Abstract

This study aims to explain the role of the African Risk Capacity (ARC) organization in tackling the food crisis due to climate change in Mali in 2021-2022. This study used a descriptive qualitative method, with the research object describing the role of the ARC organization in tackling the food crisis due to disasters related to climate change in the country of Mali and using a literature study as a data collection technique. From this study, the authors found that ARC climate risk insurance has an impact on reducing hunger and poverty in Mali by 2021 by providing financial support for emergency response and disaster risk reduction initiatives. ARC also assists with disaster management program planning and participates in carrying out supervision when the program is implemented. ARC's efforts have proven to help ease the burden on local governments in responding to climate hazards and reduce the impact of climate-related disasters on the most vulnerable populations and gradually increase their welfare.

Abstract

Tulisan ini mengurai permasalahan kebijakan terkait pengungsi di Indonesia. Diketahui bahwa Indonesia tidak terikat dengan Konvensi Pengungsi 1951 maupun Protokol 1967, namun Indonesia termasuk negara transit yang menampung dan mengurus sejumlah pengungsi yang melarikan diri dari wilayah konflik dari berbagai negara. Penelitian ini bertujuan untuk menelaah kebijakan pemerintah Indonesia terhadap pengungsi dan membandingkannya dengan pandangan Islam khususnya dalam perlakuan terhadap pengungsi. Hasil dari penelitian ini menunjukkan bahwa kebijakan pemerintah Indonesia jika ditinjau dari prinsip-prinsip kemanusiaan dan hukum Islam. Hal itu belum dapat dikatakan telah menjamin keamanan, kesejahteraan, dan keselamatan pengungsi. Hal tersebut terlihat dari tidak adanya regulasi pemerintah yang tertuang dalam Undang–Undang Republik Indonesia yang menjamin hak pengungsi terpenuhi.

Abstract

Identity politics rooted in pesantren culture plays a significant role in electoral contestation in Central Java; however, studies examining how santri identity is discursively represented, particularly within candidate debate forums, remain limited. This research aims to analyze the construction of santri identity in three debate speeches delivered by Taj Yasin during the 2024 Central Java gubernatorial election using Norman Fairclough’s Critical Discourse Analysis (CDA) framework. The data consist of debate transcripts, which are examined through three analytical levels: textual analysis, discourse practice, and sociocultural practice. The findings reveal that santri identity is constructed through the strategic use of religious and pesantren-specific diction such as nglakoni, ngopeni, and akhlaq, as well as through narratives of moral exemplarity and genealogical references to respected religious figures, including the teachings of K.H Maimoen Zubair. This identity construction is further reinforced by visual performativity, particularly the consistent use of sarong and black cap throughout the debates, and by framing pesantren values as the normative foundation for policy arguments in education, sharia-based economics, environmental issues, and social development. At the sociocultural level, the construction of santri identity resonates strongly with the religious and pesantren-oriented character of Central Javanese society, functioning as both symbolic capital and a political communication strategy. This study concludes that santri identity operates not merely as a personal attribute but as a deliberate discursive strategy that integrates language, symbols, and cultural values to establish political legitimacy in the electoral arena.
