Abstract

Kajian ini dilatar-belakangi oleh semakin tingginya ancaman keamanan dan pertahanan di wilayah perbatasan Indonesia. Pasca lepasnya pulau Sipadan dan Ligitan pada tanggal 17 Desember 2002 merupakan salah satu pembelajaran sangat penting bagi Indonesia untuk tidak mengulangi kesalahan yang sama, dan untuk menghindari terjadinya kembali konflik antar Negara tetangga. Oleh karenanya, dengan menggunakan metode kajian yang berproses deskriptif kualitatif berdasar pada konsep Kartasasmita (1997:142) dan Anderson (dalam Islamy, 1994:20-21), maka kajian ini bertujuan untuk mengetahui upaya-upaya kebijakan Pemerintah Indonesia dalam mengamankan Pulau Miangas Provinsi Sulawesi Utara. Kata kunci : Kebijakan, Konflik Antar Negara, Teritory

Abstract

This research based on the low level of welfare of small fishermen amid increasing Indonesian exports, so that it is not in accordance with the objectives stated in the 2011-2025 Republic of Indonesia Master Plan so that Indonesia can become a developed country with development and welfare outcomes that can be enjoyed equally by all people, and the utilization of marine resources for economic development and the welfare of fishermen and coastal communities. Therefore, through a qualitative process approach and the concept of Rokhmin Dahuri (2012), this study aims to find out strategies to improve the empowerment of small fishermen in Indonesia.

Abstract

This research based on the problem of organizational commitment and job satisfaction of employees in the Bantargebang Sub-district environment of Bekasi City, which allegedly the two variables have a causal relationship. Referring to the opinion of Locke, Luthans and Gilmer (in Robbins, 2007), and Allan & Meyer (in Sudarmanto (2009), with a sample of 41 respondents in the Bantargebang Subdistrict environment, the conclusion is that there is a strong enough and significant influence on organizational commitment to job satisfaction staff in Bantargebang Sub-district environment. If each organizational commitment is increased by 1%, there will be an increase in employee job satisfaction by 0.541%.

Abstract

This research is based on the phenomenon of the low performance of the employees in the Deputy for the Field of Court, Secretary General of the DPR RI. This of course cannot be tolerated because the Deputy for the Field of Court related to the task of carrying out the preparation of policy formulations, coaching, and implementation of court support to the DPR RI, is also a challenge and a tough task for the Secretary General of the DPR RI to reduce or even eliminate the negative image of the DPR RI in the eyes of Public. Using a qualitative approach, and using the theory of Dwiyanto (2005; 16), this study aims to determine the factors that influence the performance of the officials at the Deputy for Session of the Secretariat General of the People's Representative Council of the Republic of Indonesia. The conclusion is quite good in increasing the role and function of the People's Representative Council of the Republic of Indonesia, but there are still constraints on the factors of productivity, service quality, responsiveness, responsibility, and accountability

Abstract

Kajian ini dilatarbelakangi adanya tantangan dan peluang baik dalam konteks Masyarakat Ekonomi ASEAN (MEA) maupun liberalisasi perdagangan internasional di bidang kelautan antara lain mewujudkan Indonesia sebagai negara kepulauan yang mandiri, maju, kuat, dan berdasarkan kepentingan nasional, sehingga perhatian diberikan pada peningkatan kapasitas sumber daya manusia. Sumber daya manusia kelautan sangat perlu dilakukan dalam rangka peningkatan daya saing nasional dan optimalisasi pemanfaatan sumber daya kelautan untuk kesejahteraan dan peningkatan pendapatan negara. Peningkatan kapasitas sumber daya manusia kelautan memerlukan manajemen teknis dan struktural dari setiap pengelola dan pelaksana di bidang kelautan guna mencapai peningkatan daya saing nasional. Semua pihak perlu bersinergi untuk membangun pembangunan yang berorientasi maritim sejalan dengan konsep kebangsaan Indonesia yang memiliki falsafah Pancasila dalam Wawasan Nusantara.

Abstract

This study aims to obtain information about the form of empowerment of neglected children of school age, obtain information about the impact on neglected children after empowerment activities at orphanages and underprivileged in Al Abqo Aziyadah Cinere, Depok and obtain information about the factors that support and hinder the implementation of child empowerment activities of neglected school age. This research is a descriptive research with a qualitative approach. The research subjects were neglected children, empowerment participants, and halfway house managers. Data was collected using the methods of observation, interviews, and documentation. The techniques used in data analysis are data reduction, data display, and conclusion drawing. This research model describes the form of empowerment of shelter homes for neglected children, namely child counseling, education, training and skills, as well as the impact for abandoned children after empowerment in terms of economy, namely abandoned children are able to meet their needs by using the skills acquired for work. Also from a social perspective, where children can mingle with society in their lives, as well as from a psychological perspective, where neglected children are motivated to change their lifestyle to become regular and have the spirit to live independently. Supporting factors in the implementation of the empowerment of street children, namely the support from the community and students, facilities and infrastructure assistance from the local government, and the spirit of abandoned children who want their lives to change, progress and be independent. Penelitian ini bertujuan untuk memperoleh informasi mengenai bentuk pemberdayaan anak terlantar usia sekolah, memperoleh informasi mengenai dampak untuk anak terlantar  paska kegiatan pemberdayaan di Rumah Yatim dan Dhuafa  Al Abqo Aziyadah di Cinere, Depok dan memperoleh informasi mengenai faktor-faktor yang mendukung dan menghambat            dalam pelaksanaan kegiatan pemberdayaan anak terlantar usia sekolah. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Subyek penelitian adalah anak-anak terlantar, peserta pemberdayaan,dan pengelola rumah singgah. Pengumpulan data dilakukan dengan menggunakan metode observasi, wawancara,dan dokumentasi.Teknik yang digunakan dalam analisis data adalah reduksi data, display data, dan pengambilan kesimpulan. Model penelitian ini menggambarkan bentuk pemberdayaan rumah singgah bagi anak terlantar yakni konseling anak, pendidikan,   pelatihan dan keterampilan, serta dampak untuk anak terlantar  paska pemberdayaan dalam segi ekonomi, yaitu anak terlantar  mampu memenuhi kebutuhan dengan menggunakan keterampilan yang diperoleh untuk bekerja. Juga dari segi sosial, dimana anak dapat berbaur dengan masyarakat dalam kehidupannya, serta dari segi psikologis, dimana anak terlantar  termotivasi untuk mengubah pola hidupnya menjadi teratur dan mempunyai semangat untuk hidup mandiri. Faktor pendukung dalam pelaksanaan pemberdayaan anak jalanan, yaitu adanya dukungan dari masyarakat dan mahasiswa, bantuan sarana dan prasarana dari pemerintah daerah, serta semangat dari anak terlantar yang ingin hidupnya berubah, maju dan mandiri.

