Abstract

This article aims to provide an analysis of the accessibility of the community to the clean water supply policy in Pringsewu Regency which is managed by the Regional Drinking Water Company. The problem is focused on the limited public access to clean water sourced from the Way Sekampung Regional Drinking Water Company, Pringsewu Regency which is only able to reach Gadingrejo and Pringsewu Districts. To approach this problem, a reference to the concept of accessibility is used (Hakim, 2010). The data were collected through interviews, documentation, and observation and analyzed qualitatively. This study concludes that the community's access to clean water which is managed by the Way Sekampung Water Supply Company in Pringsewu Regency tends not to reach all sub-districts in Pringsewu Regency. PDAM Way Sekampung is only able to access two sub-districts, namely Pringsewu District and Gadingrejo District, out of the total sub-districts in Pringsewu Regency, which amount to 9 (nine) sub-districts. The lack of equal access is due to several factors, including; The volume of water consumed by the community tends to be large, while the Way Sekampung Regional Water Company has limited raw water sources, different access to clean water, the time it takes to get clean water, the quality and price of clean water is not optimal, as well as local government policies in providing clean water that has not been maximized.

Abstract

Regional head elections were held simultaneously on December 9, 2020, followed by 9 provinces, 224 districts and 37 cities in the territory of Indonesia. The budget for holding the simultaneous regional head elections in 2020 is sourced from a Regional Budget (APBD) grant from the Regional Government. However, the budgeting process sourced from the APBD had encountered problems, there were 3 provinces and 58 districts / cities that had not signed the Regional Grant Agreement (NPHD) even though it had passed the deadline for the NPHD preparation and signing stages, namely on October 1, 2019. Budget issues This will continue to be repeated as long as the regional head elections are still sourced from the APBD. This study aims to provide an idea of the budgeting model for regional head elections sourced from the State Budget through the Balancing Fund, namely the General Allocation Fund (DAU) and the Special Allocation Fund (DAK). This study uses a descriptive research method with a qualitative approach. The technique of collecting data through literature study. The results of this study indicate that budgeting sourced from the APBN through the balance fund will be able to accommodate the budget needs for the implementation of regional head elections, simplify complicated administration, and be free of budget political intervention in the regions.  Keywords : Pilkada Budgeting Model, APBN, Balancing Fund, DAU, DAK

Abstract

Partisipasi perempuan dalam menyelenggarakan pembangunan desa yang berkeadilan sangatlah penting. Partisipasi dalam pembangunan tidak hanya terbatas dalam pelaksanaan pembangunan semata melainkan dari mulai membuat perencanaan pembangunan. Kehadiran perempuan dalam forum perumusan perencanaan pembangunan desa haruslah bersifat substantif dan tidak sekedar administratif agar dapat benar-benar memengaruhi pembangunan desa. Sayangnya partisipasi perempuan dalam perencanaan pembangunan desa masih belum optimal. Pengabdian ini bertujuan untuk menguatkan partisipasi perempuan dalam perencanaan pembangunan agar pembangunan desa lebih berpihak kepada perempuan dan berkeadilan gender. Metode pengabdian yang digunakan adalah focus group discussion. Berdasarkan hasil tes awal dan akhir, terlihat bahwa terjadi penguatan pemahaman tentang aspek akses, partisipasi, kontrol, dan manfaat dalam pembangunan yang setara dan berkeadilan gender. Hal ini juga sekaligus menunjukkan bahwa terjadi peningkatan kesadaran dan motivasi perempuan untuk lebih berpartisipasi dalam perencanaan pembangunan desa serta kesadaran laki-laki untuk memberi akses dan kesempatan kepada perempuan. Peluang terjadinya pembangunan yang partisipatif, setara, dan adil menjadi lebh besar. Hal ini juga berarti bahwa pengabdian ini berhasil.

Abstract

Bandar Lampung City recorded 9,674 cases. This makes Bandar Lampung City the highest positive case area in Lampung Province. Of course this is a special note for the government to respond to preventive actions. In Bandar Lampung Mayor Regulation (PERWALI) Number 18 of 2020, guidelines for preventing COVID-19 through health protocols, administrative sanctions, and police coercion are imposed. During the pandemic, government institutions, one of which was the Mayor of Bandar Lampung, became the main focus in Lampung Province because the real conditions in the field were still crowded, so prevention and following government policies were not optimal. This research uses a descriptive qualitative method with data collection using a literature study. The results of this study develop education and establish policies to prevent the spread of COVID-19. The policies that Bandar Lampung has taken are 1) establishing COVID-19 as a pandemic or a national epidemic, 2) campaigning for health protocols by implementing 3M (wash hands, wearing masks, and maintaining distance), 3) policies are carried out in stages starting from PSBB, to PPKM level, 4) social assistance and national economic recovery, 5) adaptation to new normal

Abstract

In 2024, there will be a grand election based on the decision of the Indonesian KPU No. 21 of 2022, there are six newcomer parties that have already pocketed a ratification decree from the Legal Entity and the Ministry of Law and Human Rights and are ready to develop a strategy to participate in the contestation. This article discusses the opportunities and challenges of the emergence of new parties faced in the era of disruption by utilizing information technology in facing the 2024 election competition. The writing method uses a literature review and data that will be obtained through literature studies, such as books, scientific journals, websites, and other things. Things that are relevant to the problem under study. The results and analysis in this paper indicate that the presence of a new party in the upcoming 2024 elections will be political years that are on the verge of vulnerability and division, while a powerful strategy to minimize divisions is to instill an internal party democracy system, so that internal conflicts between members in the party does not happen again. Another challenge is that disruption will hijack the role of political parties if political parties are reluctant to follow the flow of disruption. In the era of disruption, the emergence of political parties provides opportunities for mass mobilization during campaigns using social media which is considered more effective and has a broad and equitable reach. In addition, disruption can be used by political parties for party branding strategies. However, the bad impact of this disruption can lead to social media wars between political parties on various social media pages such as the spread of hoax news.

