Abstract

Trends in contemporary international polities in the post-cold war era should be observed and learned in the following phenomena: urupolansm of military and political forces under US hegemony, and mulupolansm in international economic forces. The relatively novel sacra-cultural values of the so-called pragmatr-sm and economism are proliferating in response to and alongside with the most recent development of world capitalism. At the same time, actors in the international arena multiplies as the need to solve and manage various problems and issues crosses over the mandate and legitimacy of the state — long considered as the dominant actor in international politics.Agenda to be developed by nations should as well examine and look at carefully issues and problems generated by those aforementioned trends at the international arena. This is to underline the need to not overemphasizing high profile foreign policies, while at the same time neglecting the so-called kw-politics issues. Developing nations in parricularare among the first group to be concerned with as they mostly do not have adequate space to play with in -what Dudley Seers called as— their `morn to ma.noezi we. That is the mom to being independent in taking steps, formulating policies, and maneuvering in (or resisting against) the globalized market forces

Abstract

The article explores the notion of understanding governance as part of conflict management, or vice versa, of undustanding conflict management aspects as benefiting from governance concepts and practices. Governance, with its much broader meaning than government, suggests diverse relevant and significant clues, hints and ideas in the context of conflict management endeavors. one of which is the idea to involve larger audiences and stakeholders –beyond the conventional institutions such as governmental bodies– in policy making processes and public discourses. Such comprehension and appreciation of governance concepts and practices is certainly parallel with the conflict management philosophies, concepis and practices which based on and oriented toward integrative, non-formal and non-litigative mechanisms.

Abstract

This article is an effort to explore conceptual relations of national integration as an endeavor toward nation-building and issues related to human rights promotion. Aspects of national integration which might impede effort of human rights protection are examined. These include area of issues as broad as territory, socio-cultural, and world view in the nation-building endeavor. Questions on what kind of preconditions and criteria should be established in the settlement of territory of a nation-state, what kind of socio-cultural conditions should be developed in order to unite a nation-state, and what kind of paradigm should be founded to create and develop shared beliefs, ideas and views of a nation-state are among the one shall be addressed in the article. Finally, it is also inevitable to look at the arrangement of normative logics in world order system, if we are to explore human rights promotion in the wake of (nation-) state sovereignty.

Abstract

Abstract

The study aims at exploring the phenomenon of regional production network in ASEAN (Association of Southeast Asian Nations) automotive sector/industry by employing a firm as well as macro-level analysis of data gathered through combining techniques between desk-study and a series of fieldwork. It examines patterns of production and manufacturing activities of leading Japanese automotive firms and their upgrading strategies as showcased by Toyota in an endeavor to cast the much-aspired ASEAN regional value chains (RVCs). Production shifts have been apparent as indicated in the trade patterns and trends in value added of key automotive products traded between Japan and its ASEAN partners during the past 25 years. The shifts have resulted in deepened localization of production and manufacturing activities of Japanese automotive lead firms in ASEAN countries. Such dynamic shifts, as shown especially in passenger cars and automotive parts and accessories, have further prompted upgrading efforts by the lead firms (along with their suppliers, subsidiaries, and local partners) which suggest the functioning RVCs. The upgrading embraces areas of upstream (on research, development, and design or RD&D), midstream (on production, manufacturing, and assembly) as well as downstream (on sales, marketing, and after-market) activities. Future policy outlook lays on the ability of firms and other related stakeholders in the region’s automotive sector/industry to team up in the upgrading activities and hence capture the value-added. ASEAN-Japan long and strong historical relations facilitate the enhanced collaborative automotive industrial development, particularly in the areas of technical capacity formation and supporting industries.

Abstract

Internet Shutdown policy implemented in August to September 2019 at Papua and West Papua has caused competing policy narrative between the government’s main narration of national security and the civil society’s contra narration of violation of human rights. This research aims to explain the Internet Shutdown policy at Papua and West Papua with public policy perspective with its main arguments hinged in human rights’ perspective. This research uses qualitative approach in which the data-gathering were done through interviews with stakeholders, documents, and media statement and analyzed using narrative policy analysis method. The result of this research shows that the polemic on Internet Shutdown in Papua happens because of the different belief systems held by the government and the civil society. The government’s belief system understands that security approach is the best approach in managing conflict in Papua, hence why Internet Shutdown is a viable way to manage said conflict. Whereas the civil society’s belief system understands that Internet Shutdown is a violation of human rights because it is harmful for the general public.