Abstract

The establishment of a Village Owned Enterprise (BUMDes) as stipulated in Law No.6 / 2014 on Village, is an effort to increase economic growth along with equitable distribution of assets to the people in order to be able to cope with various economic problems in rural areas. However, since the BUMDes policy was established (in 2004), the existence of BUMDes has not been fully satisfactory, as only about 9.09% of villages realize BUMDes program, even from the number of presentations there are only 21.68% BUMDes considered profitable. Many factors influence the development and development of BUMDes program. One of the most important factors is the lack of social capital development in rural areas. This implicitly indicates the lack of participation of the largest and most important social capital that Indonesia has in the village Muslim community in the management of BUMDes. Yet this village Muslim community as an important asset to further create opportunities to improve rural economic welfare through the utilization and management of BUMDes in Indonesia. Therefore, the qualitative descriptive qualitative study aims to analyze the factors that influence the participation of the village Muslim community in the development and management of BUMDes in Indonesia, using the opinion of Korten which suggests that the success or failure of participation is grouped into two categories namely internal factors and factors externalTerbentuknya BUMDes sebagaimana tertuang dalam UU No.6/2014 belum sepenuhnya mampu menanggulangi berbagai permasalahan ekonomi di pedesaan, karena hanya sekitar 9,09% desa yang dinilai mampu 396  merealisasikan program BUMDes, bahkan dari jumlah prosentase tersebut hanya terdapat sekitar 21,68% BUMDes yang dinilai menguntungkan. Banyak faktor yang mempengaruhi ketidakberhasilan pembangunan program BUMDes. Satu faktor paling penting adalah kurangnya pengembangan modal sosial di pedesaan. Secara implisit ini menandakan rendahnya partisipasi modal sosial terbesar dan terpenting yang dipunyai Indonesia yaitu komunitas muslim desa. Untuk itu, kajian yang berproses deskriptif kualitatif ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi partisipasi komunitas muslim desa dalam usaha pengelolaan BUMDes di Indonesia, dengan menggunakan pendapat Korten yang mengemukakan bahwa kesuksesan atau kegagalan partisipasi dikelompokkan dalam dua kategori yakni faktor internal dan faktor eksternal.Keywords: Participation, Muslim Village Community, Village Owned Enterprise Management, Village Owned Enterprise.

Abstract

AbstractIn addition to running government, the government is responsible for public service typified by good governance. The implementation of public services is an effort by the state to satisfy the fundamental needs and civil rights of every citizen with respect to administrative services provided by public service providers. Public service is a crucial component of all public institutions, including government agencies. Therefore, government bureaucracy must always prioritize the public interest when providing public services. The purpose of this study is to investigate the Application of Good Governance Principles in Improving the Quality of Public Services. This study employs a qualitative approach and descriptive methodologies. In Daragdan District, the principles of good governance, including community participation, law enforcement, transparency, responsiveness of officers, effectiveness and efficiency of services, and accountability, have been effectively implemented, according to the research findings. Personnel and infrastructural deficiencies still exist in the public services sector.Keywords: Principles, Good Governance, Quality, Public Service AbstrakSelain menjalankan pemerintahan, pemerintah bertanggung jawab atas pelayanan publik yang dilambangkan dengan good governance. Penyelenggaraan pelayanan publik merupakan upaya negara untuk memenuhi kebutuhan dasar dan hak-hak sipil setiap warga negara atas pelayanan administratif yang diberikan oleh penyelenggara pelayanan publik. Pelayanan publik merupakan komponen penting dari semua lembaga publik, termasuk lembaga pemerintah. Oleh karena itu, birokrasi pemerintahan harus selalu mengutamakan kepentingan publik dalam memberikan pelayanan publik. Tujuan dari penelitian ini adalah untuk mengetahui Penerapan Prinsip Good Governance dalam Peningkatan Kualitas Pelayanan Publik. Penelitian ini menggunakan pendekatan kualitatif dan metodologi deskriptif. Di Kabupaten Daragdan, prinsip-prinsip tata pemerintahan yang baik, meliputi partisipasi masyarakat, penegakan hukum, transparansi, ketanggapan petugas, efektivitas dan efisiensi pelayanan, dan akuntabilitas, telah dilaksanakan secara efektif, menurut temuan penelitian. Kekurangan personel dan infrastruktur masih ada di sektor layanan publik.Kata Kunci : Prinsip, Good Governance, Kualitas, Pelayanan Publik
