Abstract

The performance of government administrators significantly affects public services and the success of a government if the quality of services provided is considered reasonable by the service recipients (the community). The purpose of this study is to determine the condition of public service performance at the Makassar City Information and Communication Service. The research method used is descriptive qualitative by involving the community and employees as informants. The study's results suggest that service productivity that occurs when employees provide public services is considered very responsive. Employees have shown a form of service that is fast, precise, and full of discipline. However, it is still necessary to provide Standard Operating Procedures (SOPs) to support more effective services. So far, the quality of service has been assessed by employees as showing politeness, friendliness, smiles, and free service. Employees are pretty respectful in providing services to users of public services. The responsiveness of employees is considered maximal, and the capacity of employees is quite capable of explaining the administrative requirements that are equipped to obtain benefits. However, the overall service's increase in HR/operator capacity needs to be improved. Service responsiveness is considered quite good. Employees care enough to provide services but still need to be equipped with several service instruments in each service unit, such as Standard Operating Procedures (SOP). So far, service accountability is considered by employees to be entirely responsible for providing a service. Some employees can understand and explain the flow and mechanism for obtaining assistance to service users.

Abstract

Based on the policies, policy directions and governance system for PT Vale's program implementation,has implemented the concept of Creating Shared Value (CSV), in three stages, namely The first stage; improvement of program quality and achievement targets, where at this stage PT Vale develops and improves product and packaging quality in order to enter a wider market, and open market access for manufactured products processed by program actors who already have standard quality. second stage; Productivity and value chain development, at this stage 5 superior products prepared to fulfill local marketing and Go Sulselbar, production achievement of 10,000 herbal drink cups, cultivated area up to 40 hectares to supply rice needs 3 tons/month organic for PT Vale employees, producing 15,000 fish products to fulfill the needs of fresh and healthy fish for Patra Catering and PT . employees Vale, Non-B3 (3R) waste management in partnership can create a value chain. Third phase; local cluster development through plan preparation and implementation program work, implementation of trainings for capacity building and institutions, support for the provision of facilities and infrastructure such as; fish pond for organic cultivation, making concrete boxes for fish apartments, supplying 3 units of combine harvester managed by BUMDESMA, and training on preparing vegetable farms organic.

Abstract

This study aims to examine the development of publications related to higher education management. This research aims to discover the development trend of the number of studies and the mapping of research study themes. This study uses bibliometric analysis of data taken with the keyword "management in higher education" with a range of 2012-2023. The results showed that there were 911 scientific articles related to these keywords during 2012-2023. Based on existing publications, there is an increasing trend in the number of publications from year to year. The distribution map of scientific studies related to higher education management based on visualization analysis from VOSViewer shows that the most studied theme in higher education management is related to quality management with a total of 196, followed by the keyword knowledge management with a total of 153 publications, then total quality management with 78 publications. Other topics that are also widely studied in higher education management relate to governance, change management, strategic management. This study provides an overview for researchers and readers in developing relevant research topics in the future.

Abstract

Penelitian ini bertujuan untuk mengukur kinerja layanan sekertariat DPRD Kabupaten Bulukumba. Layanan sekertariat tersebut terdiri dari bagian umum dan keuangan, bagian persidangan dan perundang-undangan, dan bagian fasilitas penganggaran dan pengawasan. Penelitian ini menggunakan metode kuantitatif dengan teknik non-probability sampling, pengukuran dengan skala likert terdiri dari 30 responden yaitu anggota DPRD Kabupaten Bulukumba periode 2019-2024, penentuan sampel dilakukan secara purposive sampling. Hasil penelitian menunjukkan bahwa kinerja layanan sekertariat DPRD Kabupaten Bulukumba yaitu 73,62 dengan mutu kurang baik. Sedangkan kinerja layanan bagian umum dan keuangan yaitu 73,13 dengan mutu layanan kurang baik. Kinerja layanan bagian persidangan dan perundang undangan yaitu 74,35 dengan mutu layanan kurang baik. Dan kinerja layanan bagian fasilitas penganggaran dan pengawasan yaitu 73,37 dengan mutu layanan kurang baik pula.

