Abstract

Perkembangan pesat teknologi Artificial Intelligence (AI) dan Augmented Reality (AR) telah membawa perubahan signifikan dalam sektor pertahanan global, termasuk di Indonesia, yang menghadapi tantangan keamanan dan kebutuhan modernisasi sistem pertahanan nasional. Permasalahan utama yang diangkat adalah bagaimana pemanfaatan AI dan AR dapat meningkatkan efektivitas pertahanan Indonesia serta bagaimana mengatasi risiko keamanan siber, ketergantungan teknologi asing, dan isu etika yang muncul dari integrasi teknologi tersebut. Penelitian ini bertujuan menganalisis potensi strategis dan ancaman keamanan yang terkait dengan penerapan AI dan AR dalam pertahanan nasional Indonesia serta memberikan rekomendasi kebijakan yang adaptif dan berkelanjutan. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif analitis berbasis kajian literatur, dokumen kebijakan, dan studi kasus penerapan AI dan AR dalam pertahanan di berbagai negara. Hasil penelitian menunjukkan bahwa AI dan AR berperan penting dalam penguatan pengintaian, pelatihan militer, dan deteksi ancaman dini, namun juga membawa risiko keamanan siber dan ketergantungan teknologi yang perlu dikelola secara strategis. Implikasi penelitian ini menekankan perlunya pengembangan kapasitas domestik, penguatan keamanan siber, dan penyusunan kebijakan yang mengatur penggunaan teknologi tersebut secara etis dan aman guna mendukung ketahanan pertahanan nasional Indonesia di era digital.

Abstract

This article critically examines the dual judicial system in Indonesia that governs the prosecution of gross human rights violations involving members of the Indonesian National Armed Forces (TNI). While the Human Rights Court has the legal authority to try serious violations, the concurrent jurisdiction of military courts over active military personnel creates significant barriers to accountability and justice. This legal dualism fosters impunity and weakens public trust in Indonesia’s justice system. The article analyzes key cases, institutional dynamics, and the political legacy that perpetuate this impunity, alongside the expanded role of the military in internal security. It argues that comprehensive legal and institutional reforms, coupled with strong political will, are essential to harmonize jurisdiction, strengthen civilian oversight, and ensure equality before the law. Such reforms are critical for Indonesia to reconcile national security with human rights protections and to consolidate its democratic governance.

Abstract

This research aims to examine the implementation of Pancasila values ​​in the formation of Indonesia's national legal system, by highlighting the challenges and obstacles faced, as well as offering strategic solutions to overcome them. As a basic state norm (staatsfundamentalnorm), Pancasila has a central role in the national legal system to create laws that reflect the character, justice and identity of the Indonesian nation. However, the process of integrating Pancasila values ​​is faced with various obstacles, such as incompatibility with customary legal norms, weak law enforcement, and social dynamics due to globalization. This research uses normative juridical methods with statutory and conceptual approaches to analyze the relevance of Pancasila values ​​in various legal products. The research results show the importance of legal reform, cross-sector dialogue, improving legal education, and community involvement in the legislative process. With this holistic approach, it is hoped that the integration of Pancasila values ​​can create a national legal system that is fair, inclusive and relevant to current developments without losing its philosophical roots.

Abstract

In the wake of Society 5.0 phenomenon this article delves into the intricate interplay between technological progress and national security. Society 5.0 envisions a world where technological innovations, including IoT, Artificial Intelligence, Big Data, and robotics, are harnessed to enhance the fabric of societal life including in national security. While promising unprecedented positive developments particularly in national security and intelligence, this paradigm shift also unfurls a double-edged sword, presenting unforeseen challenges. The era's impact on security and intelligence encompasses increased data connectivity and sharing, paving the way for advanced intelligence technologies such as AI and IoT, and predictive analytics. However, these positive strides are juxtaposed against contemporary challenges that demand practical solutions, commitment, and ample resources. The article meticulously navigates through the labyrinth of these challenges, emphasizing the need for a holistic approach. It unfolds in three parts: exploring the challenges of intelligence and national security in the Society 5.0 era, understanding these challenges to shift towards discussing implementation of intelligence measures in this era to safeguard national security, and finally, culminating in a conclusion that underscores the necessity of commitment, resources, and robust cross-sector collaboration to effectively leverage the positive potential of Society 5.0 in securing nations against present and future security challenges.

Abstract

The post-Cold War era has indeed reshaped the security paradigm, witnessing a surge in non-traditional security issues that intersect with military security concerns. The human security approach has expanded the understanding of threats to encompass phenomena like terrorism, climate change, and human trafficking. While Southeast Asia serves as a microcosm of these complexities, it's imperative not to overlook broader global security trends and perspectives. In this region, intricate security dynamics are shaped by diverse factors, including economic downturns, territorial disputes, and environmental shifts. Although non-traditional threats have gained prominence, traditional ones, such as tensions in the South China Sea, persist and demand attention. Countries like Indonesia and the Philippines have responded by bolstering their defence budgets. Moreover, there's a discernible uptick in the adoption of military operations other than war (OMSP), with a growing emphasis on humanitarian aid and disaster relief efforts. However, amidst evolving international strategic landscapes, it's crucial to adapt. For instance, Indonesia's recent establishment of the Defence Intelligence Agency underscores the imperative to enhance defence capabilities for non-war military missions.
