Abstract

Excellent service is a service provided by the government to meet the needs of the community according to applicable regulations. Low quality of service can reduce public trust in the government. This study aims to build a web-based decision support system to assess the performance of the best sub-district offices objectively and transparently. The system development uses a waterfall model, which consists of stages of analysis, design, implementation, and testing. The analysis is carried out by collecting system requirements and determining seven assessment criteria: facilities and infrastructure, accountability, administration, performance, innovation and creativity, information systems, and preservation of customs and culture. At the design stage, use case diagrams and flowcharts are created, while implementation is carried out by building a web-based system that applies the SAW method. Testing is carried out using the black-box method to ensure the system runs well without errors. The results of our findings are in the form of a decision support system that identifies Kisaran Timur District as the district with the best performance, with a score of 0.896. The test results prove that the system functions optimally, transparently, and accurately. With this system, objectivity and transparency in assessing the performance of sub-district offices can be increased. In addition, this system helps the government in identifying superior sub-district offices and those that need improvement in order to improve the quality of public services.

Abstract

Abstract: The scheduling of seminar and thesis defense activities often faces complex challenges, especially when involving many students, limited room availability, and examiners assigned to multiple sessions. This study applies an Integer Linear Programming (ILP) approach to optimize the scheduling process and prevent overlaps in room usage and examiner schedules. The ILP model is designed by considering the activity duration based on its type and the predetermined list of examiners. The scheduling process is supported by the Solver feature in Microsoft Excel as a tool for solving optimization problems. The simulation results show that the model successfully produces a valid and conflict-free schedule while satisfying all defined constraints. These findings demonstrate that the ILP approach can be effectively used as a solution to support decision-making in academic settings, particularly in planning activities that involve multiple resources simultaneously. Keywords: Scheduling, Integer Linear Programming, Thesis Seminar, Thesis Defense, Schedule Optimization Abstrak: Penjadwalan kegiatan seminar dan sidang skripsi seringkali menghadapi tantangan kompleks, terutama ketika melibatkan banyak mahasiswa, ruangan terbatas, serta dosen penguji yang harus menguji di lebih dari satu kegiatan. Penelitian ini menerapkan pendekatan Integer Linear Programming (ILP) untuk mengoptimalkan penjadwalan kegiatan tersebut agar tidak terjadi tumpang tindih dalam penggunaan ruangan maupun jadwal penguji. Model ILP dirancang dengan mempertimbangkan durasi kegiatan berdasarkan jenisnya, serta susunan dosen penguji yang telah ditetapkan. Proses penjadwalan dilakukan dengan bantuan fitur Solver di Microsoft Excel sebagai alat bantu pemecahan masalah optimasi. Hasil simulasi menunjukkan bahwa model ini mampu menghasilkan jadwal yang valid dan bebas konflik, dengan tetap memenuhi seluruh kendala yang telah dirumuskan. Temuan ini membuktikan bahwa pendekatan ILP dapat digunakan secara efektif sebagai solusi dalam mendukung pengambilan keputusan di lingkungan akademik, khususnya untuk perencanaan kegiatan yang melibatkan banyak sumber daya secara bersamaan. Kata kunci: Penjadwalan, Pemrograman Linier Integer, Seminar Skripsi, Sidang Skripsi, Optimasi Jadwal
