Abstract

Penelitian ini dilakukan untuk menganalisis perbedaan dalam etika pemerintahan antara negara-negara yang memiliki tingkat korupsi rendah dan Indonesia, serta untuk menemukan praktik-praktik unggulan yang dapat diadopsi oleh Indonesia dalam rangka memperbaiki etika pemerintahan dan menekan angka korupsi. Perbedaan antara etika pemerintahan di negara-negara dengan korupsi rendah dan kondisi di Indonesia, serta berbagai hambatan yang dihadapi Indonesia dalam mengimplementasikan etika pemerintahan yang baik. Penelitian ini juga menekankan pentingnya transparansi, akuntabilitas, dan integritas dalam pengelolaan pemerintahan.Metode penelitian yang digunakan yaitu metode kualitatif melalui kajian literatur untuk mengumpulkan dan menganalisis informasi tentang etika pemerintahan di negara-negara dengan korupsi rendah. Sumber yang digunakan meliputi artikel, buku, dan dokumen kebijakan. Proses mencakup pemilihan literatur berdasarkan kriteria tertentu dan evaluasi kualitas sumber. Analisis dilakukan secara tematik untuk mengidentifikasi pola dan tema utama, serta membandingkan praktik etika pemerintahan dan pengaruh budaya, sosial, dan politik terhadap pencegahan korupsi. Hasil kajian diharapkan memberikan wawasan bagi Indonesia dalam meningkatkan etika pemerintahan dan mengurangi korupsi.Hasil penelitian ini mengindikasikan bahwa negara-negara dengan tingkat korupsi rendah secara konsisten menerapkan prinsip-prinsip etika pemerintahan, termasuk keterlibatan aktif masyarakat dan sistem pengawasan yang efisien. Sebaliknya, Indonesia masih menghadapi sejumlah tantangan dalam penerapan etika pemerintahan, seperti minimnya transparansi dan akuntabilitas. Penelitian ini merekomendasikan serangkaian langkah strategis untuk memperbaiki etika pemerintahan di Indonesia, mencakup penguatan regulasi serta peningkatan kesadaran masyarakat mengenai pentingnya etika dalam konteks pemerintahan.

Abstract

2025 will be a crucial phase for Indonesia in maintaining fiscal sustainability amidst the increasing need for development financing and new tax policies, particularly the adjustment of the Value Added Tax (VAT) rate to 12% and the planned implementation of a carbon tax. This situation occurs when the government debt ratio is approaching 40% of GDP, thus creating political challenges as well as demands for effective public policy. This study aims to analyze the political dynamics accompanying the implementation of the new tax policy and public policy strategies in managing the national debt burden sustainably. The research method used is qualitative with a descriptive-analytical approach through literature studies, analysis of official documents (the 2025 State Budget, Financial Notes, tax regulations), and interviews with key informants. The results show that the success of fiscal consolidation in 2025 depends on three main factors: (1) the design of a selective VAT policy that takes into account aspects of social justice and purchasing power protection, (2) credible debt management through fiscal rule discipline and fiscal risk transparency, and (3) political legitimacy built through public communication and social compensation. The conclusion of this study confirms that the new tax policy can only be effective if supported by political stability, central-regional coordination, and an inclusive communication strategy. These findings are expected to provide academic and practical input in formulating Indonesia's fiscal policy in the consolidation era.

Abstract

This study was conducted to analyze the role of customary institutions in the government system in Karampuang, as well as to analyze the challenges faced by customary institutions in Karampuang. This study emphasizes the strategic role of customary institutions in the preservation of culture and management of natural resources of indigenous communities in Karampuang. The research method used is a qualitative method through a literature review to collect and analyze information related to the role of customary institutions in the Karampuang customary village. Sources used include the collection of literature such as books, journals, articles, and related documents. The results of the study are expected to provide insight related to the strategic role of customary institutions in the government system. The results of this study indicate that customary institutions in Karampuang play a dual role as pillars of culture and as important institutions in the local government structure, maintaining a balance between cultural values ​​and government administration. However, these customary institutions face many challenges, including legal recognition that must be fought for officially, the threat of confiscation of living space that threatens the sovereignty of customary territories, and the need to strengthen institutional capacity to develop amidst social dynamics and the pressures of modernization.
