Abstract

Abstrak Transportasi merupakan salah satu sektor yang mengalami kemerosotan seiring dengan laju pertumbuhan ekonomi masyarakat. Kemampuan masyarakat membeli kendaraan pribadi menjadi penyebab ketergantungan pada moda transportasi pribadi di Banda Aceh. Keterbatasan prasarana jalan dan tingginya permintaan perjalanan menyebabkan kemacetan dan naiknya angka kecelakaan. Strategi handal yang telah berhasil meminimalkan dampak negatif kemacetan adalah perpindahan dari moda transportasi pribadi ke moda umum. Langkah ini telah ditempuh di Jakarta dan dipromosikan/diterapkan di kota-kota lain di Indonesia, termasuk Banda Aceh yaitu Trans Koetaradja (TK). Untuk memastikan kebijakan ini tepat sasaran bagi pengguna/masyarakat maka kajian dari bawah (harapan masyarakat) perlu dilakukan guna menangkap dan merumuskan informasi-informasi penting dari para pengguna Trans Koetaradja. Oleh karena itu penelitian ini bertujuan untuk mengkaji persepsi masyarakat terhadap kebijakan TKdengan studi kasus pada koridor 1 (Pusat Kota – Darussalam). Metode pengambilan data yang digunakan adalah Stated Preference (SP) dengan jumlah 150 responden secara acak bertingkat (stratified random sampling). Kuesioner SP berisikan informasi tentang sosial-ekonomi, perilaku perjalanan, dan persepsi responden. Pemodelan yang digunakan adalah Multiple Indicators Multiple Causes (MIMIC) yang parameter regresinya dikalibrasi menggunakan software Lisrel 9.2.Hasil model empiris menunjukkan bahwa terdapat hubungan kausal yang signifikan antara variabel sosial-ekonomi, perilaku perjalanan terhadap laten determinan akseptasi publik kebijakan TK. Hasil menyimpulkan bahwa variabel laten sangat signifikan menentukan penerimaan kebijakan TK. Kata kunci: Trans Koetaradja, Persepsi, Indikator, Laten Variabel, MIMIC, Akseptasi  Abstract Transportation is one of the deteriorating sectors along with the economic growth in the society. The ability of people to purchase private vehicles is a major caused of private mode-dependency in Banda Aceh. The limitations of road infrastructure and the increasing demand to travel caused traffic congestion and increasing in the number of accidents. A well recognized policy that has succeeded in mitigating the negative impact of traffic congestion is shifting their means of transport from the private mode to the public transportation. This step has been taken in Jakarta and promoted and implemented in other cities in Indonesia, including Banda Aceh, namely Trans Koetaradja (TK). To ensure that this policy is effective for the public, a bottom up study is needed in order to capture and formulate important information from TK users. Therefore, this study aims to examine public perceptions in terms of public acceptance toward TK policy, and taken corridor 1 (City Center - Darussalam) as a case study. The data collection method used is the Stated Preference (SP) with a number of 150 respondents collected by using stratified random sampling. The SPquestionnaire contains information about socio-economics, travel behavior, and perceptions of respondents. The modeling used is the Multiple Indicators Multiple Causes (MIMIC) whose regression parameters are calibrated using Lisrel 9.2 software. The results of the empirical model show that there is a significant causal relationship among socio-economic variables, travel behavior and the latent determinants of public acceptability towards TK policy. Abstract

Abstract Road deterioration which occurs faster than the road design life often occurs lately. The objective of this study is to assess the vehicle damage factor caused by excessive load and the effect of excessive load on the pavement design life. This research was conducted with Weigh in Motion and traffic volume surveys. The study was conducted on the station of KM 226 + 075, in the Bireuen - Bts Kota Lhokseumawe road section. Data analysis was performed using the Pedoman Perencanaan Tebal Lapis Tambah Perkerasan Lentur dengan Metode Lendutan. The results showed that the value of Vehicle Damage Factor for excess load condition is 696 % greater the one of normal load conditions. Based on the Cumulative Equivalent Standard Axle analysis, it is known that the road service life is reduced by 4.3 years compared to the design life, which is 10 years. Keywords: excessive load, Weigh in Motion, Vehicle Damage Factor, design life  Abstrak Kerusakan jalan yang terjadi lebih cepat daripada umur desain sering terjadi akhir-akhir ini. Tujuan penelitian adalah mengkaji faktor daya rusak kendaraan yang diakibatkan oleh beban berlebih dan pengaruh beban berlebih terhadap umur desain perkerasan jalan. Penelitian ini dilakukan dengan survey Weigh in Motion dan survei volume lalulintas. Lokasi penelitian adalah pada titik KM 226 + 075 di Ruas Jalan Bireuen - Bts Kota Lhokseumawe. Analisis data dilakukan dengan menggunakan Pedoman Perencanaan Tebal Lapis Tambah Perkerasan Lentur dengan Metode Lendutan. Hasil penelitian menunjukkan bahwa nilai Vehicle Damage Factor untuk kondisi beban berlebih lebih besar 696 % dibandingkan dengan nilai Vehicle Damage Factor untuk kondisi beban normal. Berdasarkan analisis Cummulative Equivalent Standard Axle diketahui bahwa terjadi penurunan umur layan sebesar 4,3 tahun dibandingkan umur desain, yaitu 10 tahun. Kata-kata kunci: beban berlebih, Weigh in Motion, Vehicle Damage Factor, umur desain

