Abstract

This article examines government capacity in realizing smart city with a special reference to Bandar Lampung City, Indonesia, especially in the aspects of smart governance and smart people (social and human capital). The method used was qualitative with interviews and survey as data collection techniques. Using the concept of smart city and governance, this article shows that in realizing smart governance, Bandar Lampung government tended to focus on infrastructure development, which did fully involve the development of the quality of human resources and social capital, and was not based on community problems and the state mission of education and health development. The infrastructure development did not fully provide people with a good quality of administration, education and health services, and neglected social and environmental issues. These problems with smart governance caused the low public trust to government, which was an important social capital of the working of smart people.

Abstract

Badan Usaha Milik Desa (BUMDes) merupakan instrumen penting pemerintah desa dalam mendorong kemandirian ekonomi dan kesejahteraan masyarakat. Namun, sebagian besar BUMDes di Kabupaten Lampung Utara belum mencapai kategori maju. Berbeda dengan kondisi tersebut, BUMDes Swadesa Artha Mandiri Desa Wonomarto berhasil menempati peringkat tertinggi di tingkat kabupaten. Penelitian ini bertujuan menganalisis strategi pemerintah desa dalam memajukan BUMDes menggunakan teori Kooten yang mencakup strategi organisasi, program, pendukung sumber daya, dan kelembagaan, serta dianalisis berdasarkan tujuh kriteria BUMDes maju menurut Keputusan Menteri Desa PDTT Nomor 177 Tahun 2024. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui observasi, wawancara mendalam, dan dokumentasi, serta diuji dengan triangulasi sumber. Hasil penelitian menunjukkan bahwa strategi pemerintah desa dilakukan melalui penguatan tata kelola administrasi, pengembangan unit usaha berbasis potensi lokal, peningkatan manfaat bagi masyarakat, penguatan permodalan dan kapasitas sumber daya manusia, serta penguatan kelembagaan dan kemitraan strategis.

Abstract

The Kartu Petani Berjaya (e-KPB) electronic application is an agricultural digitisation programme in Lampung Province that has been in place since 2020, designed to facilitate farmers’ access to their needs. In optimising the benefits of farmers’ resources, the structural and relational mechanisms governing the control of technology, capital, labour, knowledge and authority serve as mediators and determine the effectiveness of the e-KPB application. This qualitative study examines how access to the e-KPB application’s technology can optimise the benefits derived from farmers’ resources. The findings indicate that the e-KPB application, as an access control mechanism, structurally excludes some farmers in Lampung from accessing their essential needs (fertiliser, seeds, capital, guidance, technology, and marketing). Farmers face challenges in the reciprocal relationships between structural mechanisms in the use of the application, relating to acceptance, limitations in internet and electricity access, labour issues linked to educational levels, age, limitations in information and knowledge, and skills, as well as the government’s respect for farmers’ authority over their own resources. Nevertheless, there is a constellation of power among farmers, farmers’ groups and agricultural extension workers in controlling the opportunities for the beneficial use of these applications.
