.

Abstract

Village development is an important part of Indonesia's national development policy, with the aim of improving community welfare through village empowerment and self-reliance. Wajo Regency, which has abundant natural resource potential but still faces a number of challenges, is the focus of this research. This research aims to identify the factors that support and hinder the implementation of independent village development in Wajo Regency, as well as formulate appropriate strategies to improve village independence. The method used in this research is a descriptive qualitative approach with a case study, where data was collected through in-depth interviews, field observations, and document analysis. Data analysis was conducted using descriptive qualitative techniques and SWOT analysis, which examines the strengths, weaknesses, opportunities, and threats in the implementation of independent village development. The results showed that supporting factors such as natural resource potential, government policy support, and active community participation, while inhibiting factors include the limited quality of human resources, dependence on village funds, and limited infrastructure. Based on these findings, the proposed strategies include strengthening the quality of human resources, diversifying village income sources, and improving infrastructure and technology to support the sustainability of independent village development in Wajo Regency.

Abstract

This research aims to find out and describe how the collaboration process is structured in the process of preventing violence against women in the city of Makassar. Through good collaboration between the government, NGOs, communities, and victims, it is hoped to create an environment that is safe and free from violence against women and victims. Children in the city of Makassar. The research method used is a qualitative approach with data collection techniques through interviews and document review. The research data was then analyzed in the phases of data reduction, data presentation, and conclusions. One of the indicators used is the collaborative process. The results of this research have shown that the collaboration process under collaborative governance did not operate optimally and was not fully effective, although several indicators were met, such as in building cooperation in the implementation of the prevention of violence against women and children In the city of Makassar, stakeholders meet regularly every quarter, particularly in the form of coordination meetings. In addition, cooperative governance is implemented with sustained commitment and the government participates in supporting violence prevention, particularly in the form of budget and infrastructure support. However, this research shows that there are still indicators that are not met and thus hinder the success of the cooperation. The regulations issued by the mayor are still in the finalization phase, and there is still an increase in violence against children. Based on the research results, the researchers suggest to the government the need for monitoring and evaluation to strengthen the role of the private sector, academia, business, NGOs, mass media, and society to enhance commitment and improve coordination between the realized.

Abstract

The purpose of this study is to analyze and identify the implementation of Village-Owned Enterprises (BUMDes) program policies in Sabbangparu District, Wajo Regency and identify supporting and inhibiting factors in implementing Village-Owned Enterprises (BUMDes) programs in Sabbangparu District. This research is conducted by looking at the implementation of the theory proposed by Grindle 1980, which is from the contents of the policy and the implementation environment of this study using a qualitative descriptive approach. It intended to provide a clear picture of the problem under study and systematically explain the data in implementing the BUMDes program. Research results on the implementation of BUMDes are seen from the content and context variables. The implementation of the BUMDes is still not running effectively due to the lack of support from the community in implementing the BUMDes. In addition, there is still insecurity from village leaders in running BUMDes and a lack of supporting the administration.

Abstract

Artikel ini bertujuan memaparkan terkait penerapan demokratisasi birokrasi di Kota Makassar khususnya pada layanan keterbukaan informasi publik. Adapun latar belakang penulisan ini karena masih rendahnya penerapan keterbukaan informasi publik sesuai amanat UU nomor 14 tahun 2008 di tingkat Pemerintah Daerah. Salah satunya yakni Pemerintah Kota Makassar yang baru menerbitkan perwali pada tahun 2016 yang sebelumnya dipersyaratkan 2 tahun setelah ditetapkan yakni tahun 2010. Penelitian ini dilakukan dengan mixed method dengan melakukan secara simultan metode kualitatif dan metode kuantitatif dengan fokus pada pemahaman aparatur, penyediaan fasilitas dan komitmen Wali Kota Makassar dalam keterbukaan informasi publik. Penelitian menggunakan metode wawancara, survei, observasi dan studi dokumen dalam mengumpulkan data. Penelitian ini menemukan bahwa demokratisasi birokrasi dalam layanan keterbukaan informasi publik di pemerintah Kota Makassar sudah berjalan walaupun belum optimal. hal ini karena pengetahuan dan pemahaman aparatur birokrasi masih belum sepenuhnya mengetahui UU nomor 14 tahun 2008 serta muatan yang ada di dalamnya. penyediaan layanan publik berupa pembentukan PPID di tiap Organisasi Perangkat Daerah (OPD) masih belum mencapai angka 50% yakni hanya 36% serta komitmen Wali Kota Makassar belum sepenuhnya hal ini ditandai dengan lambatnya penerbitan Perwali dan rendahnya kepercayaan representasi OPD atas komitmen tersebut.