Abstract

Abstract Durability of asphalt concrete wearing course mixtures affects road pavement construction performance, because it functions as a road surface cover. The high value of stability and durability indicates that the surface layer of the road is strong and resistant to the influence of weather and water. This study was conducted to determine the durability of asphalt concrete mixtures using mountain coral for wearing course asphalt concrete mixtures, using Retona Blend 55 asphalt and Asphalt Pen 60/70 as binders. The results indicate that the physical properties of aggregates are not significantly different when compared with the Bina Marga specification standards. The mixture combination that gives the best value for Marshall Stability, which is 1,373.93 kg, is a combination of 50% Asphalt Pen 60/70 and 50% Retona Blend 55. While the best durability value, which is 90.60%, is obtained by the mixture with Asphalt Pen 60/70 without Retona. Keywords: asphalt concrete, mountain coral, aspal, stability, durability  Abstrak Durabilitas campuran beton aspal lapis aus mempengaruhi kinerja kontruksi perkerasan jalan, karena berfungsi sebagai lapisan penutup permukaan jalan. Nilai stabilitas dan durabilitas yang tinggi memberikan indikasi bahwa lapis permukaan jalan tersebut kuat dan tahan terhadap pengaruh cuaca dan air. Penelitian ini dilakukan untuk mengetahui ketahanan campuran beton aspal yang menggunakan batu karang gunung untuk campuran beton aspal lapis aus, dengan menggunakan bahan pengikat aspal Retona Blend 55 dan Aspal Pen 60/70. Hasil penelitian ini menunjukkan bahwa sifat-sifat fisis agregat tidak berbeda secara signifikan dengan bila dibandingkan dengan standar spesifikasi Bina Marga. Kombinasi campuran yang memberi nilai terbaik untuk Stabilitas Marshall, yaitu 1.373,93 kg, adalah kombinasi 50% Aspal Pen 60/70 dan 50% Retona Blend 55. Sementara nilai durabilitas terbaik, yaitu 90,60%, diperoleh untuk campuran dengan Aspal Pen 60/70 tanpa Retona. Kata-kata kunci: beton aspal, batu karang gunung, aspal, stabilitas, durabilitas

Abstract

The supply of stone dust as filler and asphalt as binder is limited, therefore it is necessary to use an alternative to filler and asphalt import. The problem is expected to be overcome by the presence of rice husk ash as a filler and natural asphalt of Buton Island (Asbuton) as a binder. This study aims to evaluate the performance of Asphalt Concrete-Wearing Course (AC-WC) mixture by using rice husk ash as a filler and asphalt penetration 60/70 as binder with the addition of Asbuton. The specimens were made into two major groups: (i) the specimens using stone dust and asphalt pen 60/70 (ABA), and (ii) the specimens using rice husk ash and asphalt pen 60/70 with the addition of asbuton (ASA). The last group was performed with four variations: 0% (ASA 0), 5% (ASA 5), 10% (ASA 10), and 15% (ASA 15) over the total weight of the mixture. Total specimens were 75, each has 15 specimens. Asphalt contents used were 4.5% to 6.5%. Specifications used the standards of the Departemen Permukiman dan Prasarana Wilayah (2005) by using Marshall method Optimum asphalt contents (OAC) for each mixture were 5.6% (ABA), 6.0% (ASA 0), 6.3% (ASA 5), 5.9% (ASA 10), and 5.8% (ASA 15). In sum, the asphalt concrete mixture using rice husk ash as filler was able to compete with the one using stone dust as filler, and therefore can be used as alternative materials to road pavement construction.

Abstract

This research analyzes the frequency of motorcycle traffic accidents occurring on national roads in Banda Aceh City. Its primary aim is to determine the variables that contribute to motorcycle accidents and to establish the most appropriate predictive model for explaining how these variables relate to accident occurrences. Accident data from 2018–2020 were collected from 14 road segments and classified into 27 observation points, complemented by traffic flow and geometric road characteristics. The analysis included multicollinearity testing (VIF < 10), Poisson regression modeling, overdispersion testing, negative binomial modeling, and model selection using the Akaike Information Criterion (AIC). The Poisson model exhibited overdispersion (Deviance/df = 5.86), leading to the use of the negative binomial model, which reduced the ratio to 1.16 and yielded a lower AIC value (191.49) compared to the Poisson model (253.73). Results indicated three significant variables at α = 0.05: traffic volume, lane width, and the presence of U-turns. A 1% increase in traffic volume raised accident expectations by 1.0694 times, while a 1-meter lane width increase reduced accident expectations to 0.413 times; conversely, U-turn presence increased accidents by 2.217 times. These findings highlight the importance of improving road capacity through lane widening, regulating U-turn locations, and managing driving behavior on high-volume roads to reduce accident risk.