Abstract

Program E-Kartu Nikah adalah upaya yang dilakukan untuk meningkatkan kualitas dan kinerja pada Kantor Urusan Agama (KUA) berdasarkan Peraturan Menteri Agama No 19 Tahun 2018. Dirjen Bimbingan Masyarakat Islam (Bimnas Islam) sudah berkomitmen untuk meningkatkan kapasitas Kantor Urusan Agama (KUA) melalui perbaikan pelayanan berbasis Informasi Teknologi mengikuti perkembang zaman. Maka dari itu seluruh Kantor Urusan Agama (KUA) telah menerapkan Program E-Kartu Nikah ini melalui Aplikasi SIMKAH. Penelitian ini berjudul Efektivitas Program E-Kartu Nikah Di Kantor Urusan Agama (KUA) Kecamatan Sukarami Kota Palembang, penelitian ini dilatar belakangi untuk mengetahui apakah Program E-Kartu Nikah di KUA Sukarami berjalan efektif tanpa hambatan. Penelitian ini merupakan penelitian kualitatif. Pengukuran efektivitas dalam penelitian ini menggunakan teori Budiani yaitu: Ketepatan Sasaran, Sosialisasi Program, Tujuan Program dan Pemantauan Program. Teknik pengumpulan data dalam penelitian ini menggunakan metode Observasi, Wawancara dan Dokumentasi. Dalam hasil penelitian menyimpulkan bahwa Program E-Kartu Nikah di KUA Kecamatan Sukarami belum Efektif dikarenakan rusaknya alat cetak kartu nikah dan tidak adanya pendanaan sehingga program E-Kartu Nikah tidak berjalan optimal di KUA Kecamatan Sukarami.

Abstract

This study aims to analyze the determinants that influence Collaborative Governance of Rural and Urban Land and Building Tax Management (PBB-P2) in Makassar City using the SWOT (Strengths, Weaknesses, Opportunities, and Threats) approach. Existence of collaborative governance PBB-P2 in Makassar City carried out by the Makassar City Regional Revenue Agency (Bapenda) with stakeholders runs more effectively and is able to increase taxpayer compliance in increasing local revenue. One of the success factors of collaboration of a government organization or agency depends on the resources it has and the support of the internal and external environment that affects it. This research uses a qualitative descriptive approach method with data collection through observation, interviews and document review. The results showed that the determinants that influence Collaborative Governance of Rural and Urban Land and Building Tax Management (PBB-P2) in Makassar City are commitment between actors, trust, technological innovation and information systems, and communication. Strategies to utilize strengths to overcome threats to strengthen collaboration through the commitment of the Makassar City Government and the utilization of technology and information systems in the management of PBB-P2 in Makassar City, Strategies to overcome weaknesses and face threats through the placement of human resources of Bapenda Makassar City in accordance with their respective fields of expertise managing taxes and increasing public trust in tax management in Makassar City, Strategies to overcome weaknesses and face threats through collaboration and technological innovation in the management of PBB-P2 in Makassar City and the development of community participation as taxpayers.

Abstract

Food is one of the crucial elements in supporting the sustainability of life and is a fundamental component in supporting Sustainable Development in Indonesia. The current Food Condition of Makassar City still faces several obstacles in its implementation. Several factors include the unfulfilled diversity of existing food, insufficient public understanding of food diversification, consumption and diversity, suboptimal fulfilment of family food and nutritional needs, food availability which is still predominantly plant-based, and suboptimal public health. This study aims to analyze how the Food Security Policy Strategy is implemented in addressing Climate Change in Makassar City. The research method employed in this study is a qualitative approach with data collection techniques through in-depth interviews and document reviews. The results of the study were processed through the stages of data reduction, data presentation, and drawing conclusions. The findings of this study indicate that the policy strategies implemented in addressing climate change in Makassar City are: 1) The Tourism Corridor Program (Longwis) utilizing the Urban Farming method, 2) Implementing climate change adaptation policies through Accelerating the flow of climate information in Makassar City, 3) Makassar City Food Diversification Policy with the development of superior commodities that are appropriate for the Makassar City area. The results of this study are expected to serve as a reference for the government, particularly the Makassar City government and other regions in Indonesia, to develop a Food Security Policy Strategy in Facing Climate Change that can occur at any time, ensuring that sufficient food is met, both in terms of quantity and quality, so that people live healthily and productively in a sustainable manner.

Abstract

This study aims to analyze the regional development policy strategy in Enrekang Regency with a focus on the agricultural sector and the socio-economic resilience of the community, which has strong relevance to the Resilience Theory in Rural Development because it is able to describe the factual conditions and the direction of development needed in rural areas that depend on the agricultural sector. Enrekang Regency is known as a center for horticultural production, but still faces challenges in the form of price fluctuations and dependence on middlemen. The research methods used are literature review, observation, and review of regional policy documents. The results of the study indicate that the development policy strategy is directed at strengthening the agricultural sector based on local potential, improving infrastructure and accessibility, and empowering communities through farmer institutions. Although there have been efforts to improve and implement policies, especially in terms of price stabilization and market strengthening. The conclusion of this study confirms that the regional development policy strategy in Enrekang Regency with a focus on the agricultural sector and socio-economic resilience in Enrekang Regency has been implemented well, however, the success of development in Enrekang Regency is greatly influenced by the synergy between the government, the community, and local institutions. Research recommendations suggest the need to strengthen regional marketing institutions, increase infrastructure investment, and provide intensive training for farmers to enable them to adapt to market dynamics and sustainable agricultural technologies.
