Abstract

Since 2011 the Family Quality Improvement Program (PKK) has been socialized by DP3AKB Sidoarjo Regency in each sub-district. In fact, the Family Quality Improvement (PKK) program in Sidoarjo Regency has not run in accordance with the objectives of this program. The purpose of this study is to describe and analyze the implementation of the Family Quality Improvement (PKK) program in improving the family economy in Sidoarjo Regency as well as to describe and analyze the supporting factors and inhibiting factors of the Family Quality Improvement (PKK) program in improving the family economy in Sidoarjo Regency. This research uses descriptive qualitative method. The results of this study indicate that the implementation of the family quality improvement program (PKK) in improving the family economy in Sidoarjo Regency has 6 indicators. Based on the results of research on financial resource indicators (budget) the Office of Women's Empowerment, Child Protection, and Family Planning (DP3AKB) Sidoarjo Regency did not receive a budget from the central government to implement the Family Quality Improvement Program (PKK). Meanwhile, the communication indicators between organizations show that not all women have access to information to participate in the Family Quality Improvement Program (PKK).

Abstract

This study investigates the efficacy of the Poedak application in population administration services within Karangandong village, utilizing a descriptive qualitative approach. Employing purposive sampling, primary and secondary data were collected via observation, interviews, document abstracts, and recordings. Results indicate Poedak's effectiveness through four key indicators: precision in program objectives, successful program dissemination, alignment with program goals, and program monitoring. The findings reveal commendable precision in program targeting, robust program dissemination through online media and direct community engagement, goal congruence with Gresik Regency's expectations, and effective program monitoring. However, challenges such as limited village-level Poedak awareness among residents and server connectivity issues in Karangandong Village hindered its seamless operation, impeding the application's effectiveness. This study underscores the need for enhanced community awareness initiatives and robust technological infrastructure to optimize the Poedak application's effectiveness in rural population administration. Highlights: Technological Impact: The study assesses the efficacy of the Poedak application in rural administrative services, shedding light on its technological impact on population documentation and management. Challenges in Implementation: It highlights connectivity issues and limited community awareness as pivotal challenges hampering the seamless operation of the Poedak application in rural settings. Need for Enhanced Awareness: Emphasizes the significance of community-oriented awareness programs to bolster the adoption and effectiveness of technological solutions like Poedak in rural administration. Abstract

This study aims to analyze the implementation of the Family Hope Program (PKH) in Ganggang Panjang Village, Indonesia, and identify the factors that hinder or support its execution. Qualitative data was collected through purposive sampling and analyzed using Miles and Huberman's approach. The results reveal that the local PKH management was not involved in the selection of program beneficiaries, posing a significant challenge. Additionally, the lack of adequate transportation and facilities hindered the effectiveness of program facilitators. Abstract

This study aims to assess the effectiveness of the nutrition-aware family program (kadarzi) in addressing stunting in Payan Hamlet, Pabean Village, Sedati District, Sidoarjo Regency, Indonesia. The research utilized a descriptive qualitative approach, incorporating observation, interviews, and both primary and secondary data. The authors employed purposive sampling and the data analysis model of Miles and Huberman, focusing on data reduction, presentation, and drawing conclusions. The study's goal was to evaluate the program's impact based on the effectiveness theory proposed by Sutrisno (2017), which includes five indicators: target accuracy, program understanding, timeliness, goal achievement, and real change. The results indicate that while the program demonstrated success in some areas, improvements are needed in terms of program understanding. The implications of this study provide valuable insights for the ongoing global efforts to combat stunting and improve child nutrition. Abstract

Data analysis used the Miles and Huberman interactive model analysis which consisted of data collection, data reduction and data presentation. The results of the study show that the implementation of the policy of registering prepaid cell phone cards using NIK and KK Numbers at the Sidoarjo Communication and Information Office can be seen from: a) Communication, indicating that the delivery of prepaid cell phone card registration using NIK and KK to the target group which in this case is community is done through socialization. Initial socialization was carried out in 2017; b) Resources, indicating that the existing employees are considered sufficient when viewed in terms of quality and quantity. In terms of facilities, the existing facilities are in good condition and are still suitable for use in the registration of prepaid cell phone cards using NIK and KK; c) Disposition, indicating that the attitude and commitment of the cellular phone prepaid card registrar using the NIK and KK in carrying out their duties is in accordance with the code of ethics. If there is a discrepancy in the implementation of prepaid cell phone registration using NIK and KK, the executor will give awards in the form of money and certificates as well as punishment or consequences that depend on the superiors; d) Bureaucratic structure, indicating that there has been a match between the implementing structure in the implementation of prepaid cellular phone card registration using NIK and KK.

