Abstract

The purpose of this study is to recommend a strategic solution to the central government for small pelagic purse seine fishery business in Pangkalpinang City in response to the regulation on the separation of authority of areas and fishing routes, namely PERMEN-KP RI Number 18 of 2021. Participants in this study are small pelagic purse seine business actors in Pangkalpinang City. The method used is a qualitative descriptive method. Data collection with direct observation and in-depth interviews. The data was analyzed by qualitative analysis and SWOT analysis. The results of the study show that the implementation of PERMEN-KP RI Number 18 of 2021 on the small pelagic purse seine fishery business in Pangkalpinang City has not gone well. Only 13% of small pelagic purse seine business actors in Pangkalpinang City have implemented the policy. Strategies to solve the problem of small pelagic purse seine fishery business in Pangkalpinang City include optimizing the implementation of the PERMEN-KP RI Number 18 of 2021 policies for fishermen to support government policies; optimizing the authority of the central government and local governments in regulating the sustainability of the fishery business; improving human resources, infrastructure, and supporting facilities and infrastructure; conducting socialization and awareness more intensively and specifically to small pelagic purse seine business actors about the importance of implementing PERMEN-KP RI Number 18 of 2021; the existence of subsidies from the central government as policymakers related to the consequences of licensing migration requirements; prioritizing sustainable local fisheries by paying attention to the conditions of certain water areas; increasing supervision by prioritizing guidance to fishermen; making special rules related to procedures withdrawal of 5% PNBP so as not to burden fishermen; the need for a review of licensing migration policies to the central government by prioritizing the interests of fishermen; as well as increasing coordination and synergy between the central government and regional agencies and related stakeholders so that the implementation of the PERMEN-KP RI Number 18 of 2021 policy can run well.

Abstract

The waters of the Bangka Belitung islands are shallow waters that are affected by tides. The tides in these waters originate from the propagation of the Natuna and Java Seas, so they have unique characteristics. This study aims to analyze the amplitude and phase difference at 2 stations representing Bangka and Belitung Islands with the final output of LAT and HAT information as marine cadastral recommendations at Tanjung Pesona and Tanjung Tinggi stations and safe depths for ports in PPN Sungailiat and PPN Tanjung Pandan. . Tidal data for 1 year with time intervals of 1 hour in 2015 were used to extract the harmonic components to determine the type of tide and calculate the tidal level at each station. The results obtained are 19 harmonic components with a diurnal tide type. The water level at Tanjung Pesona is higher than the high Tanjung, which is described by tidal levels with HAT 2.64 and 1.72 m. Safe depth of harbor pond. In the LAT condition (lowest recess), the water level at Tanjung Pesona station is above the Sungailiat PPN pool's maximum depth; on the other hand, the Tanjung Pandan PPN LAT is 0.44 m below the maximum depth of the port pool.Key Word: Bangka Belitung, chart datum, LAT, HAT, tidal level

Abstract

The purpose of this research is to identify the implementation, identify the responses of fishermen and related stakeholders, analyze the problems, and recommend strategic solutions that will be offered to the central government regarding the capture fisheries business of small pelagic purse seine fishermen at PPP Muara Sungai Baturusa Kota Pangkalpinang after the issuance of PERMEN-KP RI Number 18 of 2021. The informants of this research are small pelagic purse seine fishermen and related stakeholders at the PPP Muara Sungai Baturusa Pangkalpinang City. The method used is descriptive qualitative. Data collection by direct observation and interviews. Data were analyzed by qualitative analysis and SWOT analysis. The results showed that the policy implementation of PERMEN-KP RI Number 18 of 2021 on small pelagic purse seine fishing gear has not gone well. The impact of the separation of authority has resulted in instability in the economy and social life of fishermen and related stakeholders. Fishermen become afraid to fish > 12 nautical miles because they will definitely be prosecuted/arrested by fisheries supervisory officers. With all the consequences if the policy is not reviewed by the central government, in the future it is likely that many small pelagic purse seine vessels at PPP Muara Sungai Baturusa Kota Pangkalpinang will experience bankruptcy.
