Abstract

Destinasi wisata Nepal van Java dikembangkan oleh masyarakat Dusun Butuh dengan mengusung konsep keindahan pemandangan pemukiman bersusun dan warna-warni yang mirip dengan suasana di Negara Nepal. Tingginya antusiasme wisatawan untuk mengunjungi destinasi ini, telah mendorong masyarakat untuk lebih serius menggarap potensi wisata dengan membentuk kepengurusan, mengajukan legalitas perijinan, serta mempersiapkan spot dan sarana prasarana pariwisata. Oleh karenanya perlu dikaji lebih lanjut mengenai pelaksanaan Community Based Tourism (CBT) pada destinasi wisata Nepal van Java. Penelitian dilakukan dengan metode deskriptif kualitatif, berlokasi di Dusun Butuh, Desa Temanggung, Kecamatan Kaliangkrik, Kabupaten Magelang. Data diperoleh melalui wawancara, observasi, dan studi dokumen. Informan dipilih secara purposif yang terlibat dalam pengembangan destinasi wisata. Hasil kajian menunjukkan bahwa pengembangan dan pengelolaan destinasi wisata Nepal van Java sesuai dengan prinsip dan dimensi CBT. Terdapat persoalan pada aspek partisipasi masyarakat dimana kepala dusun mendominasi penyusunan konsep pada pada awal pengembangan untuk menghindari gejolak penolakan dan pro kontra dari masyarakat.

Abstract

This paper aims to describe the contribution of Community Information Group in the development of the information society. The development of an information technology based service city, needs to be supported by community readiness. They are entities who have high information needs, able to apply information technology in various fields, and able to exchange digital data quickly over long distances. Currently, the Magelang City Government is committed to implementing a Smart City, supported by Magelang Cerdas Application, that makes it easier for the public to access local information and public services. However, community response is still low, so community information groups need support in encouraging the success of local government programs. The problem is studied descriptively qualitatively, by taking the location in Magelang City. Informants are officials of the Communication Informatics dan Statictics Agency and also management of Community Information Group who were chosen purposively. Research findings state that Community Information Group contributes in disseminating government programs to the community. However, the efforts made were less than optimal due to coordination factors, lack of human resources commpetence, priority issue, and budget issue.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi keberhasilan pemberdayaan masyarakat dengan menganalisis collaboratiev governance dalam program desa berdaya di Desa Bligo, Kecamatan Ngluwar, Kabupaten Magelang, Jawa Tengah. Desa Bligo menjadi salah satu desa protipe pelaksanaan program desa berdaya dengan beberapa aktifitas berupa sekolah ibu-ibu produktif, bank sampah, kebun gizi, dan pengembangan wisata air yang terus berjalan hingga saat ini. Keberhasilan Desa Bligo dalam melaksanakan pemberdayaan tidak terlepas dari dukungan berbagai aktor diantaranya pemerintah desa, NGO rumah zakat, kelompok masyarakat, serta berbagai pihak swasta yang turut serta mensukseskan program desa berdaya. Metode penelitian ini yaitu kualitatif dengan pendekatan studi kasus. Informan dipilih secara purposive dengan melibatkan berbagai stakeholders yang memahami permasalahan yang diteliti. pengumpulan data dilakukan melalui FGD, wawancara mendalam, observasi, dan dokumentasi. Analisa data dilakukan secara interaktif yakni pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan dengan menggunakan 10 dimensi collaborative governance. Hasil penelitian menunjukkan bahwa implementasi program desa berdaya melalui berbagai diskusi dengan berbagai pihak yang saling percaya satu sama lain. Kepercayaan diantara pihak tersebut dituangkan ke dalam komitmen berupa kontrak kerjasama dan surat rekomendasi yang disepakati secara bersama. Adapun struktur jaringan di Desa Bligo terkategori sebagai self governance, yakni setiap pihak berpartisipasi dalam menjalankan tupoksinya masing-masing. Setiap pihak memiliki kewenangan masing-masing untuk menjalankan tugasnya dan mengakses (hak) berbagai kebutuhan dalam rangka mensukseskan program desa berdaya.

