Abstract

The government of Pematangsiantar Municipality is one local government that has interpreted the regulations of Government Regulation (Peraturan Pemerintah/PP) Number 61/2010 and has started to implemented its regulation by issuing Municipal Regulation (Peraturan Walikota) Number 13/2012 regarding on Guides for Information and Documentation Service Management Within Governmental Institution of Pematangsiantar as guidance procedures. This paper dis-cusses about the things that affect to implementation of this policy. Collecting data of this study is using field research. The finding of this study is there are eight things that affect to implemen-tation of PP No. 61/2010 on Pematangsiantar City Government. First, the standardize about policies and objectives; Second, the resources; Third, communication and strengthening the ac-tivities of the implementing agencies; Fourth, characteristics of the implementing agencies of public policy; Fifth, condition of social economic and political development; Sixth, the disposi-tion implementor or the attitude of the implementers of public policy; Seventh, the existence of the plan and the placement of the task correctly; Eight, Existence of compliance and the re-sponse implementing agencies.Keywords: Local government, regulation, public services.

Abstract

Universal Health Coverage (UHC) is a program designed to ensure access to quality healthcare services without financial hardship for all people. In the context of regional autonomy, the Medan City government is responsible for managing the health sector according to local needs, including implementing an ID card-based health service program. This study aims to analyze the success rate of UHC implementation in Medan City by assessing four key indicators: human resources, financial capacity, equipment and supplies, and organization and management. The research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. The study was conducted at the Medan City Health Office and involved various stakeholders, including community members. The results indicate that Medan City has met or exceeded targets across all four indicators. The budget allocation for UHC by the Medan City government surpassed the minimum requirement, positively impacting the availability of healthcare services by expanding access for the community. Additionally, health organizations and management demonstrated significant efficiency despite challenges in inter-agency coordination, as communication relied primarily on essential platforms like WhatsApp groups, needing a more integrated and real-time online information system. While financial commitment and resource management have supported the success of UHC, there still need to be more public awareness, as evidenced by the limited understanding of UHC among community members. These findings suggest that the success of UHC in Medan could be further enhanced by implementing an online information system to improve inter-organizational coordination and increase public awareness of the benefits of UHC.

Abstract

The rapid development of information and communication technology provides opportunities for the government to access, manage and use information quickly and accurately in regional development efforts. Law 32 of 2004 concerning Regional Government underlines the importance of effective resource management. This research highlights the role of the Regional Government Information System (SIPD) in development planning in Padang Tualang District. Based on Permendagri No.70 of 2019, SIPD functions to synchronize development plans with the budget. This study evaluates the effectiveness of SIPD by measuring goal achievement, efficiency, integration, and adaptation. The results show that the implementation of SIPD in Padang Tualang still faces several obstacles, including delays in data input and lack of data integration with district/city governments. However, SIPD also offers several advantages such as more structured data input and easy access by the public. This research provides a descriptive view of the effectiveness of SIPD in regional development planning and suggests improving the quality of human resources and supporting infrastructure to maximize the benefits of SIPD.

Abstract

Village autonomy is a form of decentralization that grants villages the authority to manage community interests based on original rights and local values. In this context, Badan Usaha Milik Nagori (BUMNag) plays a vital role in supporting economic independence through the sustainable utilization of local resources, as mandated by Law Number 6 of 2014 concerning Villages. However, the development of BUMNag in Nagori Cingkes still encounters various challenges, including technical limitations, weak institutional capacity, and low community participation. This study employs a qualitative descriptive method to explore the dynamics of BUMNag’s development in Nagori Cingkes. Data were collected through in-depth interviews, field observations, and document studies involving village officials, BUMNag administrators, and local community members. The analysis is based on the theory of village autonomy by H.A.W. Widjaja (2003), which emphasizes the village's right, authority, and obligation to manage its resources independently and responsibly. The findings reveal that while village autonomy has been initiated through the establishment and management of BUMNag, its development remains limited. Business operations are currently focused only on the clean water sector, while other potentials such as agriculture and tourism remain untapped. Although basic services are being provided, BUMNag’s economic contribution is still minimal due to the absence of significant profit generation. Therefore, it is recommended that the Nagori Cingkes government diversify BUMNag’s business units, improve human resource capacity through training, develop business plans based on local potentials, and increase community participation to realize sustainable village-owned enterprise development.

Abstract

Fiscal decentralization requires local governments to increase their independence by optimizing Regional Original Revenue (PAD). In Pematangsiantar City, one such effort is the policy of increasing the Taxable Object Sales Value (NJOP) based on Mayoral Regulation Number 4 of 2021. This study employed a descriptive qualitative method through interviews with BPKPD officials, the Mayor, the Regional People's Representative Council (DPRD), and affected communities. The study was analyzed using Herbert Simon's rational model, which includes problem definition, objectives, alternatives, and implementation. The results indicate that this policy arose from the need to increase PAD due to low fiscal independence. However, the formulation process lacked public participation and was implemented directly without a gradual mechanism, triggering community resistance. The initial impact of the policy actually decreased PAD realization, but in the following year, it resulted in a nominal increase. However, the policy implementation has not fully reflected the principles of participatory and equitable rationality.

Abstract

This article attempts to analyse the opportunities and challenges of villages in regulating village regulations (Peraturan Desa/Perdes) as a basis for realizing village autonomy and development. Sidoharjo I Pasar Miring is a village in Deli Serdang Regency which routinely has not formulated Perdes in carrying out government affairs, public services, economy and socio-cultural development so that the focus of village development has not been directed along with low legal and political legitimacy regarding programs carried out by the village government. This is a qualitative study using observations, interviews and FGDs as the main data sources. Secondary data consists of both statistical, scientific sources and government documents. The key informants of the study consisted of elements of village government, including the executive, legislative and community leaders. The study found several inhibiting factors for the low effort to enforce Perdes, including those related to competence, integrity, and conflicts of interest as well as technical and political support from local governments as important elements in the Perdes regulatory process. This article recommends the need for capacity building for the formulation elements of Perdes, the involvement of local governments in conducting socialization and monitoring in the formulation of Perdes.

Abstract

Background: Survei Indeks Literasi Digital Nasional 2022 oleh Kementerian Komunikasi dan Informasi bersama Kata Data Insight Center menunjukkan Sumatera Utara tidak termasuk kategoru 10 provinsi dengan nilai Indeks Literasi Digital tertinggi. Oleh karena itu, perlu dilakukan penguatan literasi digital di kalangan masyarakat. Metode: Kegiatan ini diikuti oleh 30 orang pengurus dan anggota Radio Komunitas Desa, dengan penyuluhan literasi media yang mencakup: cakap, aman, budaya dan etis dalam bermedia digital dan dilanjutkan dengan pembuatan konten literasi media berupa konten radio serta konten cetak. Hasil: Dihasilkan konten radio yang diputarkan secara periodik dan poster yang dipajang di ruang siaran dan di ruang tunggu Radio Komunitas Desa. Kesimpulan: Pengurus Radio Komunitas Desa bersama dengan anggota komunitasnya memiliki pemahaman tentang pengetahuan literasi digital, yaitu: aman, cakap, etis serta budaya dalam menggunakan media digital.
