Abstract

The purpose of this study is to determine the Implementation of Smart Indonesia Card Policy in improving the quality of education at the Konawe District Education Office. The research subjects in this study were informants representing the Konawe District Education Office who took care of the Smart Indonesia Card and the school. This research instrument uses observation guidelines, interviews, and documentation reviews. The results showed that financial assistance through the Smart Indonesia Card (KIP) was used with the aim of easing the burden of costs that were too heavy for parents who came from lower economic status. The Konawe District Education Office always conducts evaluations to monitor the KIP program so that it remains effective and targeted. In addition, the school always monitors the allocation of KIP funds received by parents so that the funds received can really be used for their children's school needs..

Abstract

Tujuan Penelitian adalah untuk mengetahui bagaimana system penataan kearsipan dalam menunjang tertib administrasi pada Dinas Kependudukan dan Catatan Sipil Kabupaten Konawe. Indikator pengukuran dari masing-masing variabel tersebut dilihat dari; 1) Kegiatan Pengurusan Surat (Mail Handling); 2) Kegiatan Penataan Arsip (filling) dan; 3) Kegiatan Penyusutan Arsip (record disposisi) Hasil penelitian diperoleh bahwa a) pengurusan surat (mail handling), telah dilakukan kegiatan penerimaan dan mencatatan surat keluar dan surat masuk serta mengarsipkannya; b) Penataan Arsip (filling) baik secara alfabetis, urutan nomor dan cara kronologis sebahagian telah dilakukan di masing-masing sub bidang, kemudian sistem dan tata cara pemberkasan arsip, pola klasifikasi arsip yang digunakan telah sesuai, peralatan yang digunakan telah terlaksana namun diantaranya peralatan tersebut secara kualitas nampaknya belum memenuhi standar mutu, penyimpanan arsip telah ada namun belum memenuhi standar baik dari segi fisik materialnya maupun kualitas kondisinya yaitu tidak mempunyai gedung khusus yang ber-AC, peminjaman dan penemuan kembali arsip sudah dilakukan namun keterbatasan pengetahuan personil di bidang kearsipan masih minim; c) penyusutan arsip (record disposisi), mayoritas informan/pegawai mengatakan telah dilaksanakan namun tidak semua pegawai mengetahui adanya proses pemusnahan arsip di Dinas Kependudukan dan Catatan Sipil Kabupaten Konawe.

Abstract

This study aims to examine and analyze policies and their impacts in the mining area of North Konawe Regency, as well as examine the implications of mining policies and provide solutions for communities in the mining area of North Konawe Regency. This is a qualitative study using a phenomenological approach. Data was collected through interviews, observations, and documentation, then analyzed using triangulation methods and reduced until the data obtained was saturated and valid. The results of this study indicate that: (a) policy implementation, namely communication, resources, information and authority, disposition and bureaucratic structure, has been carried out by policy implementing agents. The communication process is carried out in a tripartite manner, and government authority is no longer in the regions since the enactment of Law No. 3 of 2020 concerning mining, so that local governments only supervise and control the media when conflicts occur. (b) the impact of government policies on the socio-economic conditions of the community has not had a significant impact. The existence of mining has not provided sufficient space to promote community welfare at a macro level, with challenges including ineffective implementation in the field, social conflict, and the impact of environmental damage.