Abstract

Partnership is a concept of cooperation used by the Gunungkidul Regency Tourism Office, BUMDes Maju Mandiri, and tour guide business (pokdarwis) in managing the Pindul cave. Through this partnership, the management of Pindul cave is expected to be better, but in reality there are still disobedience and lack of openness in partnership. This study aims to provide an overview of partnership between actors in the management of Pindul cave in Gunungkidul Regency. The research method used in this study is qualitative using a descriptive approach. The results showed that the optimization of partnership between actors in the management of Pindul cave runs only on the principle of mutual benefits, namely absorption of labor, reducing unemployment, and increasing the income of each actors. Meanwhile, the principle of equality and opennes of partnership has not run optimally as indicated by coordination noncompliance, and lack of openness in partnership.

Abstract

This study evaluates the effectiveness of the Advanced Healthy and Happy Community Empowerment Program (Rodanya Masbagia) in Magelang City, which aims to improve community welfare through active participation in the planning of local activities supported by the annual budget. In its implementation, this program faces obstacles such as limited understanding from several RT Heads and Community Groups (Pokmas) regarding program procedures and rules. This study uses six dimensions of policy evaluation, namely effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy. The research method is in the form of a quantitative survey with a sample of beneficiaries and members of the implementing organization. Data were collected through questionnaires and analyzed with a Likert scale to assess the effectiveness of the program. The purposive sampling technique is used for informants from program implementers, while cluster sampling is applied to communities in various sub-districts. The results showed that most of the evaluation dimensions, such as effectiveness, adequacy, and equity, were in the high category. However, there are still several aspects that need to be improved, such as public understanding in preparing Community Activity Plans (RKM), obstacles in accountability reports, and coordination between parties. The efficiency of the operational budget is also considered not fully adequate. In conclusion, the Masbagia Wheel Program has been quite effective and beneficial to the community, but challenges in technical implementation still need to be overcome. Recommendations include more intensive socialization, capacity building in the preparation of RKM and financial statements, and better coordination between related parties. This research is expected to be a reference for local governments to improve the quality of programs in the future.

Abstract

Desa Berdaya (Empowered Village) is an acceleration initiative in rural areas utilizing an integrated approach encompassing capacity building, economy, health, education, environment, and disaster preparedness. Its primary aim is to foster and develop local institutions to address community issues. This study seeks to portray the success of community empowerment through the Desa Berdaya program in Bligo Village, initiated by the private organization Rumah Zakat, by analyzing the 5P empowerment strategies: enabling, strengthening, protecting, supporting, and maintaining. A qualitative method with a case study approach was employed. Data collection was conducted using in-depth interviews, focus group discussions, observations, and documentation. Informants were selected purposively, including Bligo Village Government officials, Rumah Zakat facilitators, women’s farming groups, the Bligo Beriman waste bank, entrepreneurs, and local community members, totaling ten informants. The findings reveal that the implementation of the Desa Berdaya program in Bligo Village does not follow specific criteria but is based on program facilitators’ recommendations, often prioritizing their home villages. Based on the 5P empowerment strategy, the enabling stage involved dialogues with the village head, community leaders, and other key members deemed capable of implementing the Desa Berdaya program. During the strengthening stage, formal groups were formed, and collaborations with various internal and external parties were initiated. The protection stage was realized by issuing official decrees for the established groups, along with financial support from Rumah Zakat, Bligo Village Government, and the Magelang Regency Agricultural Office. The supporting stage was conducted through facilitation and guidance provided by program facilitators to the community. Finally, the maintenance stage was carried out by fostering a conducive atmosphere within the empowerment groups. The Desa Berdaya program positively impacts Bligo Village, particularly in social, health, environmental, and economic aspects. The reactivation of community groups and the establishment of a waste bank, which remains well-managed, are among the significant outcomes. The people of Bligo Village have become increasingly critical in addressing social and economic issues in their community due to the continuous empowerment process, which persists to this day.
