Abstract

Financial problems, the allocation of financial funds, expenditures or state expenditures, are often a conversation that we all can’t avoid in Indonesia. Fiscal Policy is a policy that regulates the income and expenditure of state finances. Umar bin Khattab is famous for his expertise in managing the economy during his resign. He formulated state income APBN polices such as kharja and ushr through his ijtihad. He succeeded in creasing his income and trying to avoid a budget deficit by maximizing income. For state spending, Umar made expenditures to meet the needs of the people, in accordance with Islamic religious law. Expenditures used as a tool for retribution of wealth. How is the relevance of Caliph Umar’s policy to the existing fiscal policy in Indonesia. In terms meanwhile,in terms os state spending, there are some that are suitable to be applied in Indonesia, such as the benefits provided during the Umar administration, namely pension benefits.

Abstract

Islamic public finance is a theme that has been discussed by several previous scholars, such as Ad Dawudi in his book AL Amwal. In this paper, the author examines his writings on the source of state finance through state revenue, namely zakat. Zakat according to Ad Dawudi has a role to eliminate social disparities between the rich and the poor, creating a high sense of solidarity. This study uses a literary study of the book Al Amwal by Abu Ad Dawudi as the first source. His thinking said that zakat was able to provide economic support, even his thoughts were used in the Fatimid government. At that time, his country was experiencing the chaos of corruption and social inequality. Then the incident is relevant to the state of declining economic growth in Indonesia, one of which is marked by increasing poverty. Ad Dawudi's thought regarding zakat is expected to be able and relevant to be used to make policies in Indonesia, especially Indonesia has the largest Muslim community.Keyword: Ad Dawudi, Islamic Public Finance, Zakat, Poverty, Islamic Economics

Abstract

Purpose: This paper aims to determine the ICT Development Index and other supporting variables affecting Indonesia's economic growth.Methods: This study uses secondary data from 1996-2019. Using economic growth variables as endogenous variables, and labor force, gross fixed capital formation (GFCF), cellular phones per 100 people, fixed telephones per 100 people, and internet users as exogenous variables. The data analysis technique used OLS multiple linear regression with eviews 9 application.Finding: The neoclassical theory developed by Solow (1957) a name "Growth Accounting" that economic growth formed from the factors of production and technology. This finding only the variable Mobile cellular per 100 people does not affect economic growth in Indonesia, and other variables are significant.Novelty: This study uses an innovation variable, namely the ICT Development Index, to complement the variables of production factors (labor and GFCF). This study focuses on Indonesia because it is about Indonesia's potential use of technology and information, among indications of the use of telephone and internet users in Indonesia.Implications: Further research can apply other ICT Development variables such as ICT exports or use the other countries.Keyword: GDP, Gross Fix Capital Formation, Internet User, Labor Force.
