Abstract

Understanding the governability of traditional use zone (TUZ) on Marine National Parks is still debated due to various reasons since successful implemented of the governing system could be observed in some areas only. There is a need to assess the contributions and limitations of governance performance sustainability. Using the Cenderawasih Bay National Park as a case, we studied the governance system (GS), system to be governed (SG), and interactive governance (IG) in managing TUZ. Multi-dimension scaling analysis showed that the existing management showed low sustainability (36%) caused by limitation of stakeholders capacity and violations of rules (GS), impact of live fish fishing, coastal ecosystem degradation and low income (SG), adaptive management and feedback from monitoring and evaluation that were not be able to create effective governance (IT). Improvement could be achieved by increasing the integration of these three systems, in which social-ecology system benefit could work under effective governance. This paper also supported the previous finding that household income alternative was the priority for improving management and conservation. It is justified that both direct and indirect benefits to the society or stakeholders could be provided by well-performed governance.

Abstract

Ikan karang merupakan salah satu bio indikator terhadap keberadaan terumbu karang. Penelitian ini bertujuan untuk mengetahui komposisi jenis ikan karang, sebaran dan hubungan panjang berat ikan konsumsi di perairan tersebut. Penelitian ini dilakukan pada tanggal 27 oktober – 1 november 2017 di perairan Numfor Timur dan Numfor Barat. Metode yang digunakan untuk pengambilan data adalah dengan pendekatan Line Transect (LIT) dengan kedalaman 3 dan 5 meter di ekosistem terumbu karang menggunakan alat bantu SCUBA dan pengunkuran hasil tangkapan beberapa nelayan. Dari hasil pengamatan LIT diperoleh 138 spesies dari 16 familly yang semuanya teridentifikasi sebagai spesies ikan karang. Selanjutnya dari pengukuran hasil tangkapan nelayan diperoleh dua jenis familly ikan yang dominan yaitu Pomacentridae, Labridae dan Caetodontidae. Selanjutnya untuk komposisi ikan yang terdata oleh nelayan adalah jenis Lutjanus lineatus, Chaerodon anchorago dan Chaerodon vunutus. Deskriptif dari tiap ikan ini untuk panjang adalah 17.60±2.72 dan berat 112.64±54.97, jenis ikan Chaerodon anchorago dengan panjang 19.86±1.68 dan berat 136±21.5,7, jenis Chaeredon dengan panjang 16.16±1.50 dan berat 97.85±24.69. Selanjutnya nilai hubungan panjang berat dari ketiga jenis ikan ini masing masing menunjukkan jenis Ikan Lutjanus lineatus (R. 0.857), Ikan Chaerodon anchorago (R. 0.99) dan jenis ikan Chaerodon vunutus (R. 0.61). Dengan keanekaragaman jenis ikan yang tinggi di pesisir Numfor Timur dan Numfor Barat, diharapkan dapat mendukung potensi Perikanan dari Numfor sebagai komoditi unggulan.

Abstract

The downstream policy for several industries in Indonesia is articulated in the 2020-2024 RPJMN, which outlines plans for each area to develop leading commodities. This study aims to determine the predominant industries downstream of the primary sector in Papua Island. This study utilizes the 2016 Indonesian Inter-Regional Input Output (IRIO) Table issued by the Central Statistics Agency (BPS) as its data and models. The primary industries can be determined by computing the backward linkage index and the forward linkage index. The study's findings indicate that the predominant sector in Papua Island is the fisheries industry. The analysis reveals that the fisheries sector possesses both backward and forward linkage indices exceeding one. This signifies that the fishing sector significantly influences the advancement of other businesses that utilize its products as inputs. The fisheries business extensively employs outputs from various other industries as inputs for its operations.