Abstract

Penelitian ini mengevaluasi efektivitas aplikasi Sipraja dalam menyediakan layanan administrasi kependudukan di Desa Putat, Kecamatan Tanggulangin, Kabupaten Sidoarjo. Meskipun kemajuan teknologi dimaksudkan untuk mempermudah penyampaian layanan, aplikasi ini belum berfungsi optimal karena keterbatasan sumber daya, personel yang terbatas, dan infrastruktur yang tidak memadai. Menggunakan metodologi kualitatif deskriptif dengan sampel purposif, penelitian melibatkan informan kunci dari badan administrasi lokal untuk menilai dampak dari kendala tersebut. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi dan dianalisis menggunakan metode Milles dan Huberman, berfokus pada pengumpulan data, reduksi, penyajian, dan verifikasi. Hasil menunjukkan bahwa sementara aplikasi memastikan pengolahan dokumen berkualitas tinggi, adopsi dan fungsionalitasnya terhambat oleh inefisiensi operasional dan masalah antarmuka pengguna. Studi ini menyoroti kebutuhan akan dukungan pemerintah yang ditingkatkan dan peningkatan infrastruktur untuk sepenuhnya memanfaatkan solusi digital dalam administrasi publik.

Abstract

Program Program Pusat Informasi dan Konseling Remaja (PIK-R) bertujuan untuk menurunkan angka pernikahan dini di Kabupaten Sidoarjo. Pendekatan yang diterapkan menggunakan metode kualitatif deskriptif, dengan pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penelitian ini didasarkan pada lima indikator efektivitas, yaitu Tepat Kebijakan, Tepat Pelaksana, Tepat Target, Tepat Lingkulngan, dan Tepat Proses. Hasil penelitian menunjukkan beberapa indikator pada program PIK-R masih belum maksimal. Hal ini disebabkan oleh kurangnya pemahaman remaja terhadap program serta rendahnya tingkat keterlibatan mereka. Sosialisasi yang dilakukan di Kabupaten Sidoarjo berkisar antara 2 hingga 4 kali dalam setahun, namun kehadiran peserta yang tidak sepenuhnya sukarela menjadi kendala dalam mencapai tujuan utama program, yakni menekan angka pernikahan dini. Sebagai kesimpulan, meskipun program PIK-R memiliki potensi besar, efektivitasnya masih perlu ditingkatkan dengan memperbanyak kegiatan sosialisasi dan mendorong keterlibatan aktif para remaja

Abstract

Objective: This study aims to determine the implementation of the Digital Population Identity (IKD) Application in the service of making Child Identity Cards (KIA) in Sidoarjo Regency. The background of the research is based on efforts to digitize population administration to improve the efficiency and convenience of public services. Method: The method used is descriptive qualitative with observation, interview, and documentation techniques. The analysis refers to the implementation theory of George C. Edward III's implementation theory which includes communication, resources, disposition, and bureaucratic structure. Results: The results showed that although IKD facilitates the process of making KIA through digital features such as self-activation and printing on the ADM machine, the implementation is still not optimal. The main obstacles include low public understanding, limited human resources. Novelty: The novelty of this research lies in the focus of analysis on the implementation of IKD in KIA services and the importance of increasing digital literacy, training officers, and strengthening SOPs in supporting the digital transformation of population services.

Abstract

The aim of this research is to explain and explain the implementation of the Online Population Services Program (PLAVON) in Prasung Village, Buduran District, Sidoarjo Regency. This study uses a qualitative descriptive research method with data sources originating from interviews, observations and literature studies. The focus of this research is the implementation of the Online Population Services (PLAVON) program in Prasung Village, Buduran District, Sidoarjo Regency. Findings from the research show that the implementation of PLAVON in Prasung Village, Sidoarjo District, is still hampered by outreach efforts to the community, and only initial outreach was carried out. E PLAVON was launched in in 2021. Until now, the availability of financial resources to support the Online Population Services Program is still limited due to the lack of adequate budget allocation. This condition means that the implementation of the Online Population Services Program has not yet reached the maximum and effective level.

Abstract

This study aims to determine the legal protection for victims of trafficking in persons in terms of human rights perspective. This research is based on the fact that there are still cases of trafficking in persons and the protection of victims is still not effective. Victims are entitled to protection according to human rights guidelines. The author conducted this research using a normative research method using a statutory approach related to the object under study and also using a conceptual approach. The data collection technique used is secondary data consisting of primary legal materials, namely legislation and secondary legal materials in the form of books, scientific papers and data obtained. This study explains that a person who is a victim of trafficking in persons is entitled to protection in accordance with the provisions of the legislation as well as the provision of compensation rights to victims of trafficking in persons according to the human rights inherent in him. And this study also discusses the role of the government and the community in an effort to provide protection for victims of trafficking in persons to uphold human rights.