Abstract

This article aims to analyze the corruption committed by party elites in the reform era. The problem is focused on cases of criminal acts of corruption involving a number of Indonesian politicians from 2016 to 2021 with data on various cases of political corruption carried out collaboratively by politicians, bureaucrats, and law enforcement officers. Political corruption is characterized by a state corporatic, because it is initiated by the political elite. In order to approach this problem, the reference to the theory of kleptocracy and political oligarchy as a result of research from Marwing (2021). qualitative. This study concludes that the factor of corruption comes from human greed and waste. Another factor is that it comes from outside the person, because the current corruption is sometimes a factor for coercing the perpetrators because they are bound in a system. Political parties are the dominant entities that influence the emergence of corruption. Because the findings of political corruption state that corruption is carried out to finance political activities, both personally for party cadres, as well as for party political activities.

Abstract

Peraturan Pemerintah (PP) Nomor 60 Tahun 2008 tentang SPIP, mewajibkan semua kementerian dan lembaga negara untuk mengendalikan seluruh kegiatan dengan menyelenggarakan Sistem Pengendalian Intern (SPI). Penerapan SPIP di lingkungan KPU merupakan konsekuensi logis bagi institusi dalam menjalankan tugas dan fungsinya. Beberapa kekurangan penerapan SPIP pada KPU di Provinsi Lampung, yaitu adanya laporan hasil audit Inspektorat KPU RI atas evaluasi SPIP pada dua KPU Kabupaten di Provinsi Lampung, serta teguran yang diberikan oleh Inspektorat KPU RI untuk KPU Provinsi Lampung mengenai penyelenggaran SPIP di KPU Provinsi Lampung. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dengan sumber data primer dari KPU Provinsi Lampung dan data sekunder diperoleh dari dokumen-dokumen resmi KPU Provinsi Lampung. Teknik pengumpulan data dilakukan dalam penelitian ini adalah observasi (pengamatan), interviu (wawancara), dan dokumentasi. Penelitian ini menggunakan konsep dari COSO, bahwa terdapat 7 (tujuh) sub-unsur Lingkungan Pengendalian. Hasil penelitian menunjukkan bahwa 5 (lima) sub-unsur masuk kriteria belum memadai atau masih terdapat kelemahan. Sedangkan 2 (dua) sub-unsur lain yakni kepemimpinan yang kodusif dan perwujudan peranan APIP yang efektif masuk kriteria memadai. Keduanya memberikan kontribusi bagi kuatnya Lingkungan Pengendalian di KPU Provinsi Lampung.

Abstract

Pilkada Serentak 9 Desember 2020 lalu kembali diwarnai praktek politik jual beli suara atau yang lebih dikenal dengan politik transaksional (money politics). Politik uang atau politik transaksional pada pemilihan Kepala Daerah yang terjadi pada saat pandemi Covid-19 secara terstruktur, sistematis, dan masif (TSM). Penelitian dilaksanakan dengan tujuan untuk menjelaskan bahwa banyak indikasi terjadi politik uang namun pembuktiannya sulit memenuhi kriteria TSM. Penelitian dilaksanakan dengan metode kualitatif, yaitu dengan cara menggabungkan beberapa referensi saintifik dari sumber fundamental dan sumber kedua dengan wawancara terstruktur dan penelaahan artikel yang berkaitan misalnya; buku, makalah, jurnal, dan ulasan pers cetak maupun online berkenaan ritme TSM serta fenomenanya. Hasil penelitian menunjukkan bahwa kelemahan regulasi dan pengawasan dalam pilkada turut membuka berkembangnya politik uang. Juga faktor-faktor ekonomi, politik, sosial, dan budaya. Perlu penegakkan sanksi yang lebih tegas dari Bawasalu, sentra Gakumdu, revisi regulasi terkait TSM, serta pendidikan politik pemilih oleh seluruh stakeholder. Kata Kunci: Pilkada, Politik Uang, Pembuktian TSM.

Abstract

The formula for the most votes in determining the list of candidates who win seats in each constituency makes all candidates have the same opportunity to be elected. Therefore, it is not uncommon for elite political parties to be unable to compete with external candidates who are recruited just before the election. Political party elites who are not elected have the potential to commit fraud. With the party's infrastructure, the political party elites who are not elected have the potential to change vote acquisition. To anticipate this fraud, the KPU carried out Digital Engineering by implementing the Vote Counting Information System (Situng). Through Sitting, the results of the legislative candidates' votes will be published quickly to the public. That way, the public can participate in exercising control over the recapitulation stages of counting the votes acquired by political parties and their candidates. This study uses a qualitative descriptive research method. Data was obtained and processed to be used as material for conducting interviews with informants related to Sitting. The research location is at KPU Bandar Lampung City. The conclusion of this study is that the Open Proportional System with the most votes has resulted in the failure of a number of political party elites in Bandar Lampung City to sit in parliament. Digital engineering in the form of implementing Situng KPU is an anticipation of the potential for fraud committed by political party elites.
