Abstract

Tilapia is one of the fish species commonly found in the Merauke region and has the potential to be utilized by the community as a valuable natural resource. Inmates at Lapas Kelas IIB Merauke also have the potential to develop processed tilapia products with economic value because of the region’s strategic location and easy access to raw materials. This empowerment program aimed to equip inmates with practical skills to support their reintegration into society through training in tilapia processing, product packaging design, product marketing, and legal strategies for utilizing digital marketing. The program was implemented in three stages: socialization, training, and evaluation. The socialization stage showed a significant improvement in participants’ knowledge, with 83% achieving high scores on the post-test. This result indicates that the participants demonstrated enthusiasm and a good understanding of the materials presented. During the training stage, the inmates successfully produced shredded tilapia products (BON-JAIR) in various flavors, designed attractive packaging, and created promotional content uploaded to the social media platforms of Lapas Kelas IIB Merauke. The training not only improved participants’ skills but also increased their self-confidence and creativity in utilizing local resources. The evaluation stage assessed product quality and participants’ ability to market BON-JAIR products. The sustainability of this program requires continuous support from various stakeholders to expand the marketing of inmate-produced tilapia products.
