Abstract

This research argues that the internationalization of "West Papua" issue through social media has contributed to a shift of Indonesia's policy to the South Pacific region from ignorance to initiative approach. Underlying this argument is a growing concern of Indonesia regarding the use of social media by Papuan pro-independence activists that resulted to the increasing awareness and support towards the independence of West Papua from Pacific countries as human rights problems become the highlight of West Papua’s issue. The method used in this research was qualitative research method focusing on descriptive analysis of the internationalization of West Papua issue on social media. This research results show that initiative approach from Indonesia is merely narrowing the gap of the issue instead of reducing the internationalization of the West Papua issue.

Abstract

The COVID-19 pandemic spread to the Indonesia-Papua New Guinea (PNG) border poses a real threat to people living in the region. As a consequence of this pandemic, the Transnational Border Post (PLBN) and the border market have been temporarily closed since January 2020. This article aims to analyze the implications of COVID-19 on the economic security of the people at the RI-PNG border and the responses of two countries, particularly Indonesia, toward the economic security threats in the border region. This article was developed from qualitative descriptive research using field research methods. Data were collected through interviews and observations and supported by secondary data. This study revealed that the short-term implications of COVID-19 on economic security existed in the form of income reduction, even income loss, due to the closure of cross-border access. Income reduction may lead to the emergence of medium-term implications in the form of unemployment and debt. If there is no solution, the long-term implications may exist in the form of widespread poverty in the RI-PNG border area.

Abstract

The research aimed to examine the Indonesia’s international leadership on foreign policy throughout the period of President Susilo Bambang Yudhoyono and President Joko Widodo, who have developed different conceptualizations of foreign policy. It ultimately affects the way each of them makes an interpretation of what Indonesia should do with its international leadership. The research built a solid and rich theoretical framework by consulting on previous research focusing on factors that affect the nature of international leadership especially regarding the role of the individual styles of a state leader. The research had two illustrations or brief case studies, namely, the promotion of democracy and human rights and the initiative of promoting the Indo-Pacific cooperation with a special emphasis on the period of President Joko Widodo. The research finds that he has changed the nature of Indonesia’s international leadership to make it fit into his domestic agenda. While President Susilo Bambang Yudhoyono tends to make Indonesia’s international leadership as an essential part of his rigorous effort to build a post-authoritarian identity for a democratic and stable nation, President Joko Widodo prefers to make his foreign policy serve the accomplishment of his domestic priorities. The research concludes that Indonesia’s international leadership is much contingent upon individual preferences of the presidents in both formulating their policies as well as the implementation. Moreover, the research comes up with constructive ideas which might be useful to strengthen Indonesia’s international leadership in the future.

Abstract

Mangrove memegang peran penting dalam dalam menjaga ekosistem pesisir, mencegah abrasi, serta dapat dikembangkan menjadi produk turunan dan objek ekowisata. Salah satu  Desa yang saat ini menjadi lokasi prioritas penanaman mangrove adalah Desa Tanjung Pasir di Kecamatan Teluknaga, Kabupaten Tangerang, Provinsi Banten. Area pesisir Kecamatan Teluknaga seringkali menghadapi ancaman abrasi air laut yang bahkan menyebabkan banjir rob dikawasan kecamatan Teluknaga. Berbagai upaya telah dilakukan untuk menurunkan resiko abrasi termasuk melalui penanaman mangrove yang dilakukan baik oleh aktor negara dan non negara. Salah satu bentuk upaya yang dilakukan adalah kolaborasi dari berbagai aktor dalam hal ini Program Studi Ilmu Hubungan Internasional FISIP-Universitas Pelita Harapan, Yayasan Econusa, Penjaga Laut, dan Kementerian Kelautan dan Perikanan dalam memberikan edukasi dan praktik penanaman mangrove untuk mendukung meningkatnya ekosistem mangrove di Kawasan pesisir Desa Tanjung Pasir. Adapun kegiatan Pengabdian kepada Masyarakat (PkM) ini merupakan bentuk PkM yang terintegrasi dengan mata kuliah “Komunitas Masyarakat Sipil Global” dalam tema pembelajaran mengenai tujuan pembangunan berkelanjutan/sustainable development goals (SDGs). Edukasi mengenai mangrove diberikan melalui kegiatan "Sail to Campus" dan praktik yang dilakukan adalah penanaman mangrove di Desa Tanjung Pasir, Kecamatan Teluknaga, Kabupaten Banten. Rangkaian kegiatan pengabdian kepada masyarakat ini berkontribusi pada pemahaman mahasiswa mengenai pentingnya ekosistem mangrove dalam pencapaian SDGs nomor 14, 1, 2, 8, 13, dan 15. Selain itu, aksi nyata juga dilakukan melalui penanaman sebanyak 1000 bibit mangrove di kawasan hutan mangrove Desa Tanjung Pasir.

