Rekomendasi penelitian ini dimaksudkan untuk membantu anggota Koperasi Kopdit Swastisari Kota Kupang lebih memahami keuangan dan melakukan penelitian lebih lanjut untuk mengaktifkan indikator dan variabel tambahan. This research aims to determine the quality of funding for the Defined Benefit Pension Program produced by the NTT Regional Development Bank Pension Fund using a quantitative descriptive approach method. This type of research is field research. The informants used in this research consisted of the Head of Finance and Accounting and the Head of Investment and Funding. Data was collected using field research techniques, interviews and documentation. The data sources in this research are primary and secondary data sources. Based on the research results, it shows that the NTT Regional Development Bank Pension Fund is experiencing a funding deficit. The results of the research show that the analysis shows a decrease in the quality of funding for the NTT Regional Development Bank Pension Fund from Level I (Funded) in June and December 2023 to Level II (Partially Funded) in June 2024 with a total funding ratio of 97.89% and a solvency ratio of 102 .24% which is due to the increase in the amount of actuarial liabilities which is greater than the assets for Funding. The declining funding ratio reflects a deficit in assets to cover actuarial liabilities, while the decline in solvency highlights the challenges in maintaining the ability to face long-term risks so that more attention is needed in increasing transparency and ensuring accountability in every decision taken.

This study aims to analyze the implementation of good governance principles—namely transparency, accountability, and public participation—in regional financial management in South Central Timor Regency. The method used is descriptive qualitative, with data collection techniques including interviews, documentation, and analysis using NVivo software. The findings indicate that the local government has made efforts to implement transparency through digital information systems and public information dissemination, although challenges remain, such as the limited use of social media. Accountability is pursued through internal audits and the publication of financial reports, but there are still issues concerning the effectiveness of oversight. Public participation in budget management remains largely formal and has yet to become fully participatory. The study concludes that the application of good governance principles in South Central Timor Regency is underway but still requires strengthening, particularly in implementation and community involvement, to achieve better and more sustainable governance.

This study aims to obtain an overview of the implementation of financial SIMDA at the Regional Secretariat (SETDA) of the South Central Timor Regency Government, as well as to find out the causal factors that the Regional Secretariat has in implementing financial SIMDA, a well as the quality of information resulting from its implementation. Respondents in the study were 5 people consisting of Regional Secretariat employees, namely Administrative Section Employees, Accounting and Reporting Section Employees, Head of Finance and Reporting Sub Division and Section Head. Data were collected through direct interviews with respondents using interview guides, direct observation of the activities of the Regional Secretariat employees and documentation studies of related documents. The results of the interviews and the collected data were analyzed by descriptive method using a phenomenological approach. The results of the study indicate that in general the employees of the Regional Secretariat have understood the meaning of financial SIMDA and the description of its implementation related to input and output data. The factors possessed in implementing the implementation of SIMDA Finance are communication, human resources, attitude/disposition and bureaucratic structure, while the quality of information generated from the implementation of SIMDA Finance is reliable, but not timely and relevant.

The aim of this research is to study and apply the Highest and Best Use (HBU) analysis method to assets in the form of empty land that has not been properly utilized which is owned and managed by the Kupang City government. This asset is located in Oebufu Village, Oebobo District, Kupang City, East Nusa Tnggara Province. This research is a quantitative descriptive research. This research collects data through questionnaires, interviews, observation and documentation. This study determines the most optimal type of research land use based on four elements: physical, general, financial, and maximum productivity. The research results show that the highest and best use analysis was carried out from the physical aspect of alternative land uses such as shophouses, multi-purpose buildings and agricultural warehouses and was declared feasible. Based on legal aspects, use as a shophouse and multi-purpose building is permitted, but use as an agricultural warehouse is not permitted. Then, based on the financial aspect, the alternative use of land as a shophouse meets the feasibility, namely an NPV of Rp. 11,107,219,027., IRR of 74% and the highest land value of Rp. 45.235.091530., Multipurpose Building meets the wealth criteria, namely NPV of Rp. 8,350,070,691., IRR of 67% and the highest land value of Rp. 32,168,055,315., The results of the analysis show that the highest and best land value is the alternative use as a shophouse, namely Rp. 59,399,730., per square meter or increasing the land value by 11% compared to the market value of empty land for the research object, which is Rp. 5,221,829., per square meter. So the highest and best use of empty land for optimal results is a shophouse.
