Abstract

Studi ini merupakan sebuah studi awal yang dilakukan ketika menyertai kunjungan kerja Tim Kerja Perbatasan Negara Komite I DPD RI ke Papua (khususnya Kabupaten Keerom dan Kabupaten Merauke) dari 4-8 Juli 2011. Studi ini bertujuan untuk memperoleh gambaran perihal kondisi umum dan penanganan masalah yang melingkupi masyarakat di perbatasan darat negara Provinsi Papua dengan mengangkat kasus yang dialami oleh masyarakat perbatasan darat di Kabupaten Keerom dan Kabupaten Merauke, Provinsi Papua yang umumnya hidup dari pertanian. Studi ini menyimpulkan, kemiskinan ekonomi dan keterbelakangan pendidikan masih menjadi fenomena umum di daerah-daerah perbatasan di Papua. Studi ini juga menyimpulkan bahwa pengembangan beras dalam program Merauke Integrated Food and Energy (MIFE) bakal meminggirkan sagu yang tersedia di areal hutan alam seluas 3-4 juta ha, mengabaikan diferensiasi pangan, dan berdampak buruk pada lingkungan. Pemanfaatan sagu di Papua untuk diferensiasi pangan lebih tepat dan relevan untuk ketahanan pangan karena di daerah ini hutan sagu masih terhampar luas. Selain sagu, salah satu komoditas yang cocok dari perspektif social dan ekonomi pertanian di Papua adalah karet. Studi ini menemukan bahwa pendirian taman nasional di Kabupaten Merauke dan usulan dari bawah (dari pemerintah daerah, DPRD, dan tokoh masyarakat Merauke) mengenai perubahan lokasi prioritas III menjadi prioritas I menunjukkan BNPP abai terhadap kepentingan dan kebutuhan masyarakat serta melupakan esensi pembangunan yang bukan hanya untuk rakyat, tetapi juga dari dan oleh rakyat. Kedua yang terakhir (dari dan oleh rakyat) mengisyaratkan pentingnya pendekatan dari bawah yang menghargai kearifan lokal dan partisipasi dari masyarakat.

Abstract

This study was a fisrst study when accompanying a working visitation of Special Committee of State Border of DPD RI (Senate of Republic of Indonesia) to East Borneo, West Borneo, and East Malaysia on March 29- April 2, 2011. This study concluded that poverty, stupidity, and underdevelopment were still a general phenomenon in borderland of West Borneo Province. There were two prominent perspective of Central Government on borderland area, namely ‘perception on economic benefit’ and ‘perception on sovereignty threat,’ causing policy and program doing to serve political and economic interest of Central Government and resulting marginalization the living of borderer through transmigration. Central Government construe the first perception as a economic benefit to Government and to transmigrant, not to local people, while the second perception construeing that the border area must be secured from the threats of the foreign country. This study also concluded that the borderland management needs three in one approach, that is combination of prosperity approach, security approach, and environment approach. The combination of three in one approach must stand on social and cultural reality because the borderland area was not homogenous and empty.

Abstract

This study was a fisrst study when accompanying a working visitation of Special Committee of State Border of DPD RI (Senate of Republic of Indonesia) to East Borneo, West Borneo, and East Malaysia on March 29- April 2, 2011. This study concluded that poverty, stupidity, and underdevelopment were still a general phenomenon in borderland of East Borneo Province. This condition caused some citizens of Indonesia changing their citizenship and having double identity. There were impetus factors causing them changing their citizenship and having double identity, namely lack of administrative ability and lack of ability of Government to raise standard of living of borderer in economy, health, education, manpower, et cetera. This study also concluded that the borderland management needs three in one approach, that is combination of prosperity approach, security approach, and environment approach. The combination of three in one approach must stand on social and cultural reality because the borderland area was not homogenous and empty.

Abstract

The goals of this research were to acquire overview of economic growth trend on several sectors and to identify the potency of the economic growth describing the conditions will be developed. Agriculture and industry was two main sector in forming Toba Samosir Regency’s Gross Regional Domestic Product (GRDP) at Current Market Prices 2009-2013 in 2013 and contributing over two third GDRP of Toba Samosir Regency. Although agricultural GRDP was increasing every year, but the contribution of this sector tend to decrease proportionally. There were three sector had location quotient’s score (LQ score over 1, namely agriculture, industry, and electricity, gas, and water sectors. This figure showed the economic growth acceleration was greater than the same sector in North Sumatera Province. LQ score’s agriculture at constant market prices in 2013 was almost twice than industry. It meant the potency of agriculture was almost twofold than industry.

Abstract

Abstract The goals of this research were to acquire overview of Regional Domestic Product (GRDP) per capita and to design inclusive and righteous economic growth (growth with equity). Toba Samosir Regency’s Gross Regional Domestic Product (GRDP) per capita at Current Market Prices 2000 in 2013 was increasing every year, meanwhile GRDP per capita in 2009-2013 at Constant Market Prices 2000 showed the economic growth increased significantly in Toba Samosir Regency and North Sumatera Province. In order to actualize inclusive and righteous economic growth in Toba Samosir Regency, the government of this regency will have to introduce mina-rice (fish-paddy) programme. Introducing thia programme with labor intensive will be potential to increase income and to provide job opportunities labor occasion as well as ti decrease overloaded fish nurture. The government of Toba Samosir Regency should invite investors to build some feed industries of corn-soybean meal.

Abstract

Kecamatan Simpang Empat merupakan penghasil wortel di Kabupaten Karo. Membandingkan luas lahan dan produktivitas wortel daerah ini dengan Kecamatan Berastagi, luas lahan wortel di daerah ini 674 ha, sedangkan di Berastagi 186 ha, sementara dari segi produktivitas Berastagi jauh lebih baik (22,46 ton/ha versus 28,44 ton/ha). Penelitian ini berlokasi di Desa Surbakti, Kecamatan Simpang Empat.  Berdasarkan prasurvei, faktor-faktor produksi yang digunakan di desa ini adalah bibit, pupuk kandang, pupuk Ammophos, pupuk NPK, pupuk KCL, pestisida Antracol, pestisida Gramoxone, dan tenaga kerja.  Penelitian ini bertujuan menganalisis pengaruh kedelapan faktor terhadap produksi, tingkat efisiensi, dan pendapatan usahatani wortel di daerah penelitian. Temuan penelitian ini menunjukkan, secara serempak (uji F) penggunaan faktor produksi bibit, pupuk kandang, pupuk Ammophos, pupuk NPK, pupuk KCL, pestisida Antracol, pestisida Gramoxone, dan tenaga kerja berpengaruh nyata terhadap produksi usahatani wortel di daerah penelitian. Secara parsial (uji-t) bibit, pupuk kandang, pupuk Ammophos, pupuk NPK, pupuk KCL, pestisida Antracol, pestisida Gramoxone, dan tenaga kerja berpengaruh nyata terhadap produksi wortel, sedangkan pupuk KCL tidak berpengaruh nyata terhadap produksi  wortel.  Penelitian juga menemukan, penggunaan bibit, pupuk kandang, pupuk Ammophos, pupuk NPK, pupuk KCL, pestisida Antracol, pestisida Gramoxone, dan tenaga kerja belum efisien.  Pendapatan bersih petani wortel  mencapai Rp 27.763.882,28/hektar/musim tanam.
