The main objective of this paper is to explain the evolution of Australias security and foreign policy in the Asia Pacific region. It is argued that the uniqueness of Australias position in this region affects both the content and modalities of its security and foreign policy vis a vis its Asian neighbours. Since PM John Howard took power, there has been a more assertive and aggressive approach towards the region as Australia tries to respond the changing environment of its national security policy. Australias security policy may affect its relationship with the Asian neighbours especially Indonesia in the sense that contention and friction may become a recurrent pattern. Both Australia and Indonesia should be aware of that reality and try to anticipate the consequences by referring to the existing opportunities for good neighbour policy.

The process of peacemaking in Aceh is based on the acceptance of the peace agreement signed by the Indonesian government and the Free Aceh Movement (GAM) in Helsinki on August 15, 2005. While the signing of the peace agreement were mainly determined by the negotiations between the two sides, the establishment of the Aeh Governance Law is entirely a different political process in the Indonesian parliament. The contestation of political and economic interests among political parties in the deliberative process of the law is inevitable. Thus, the content of the law should be seen as the result of a political compromise. Aceh’s transition from the current negative peace into positive peace will depend on the implementation of this law and the continous transformation of social and economic conditions in Aceh in the post-conflict period. In the final analysis, it is the political elite of Aceh themselves who will determine the success of the peacebuilding.

As Indonesia is moving from an authoritarian state to a democratic political system, there is a growing debate whether it is more suitable for the country to adopt a federal system in order to make sure that political power is brought closer to the people in the regions. The paper argues that the American federal system can be a source of some important lessons for Indonesia. However, it is necessary to note that a belief that a federal system may lead to a more equitable distribution of development resources should be read as a theoretical statement rather than an empirical description of reality. After all, some developing countries which adopt federal system like Brazil and Nigeria showed no convincing evidence about a better performance in the national distribution of development resources.

The paper starts from an idea that there is a fundamental difference between modernization and development. The former puts to much emphasis on industrialization with the effect that the social and ecological dimension of development is not adequately addressed. A genuine economic development should take into account social problems and ecological conservation. The incorporation of this social dimension into Indonesian economic development has been made more difficult after the economic crisis hit Indonesia in 1997. Therefore, an alternative model of economic development is needed so that the state and market might play their appropriate role in producing economic welfare for the people.

The Indonesia's economic growth which not recovered yet after the collapse of Orde Baru regime have led to pessimistic opinion on the on-going democratization in Indonesia. There is some hesitation whether or not the democratization is really can be a guarantee for the prosperity in this country. The research aimed to examine the Indonesia’s international leadership on foreign policy throughout the period of President Susilo Bambang Yudhoyono and President Joko Widodo, who have developed different conceptualizations of foreign policy. It ultimately affects the way each of them makes an interpretation of what Indonesia should do with its international leadership. The research built a solid and rich theoretical framework by consulting on previous research focusing on factors that affect the nature of international leadership especially regarding the role of the individual styles of a state leader. The research had two illustrations or brief case studies, namely, the promotion of democracy and human rights and the initiative of promoting the Indo-Pacific cooperation with a special emphasis on the period of President Joko Widodo. The research finds that he has changed the nature of Indonesia’s international leadership to make it fit into his domestic agenda. While President Susilo Bambang Yudhoyono tends to make Indonesia’s international leadership as an essential part of his rigorous effort to build a post-authoritarian identity for a democratic and stable nation, President Joko Widodo prefers to make his foreign policy serve the accomplishment of his domestic priorities. The research concludes that Indonesia’s international leadership is much contingent upon individual preferences of the presidents in both formulating their policies as well as the implementation. Moreover, the research comes up with constructive ideas which might be useful to strengthen Indonesia’s international leadership in the future.

Penelitian kepustakaan ini bertujuan untuk menjelaskan perdebatan epistemologis dalam studi politik global tentang peranan negara di tengah arus globalisasi yang semakin cepat. Kaum liberalis atau pluralis mengklaim bahwa negara sudah kehilangan pengaruhnya dalam politik global dibandingkan dengan actor-aktor lain seperti perusahaan multinasional (MNCs), lembaga-lembaga internasional dan organisasi civilsociety global. Penganut realisme dan neo-realisme tetap mempertahankan premis dasar mereka bahwa negara tetap merupakan actor yang menentukan perkembangan politik global. Untuk menjelaskan perdebatan epistemologis di atas ringkasan dari laporan penelitian ini difokuskan pada perkembangan ekonomi politik global, perang melawanterorisme global dan kemunculan organisasi civil society dalam hubungan internasional. Apapun hasil akhir dari perdebatan ini, satu hal yang dibutuhkan Indonesia adalah meningkatkan kapasitas kelembagaan negara untuk memperjuangkan martabat bangsa.
