Abstract

The number of the public service customer growth as fast as their satisfaction. Public service and their customer satisfaction are being critical point because this phenomena. How the government apparatus providing their service in order to make their costumers satisfy? In this research result shows that the strategy of human resource development through education, training, and development affect human resource quality and this give further effect on the government performance that can be seen from the public service quality. At last, the service quality will determine the improving public or customer satisfaction. The information about what costumer need and what customer want must be consider for providing good public service.  Key Words: HRD, Service Quality, Customer Satisfaction, Public Service.

Abstract

Garam rakyat yang berasal dari sumur garam diatas gunung pada ketinggian 800-900 m diatas permukaan laut merupakan satu-satunya sumur garam di Krayan Kabupaten Nunukan wilayah perbatasan dan telah dikonsumsi oleh masyarakat disekitarnya dan dijual ke wilayah Malaysia dan Brunei Darusallam. Tujuan penelitian ini untuk mengetahui aspek geologi sehingga terjadi sumur garam dilokasi itu, aspek mutu garam apakah memenuhi SNI garam konsumsi, kendala dalam pengolahan dan pemasaran hasil produksi garamnya. Metode dalam penelitian ini adalah pengambilan data primer meliputi survey lapangan, wawancara langsung dengan pengelola usaha garam rakyat dan masyarakat pengguna yang mengkonsumsi garam tersebut, sampling bahan baku garam, produk garam dan analisis laboratorium untuk mengetahui kualitas bahan baku garam (air sumur garam) dan produk garam curai dan garam padat. Hasil penelitian menunjukkan secara geologi sumur garam terletak pada satuan morfologi dataran tinggi dan formasi batuan berumur pra tersier (formasi Long Bawan) serta struktur geologi lipatan dan geser, sehingga terjadi pemunculan sumur garam pada kaki perbukitan dengan kedalaman ­± 3 m yang menyebar pada 9 desa dengan 15 titik sumur. Produk air garam dapat digunakan sebagai bahan baku garam konsumsi sesuai syarat pada SNI 3556:2016, kecuali produk yang dihasilkan baik curai maupun padat kadar Iodium berada dibawah standar yang dipersyaratkan (minimal 30 mg/kg). Namun ada kendala dalam pemasaran karena masih diolah secara sederhana sehingga kurang higienis.

Abstract

Enforcement of the ASEAN free market in the AEC since 2015 provides opportunities and threats for the border region of East Kalimantan - Kaltara as the front porch of the strategic state. This study aims to determine the factors that cause the occurrence of illegal trade in the border region with Malaysia and the implications for AEC 2015. By using descriptive analysis method is a method that makes a picture in a systematic, factual and accurate information on the facts and seeking to explain how a problem occurs. This study shows that the circulation of goods Malaysia continues to increase and largely through the illegal trade. The illegal trade also occurs in agricultural products and forest products traded as raw materials, the price is cheap and the level of price elasticity to income is low and negative, while the illegal products from the Malaysian trade in processed products from an illegal trade which has contains valueadded and the resale value is relatively more expensive. The results of this study recommend strategies and policies that can be taken in controlling illegal trade in the border region of East Kalimantan-Malaysia as well as to support the AEC 2015 is through two aspects: 1) the strengthening of the law enforcement aspect (infrastructure, personnel, control mechanisms, co-operation), 2) economic development through: a) access to the distribution of public goods and services in the border region, especially items that are not economical in production on a local scale, b) development of industrial capacity based on local resources to meet the local needs, regional and capture global opportunities, c) strategy (a) and (b) achieved through the development of infrastructure capacity (physical and non-physical), investments, partnerships and alliances vertical and horizontal.

Abstract

Local government officials are required to have sufficient quality and high professionalism to be able to carry out the governmental tasks and community development in order to provide excellent service to the community. The purpose of this study is to identify the application of the principles of human resource management (HRM) on the government officials in East Kalimantan border region and to know the needs of human resource of government officials, both in terms of quantity and quality.This research was conducted in Nunukan, Malinau and West Kutai. By using descriptive quantitative approach,this study found statement of the respondents, such as regarding the recruitment process which still did not meet the expectation. In addition, the staff placed in the border region does not have adequate ability to perform the task given. Furthermore, the development process of human resource has been good; however,the sanction and reward given are still not good.From the results of this study, it can be concluded that in general, human resource management in border regionhas been done, but there is still a shortage of the number of personnel workin the borderregion. Quantitatively, itstill needs improvement, given the wide border area with great number of the people,so that the ratio between the officials and area of service is not balance.This study suggeststhat human resource management of government officialsin border areashould be done as one of the successes and efforts in order to improve public services for the community; therefore, itshould be conducted seriously.

Abstract

Coordination of the program border area development is still sporadic, as implemented by many departments at the central level. While it’s still the sectoral nature of the program implementation according to the interests of each sector. The purpose of this research is to know the characteristics of the border region and community development in the region, as well as to draw up a strategy and policy development of the border region. This research concluded that there should be an established government institutions and directly responsible border management from conducting the central level in the form of Separate ministry, namely the Minister for the management of the State border of the Republic of Indonesia whose has the many devices, there are a central Government, Province, Regency/City, subdistrict until getting to the villages on the border.

Abstract

The government human resources service quality needs improvement through,among others graded education, training and development according to the respectiveneeds. The increasing economic dynamics of the society requires high quality services forsocial satisfaction.It is hypothesized that: (1) Human resource development hasa positiveinfluence on service quality; (2) Human resource quality has a positive influence on servicequality; (3) Human resource quality has a positive influence on customers satisfaction; (4)Service quality has a positive influence on customers on satisfaction.Path analysis was usedfor hypotheses testing. Data were collected from KDPDPKT Samarinda branch and thesociety benefiting the services.The study result shows that all four hypotheses are confirmed.It is concluded that (1) HR development has an influence of 20,64% on HR quality; (2) HRquality has an influence of 25,56% on service quality; (3) HR quality has an influence of39,42% on customers satisfaction; and (4) Service quality has an influence of 64,00% oncustomers satisfaction. This implies that education, training and development influencegovernment HR quality which further influences the government institutions performanceswhich are realized through service quality to the society. The higher the service quality, thehigher the customers satisfaction.
