Abstract

The Profit Increase for Rice Farming Implementing Integrated Crop Management Approachat Prima Tani Locations in Banten Province. One of the technological implementation approaches closelyguided in PRIMA TANI program related to rice farm operations is the Integrated Crop management (ICM). Thisapproach is expected to be capable of increasing the rice productivity and farming efficiency that will have animpact on the farmer’s welfare. The objective of this study was to investigate how far the impact of ICM on thefeasibility and profitability of rice farming. The study was conducted in Prima Tani locations in Serang, Lebakand Pandeglang Regencies in Banten Province from August to October 2008. Data and information were collectedfrom interviewing ICM cooperator and non-cooperator paddy farmers (90 respondents) by using a structuredquestioner. The study results show that the rice farm operations implementing ICM approach is more profitable(R/C = 2.4) and more efficient (1.74) compared to that without ICM technology assistance. It can therefore beconcluded that ICM assistance has positive impacts on the efficiency or feasibility of paddy farm operations and iscapable of increasing the profit of paddy farm operations. The analysis was done in qualitative descriptive using tables. The result shows thateconomical recovery done by government has positive impact in increasing people’s foodconsumption in both quality and quantity. The food consumption is dominated by crops. Animalbased-foods and vegetables/fruits only reach 50 percent of the consumption expected. Everyregion has rice and wheat flour in staple food pattern. Only low-income-people have corn andcassava or sweet potato in their staple food pattern. Government policy should not only focus onmacro policy which oriented on economic growth and food security in national level, but alsoshould notice aspect of increasing general income of the people. Abstract

THE ANALYSIS OF FOOD CONSUMPTION AT COMMUNITY LEVEL TO ACHIEVE FOOD DIVERSIFICATIONAs a country with large population, having food-self-sufficiency-based-food security is very important. One of the strategies to be secured in food-self-sufficiency-based-food is through achieving food consumption diversification. This paper was aimed to analyze recent food consumption pattern in Indonesia with respect to food consumption diversification. Source of the data was National Household Socio-economic Survey (SUSENAS) year 2005-2009 obtained from the Food Security Council, Ministry of Agriculture. The data were analyzed using quantitative descriptive method and presented i n tables. Results of the analyses showed that: 1) Community’s welfare in Indonesia is improving, showed by reducing proportion of food expenditure; 2) Protein consumption among Indonesian people exceeds Recommended Dietary Allowance (RDA) for protein, while energy consumption is still below RDA for energy; and 3) The diversity of food consumption pattern among Indonesian people is improving, showed by increasing Dietary Diversity Score (Pola Pangan Harapan/PPH). However, to reach PPH-based food pattern, rice consumption should be limited, while consumption of tubers, animal food and fruitsvegetables still has to be increased significantly. Government created various instruments to achieve food diversification, such as Regulation of President No. 22, 2009 about Local Resources-based-Accelerating Food Consumption Diversification Policy, which further regulated by Ministry of Agriculture based on Regulation of Minister of Agriculture No. 43, 2009 about the action. Learning from past experience, simultaneous commitment and consistency from all stakeholders including legislative institution and media (newspaper, TV, radio, etc.) is important to implement. By having similar perception, right action and consistency in implementation, food diversification is no longer being a dream. Keywords: food diversification, food consumption, community

Abstract

Staple food consumption pattern which was traditionally various, has shifted toward single staple food pattern, that is rice.  Meanwhile, there are still few people who consume corn and sago, but their consumption level are still low.  The objective of this study is to analyze various corn and sago-based processed food as an effort to promote food consumption diversification.  This study employed both secondary and primary data, collected from NTT and Papua Provinces which were purposively chosen as case study locations.  Province of NTT is for corn consumption whereas Papua for sago.  The data collected were analyzed qualitative-descriptively using  tables and diagrams.  The study suggests that maize and sago could be used as raw materials in various processed food, which are manufactured by both large and medium industries, and small and household industries.  Henceforth, it is clear that the development of maize and sago based food industries must be conducted continuosly as an effort to promote food consumption diversification.

Abstract

Food insecurity in households level is coverage multidimensional problems so that the rate of deteriorate is surely determined by negative interaction of many factors. This paper aims to analyze the changing in food consumption pattern of food insecure households due to the dynamic of situation of national economic using SUSENAS raw data 1996, 1999, and 2002. The food insecure households define as households who consump energy less than 80 % of energy sufficiency (2100 Kcal/cap/day). The result show that: (1) in 1996-2002 period, the share of food expenditure of food insecure households in out Java, in rural and households with agriculture as the main source of income always higher than those who are live in Java, in urban and who their main source of income come from non agriculture activities. When in crisis, the prosperity level of all type of households declined. But, in 2002 it raised back in line with the recovery of national economic (2) energy consumption of food insecure households is always low, only around 70 % of energy sufficiency, and (3) the level of protein consumption is only 40 gram/cap/day in average or about 83.3 % of protein sufficiency. Although there are a difference on protein consumption by island, region, and main source of income, but it is not significant. The same situation appears for the differentiation by time. As the implication, because the dynamic of national economic influenced the consumption pattern and the level of food insecurity so the government programs for economic recovery which deal with income rising should be conducted across all of the region. The priority target should be directed to households with low income who live in rural and who food insecure. Keywords: change, consumption pattern, food insecure households