Abstract

The issue of Papua is a “pebble in the shoe” for Indonesia. Unresolved past human rights violations, discrimination, and poverty remains the spotlight of countries especially the South Pacific Island, not to mention Australia. Given the complexity of this region, Joko Widodo (Jokowi) has done some progress in this Eastern most Provinces. Development and security become the center of Jokowi’s approach, while at the same time slowly progressing on human rights issue. This research will have a particular focus on the policies of Jokowi from his first to second period regarding Papua. Furthermore, this research will discuss the implication of Jokowi’s policies to Papua for Australia-Indonesia bilateral relationship. This research uses descriptive research method with two concepts from international relations: national security and human security.  There are two main arguments derived from this topic: First, Jokowi’s approaches in Papua have shown Jakarta’s seriousness in developing Papua both from infrastructure and human resources sectors which aligned with national security and human security concept. Second, Australia must take an opportunity of Jokowi’s openness and approaches in Papua to at least addressing the reality and progress of this region for its public.Bahasa Indonesia Abstract: Isu Papua adalah "kerikil di dalam sepatu" bagi Indonesia. Kemiskinan, diskriminasi, dan bahkan pelanggaran HAM masa lalu selalu menjadi perhatian utama negara-negara baik di Pasifik Selatan, dan juga Australia. Melihat begitu kompleksnya isu Papua ini, Joko Widodo (Jokowi) telah melakukan berbagai progres dengan penekanan pada aspek pembangunan dan keamanan sebagai pusat pendekatan ke Papua, sekaligus secara perlahan menyelesaikan isu HAM di Papua.  Penelitian ini berfokus pada kebijakan Jokowi dari periode pertama hingga kedua terkait Papua. Selanjutnya, penelitian ini membahas mengenai implikasi kebijakan Jokowi di Papua terhadap hubungan bilateral Australia-Indonesia. Penelitian ini menggunakan metode penelitian deskriptif dengan dua konsep dari hubungan internasional yaitu keamanan nasional dan keamanan manusia. Dua argumentasi utama yang diangkat dari topik ini adalah: Pertama, pendekatan Jokowi di Papua telah menunjukkan keseriusan Jakarta dalam membangun Papua baik dari sektor infrastruktur maupun sumber daya manusia yang sejalan dengan konsep keamanan nasional dan keamanan manusia. Kedua, Australia perlu mengambil kesempatan dari keterbukaan dan pendekatan Jokowi di Papua untuk memaparkan realita dan progress kawasan ini kepada publik di Australia.

Abstract

Deforestation has become the primary concern of environmental security in Jayapura Regency Papua Province due to massive logging and illegal wildlife hunting. This research focuses on the role of state and non-state actors in promoting environmental security in Rhepang Muaif Village Jayapura Regency through the Isyo Hills ecotourism destination. Indigenous peoples in Rhepang Muaif Village harbored concern about land clearing in their customary forest caused by palm oil company activities. To support the research, a qualitative research method with thematic analysis is conducted with primary and secondary data collection. This research found four main actors, namely the state/government, academics, NGOs, and the youth community. Each actor significantly contributes to supporting the achievement of environmental security in Rhepang Muaif village. The government plays a role in forming regulations that support conservation and infrastructure assistance. Academics play a role in conducting research and community services. Additionally, NGOs play a role in the initial mapping of Rhepang Muaif village and its biodiversity potential. Meanwhile, the youth community plays an important role in promoting ecotourism and raising the potential of this village to receive the 2024 Tourist Village Award.
