Abstract

            This study was aimed to analyze the implementation of the policy on utilization of village fund at Susukan village, Bogor regency, and factors affecting the implementation. The study used qualitative method resulting in descriptive data collected from analysis of documents, observation, and in-depth interview with several sources of information. The results showed several important facts such as low participation from villagers who were less proactive in utilizing the fund and the limitation of human resources as the program executors were the main inhibitors to the implementation of the village fund utilization at Susukan village. State authority was used as the model in utilization of the village fund at Susukan village and several factors were found to be the most affecting factors for the implementation of the policy, which were basic requirements and objective of the policy, resources, characteristics of the policy executors, and social characteristics of the local people.

Abstract

Indonesia Netherlands has a historical background regarding the implementation of Legal Metrology in Indonesia, starting with the Tera Ordinance in 1923. The implementation of legal metrology at that time was centralistic.  The Enactment of Law number 23 of 2014 regarding Regional Government replaced the old regional government law transfer the authority of legal metrology from the Province to the Municipality/City. The role of legal metrology in national economic development through harmonization of standards and technical requirements of legal metrology one standard one test accepted everywhere in bilateral, regional and international trades levels. The research aim to find out how the comparison of legal metrology matters held in Indonesia and Netherland. Legal Metrology affairs in the Netherlands is held by the central government (centralized) with private partnership that has been verified by Welmec the European Legal Metrology in the process of services, re-services, supervision, while in Indonesia the matter of legal metrology is decentralized into the authorithy of the Regency/City which currently has many obstacles in terms of human resources, infrastructure, financing and awareness of the Regional Head and DPRD.

Abstract

This research analyze the practice of irrigation, education, and free trade governance linked with functional decentralization concept in Indonesia’s decentralization policy frame. This research use constructivist approach and qualitative-descriptive method. Research result find several factors that cause functional decentralization in Indonesia’s decentralization policy for irrigation, education, and free trade is not adopted. Political institution is not adopted, independence of the farmers, integration of river and irrigation web, and state constitution, are the factors from irrigation side. Several factors in education are the existence of educational boards, the independence of school, devolution in education governance, and state constitution. For free trade, the institution of Batam governance, members structure in Batam’s boards, the uncertainty of BP. Batam in Indonesia’s administration structure, and state constitution, which make functional decentralization is not adopted. Generally, state constitution is major factor of functional decentralization is not adopted. The Construction of Decentralization in the Future of Indonesia’s Decentralization Policy especially in irrigation, education, and free trade can be done gradually begin from inter-local government cooperation, state-local collaboration in boards until establishing the functional decentralization’s organization.

Abstract

Child-friendly and child-based schools are an effort to fulfill children's rights and provide quality education for children. This study aims to explain the implementation of Child Friendly School Policies established by the Ministry of Women's Empowerment and Child Protection and analyze the supporting and inhibiting factors for the implementation of Child Friendly School Policies in SMP Negeri 6 Depok. This study used a qualitative method that shows the implementation of the Child Friendly School Policy in SMPN 6 Depok been going well, assessed in the context of the process, results (output), impact (outcomes) and causality (causal connection).The factors that support the implementation of the Child Friendly School Policy at SMP Negeri 6 Depok are good and smooth communication, attitudes and commitment of all school people, coordination between the Depok Government and the School and the positive support of all school members, parents, surrounding communities. However, there are still obstacles, namely the limited school budget and the number of teachers, and the density of teacher activities that have caused the implementation of policies to be not optimal.

For facilitating the implementation of child-friendly school policies, collaboration between central government and local government, schools and communities is needed. Sekolah yang ramah anak dan berbasis hak anak merupakan upaya memenuhi hak-hak anak dan memberi pendidikan yang berkualitas bagi anak. Penelitian ini bertujuan untuk menjelaskan implementasi Kebijakan Sekolah Ramah Anak yang ditetapkan oleh Kementerian Pemberdayaan Perempuan dan Perlindungan Anak dan menganalisis faktor pendukung dan penghambat implementasi Kebijakan Sekolah Ramah Anak di Kota Depok. Penelitian ini menggunakan metode kualitatif yang menunjukan implementasi Kebijakan Sekolah Ramah Anak di SMP Negeri 6 Depok sudah berjalan baik, dinilai dalam konteks proses, hasil (output), dampak (outcome) dan hubungan sebab akibat (causal connection). Faktor-faktor yang mendukung implementasi Kebijakan Sekolah Ramah Anak di Kota Depok adalah komunikasi yang baik dan lancar, sikap dan komitmen seluruh warga sekolah, koordinasi antar Pemda Depok dengan Sekolah serta adanya dukungan positif seluruh warga sekolah, orang tua, masyarakat sekitar. Namun masih terdapat faktor penghambat yaitu terbatasnya anggaran sekolah dan jumlah guru serta padatnya aktivitas guru menyebabkan pelaksanaan kebijakan belum optimal. Untuk memperlancar implementasi kebijakan sekolah ramah anak dibutuhkan kerjasama antara seluruh pihak baik pemerintah pusat dan daerah, sekolah dan masyarakat

Abstract

This research focused on the sustainable governance for meeting the drinking water needs of Beteng, Pomah and Randulanang villages after the end of the PAMSIMAS Program in 2021. After the end of the program, the village government faced several challenges in maintaining basic drinking water services, such as budget limitation, unmaintained quality of drinking water, and the decrease of role and participation of the community and other parties, which caused the gap of the sustainable conditions for meeting clean to safe drinking water needs in these three areas. Through the post positivist approach, assessment of the governance model for meeting drinking water needs in the three villages was conducted to figure out their post-program governance. Through interviews, document studies, and literature, researchers obtained data information as the basis in assessing the governance model in the three villages. The results show that, based on the governance actors and governance styles, the three villages have different governance models even though they participated in the same program (PAMSIMAS). The three villages show different technical dynamics, hence the differences in their governance in realizing the fulfillment of drinking water needs after the end of the PAMSIMAS program.
