Abstract

The funeral expense is becoming expensive. It will lead into funeral poverty whereby the next of kin of the deceased face a difficulty to pay funeral expenses. The funeral poverty already affected developed countries such as Indonesia and African countries. For Malaysia, few schemes have been established by society to cover the poor from having difficulties for funeral expenses. The underlying reason behind the practice is a strong culture and belief. Nevertheless, these organizations have a different approach in managing this scheme but create chaos in the society from the perspective of payment and coverage. This paper will review literature, segmenting the practices and suggest the probable solution for funeral expenses scheme with the kind of exploring a segment in Takaful and micro-Takaful.

Abstract

The funeral expense is becoming expensive. It will lead to funeral poverty whereby the next of kin of the deceased face difficulty paying funeral expenses. Increasing numbers of people seek financial management advice following bereavement, which can have a long-term effect on the grief experience and an individual's ability to manage. More should be done to encourage people on low incomes to prepare for death through simple advice and guidance. In Malaysia, a funeral social fund such as the Khairat death fund, in general, is financial assistance that is a grant to the family of the deceased for covering the cost and expenses of funeral processes. Khairat death fund was managed by community members or organizations in the areas. However, all this Khairat death organization moving with their own way as there is no legal jurisprudence as guidance to regulate and to be more systematic and synchronize management. Hence, this study will review regulation and governance for the funeral social fund in Malaysia.

Abstract

تناول علم اقتصاد التنمية المعاصر قضية الفقر في الغالب من خلال مؤشرات مادية وكمية وتقنوقراطية، متجاهلاً في كثير من الأحيان الأبعاد الأخلاقية والثقافية والحضارية المرتبطة برفاه الإنسان. وفي سياق عالم الملايو (Alam Melayu)، تبدو هذه المقاربات غير كافية لاستيعاب التصورات المحلية للتنمية القائمة على الانسجام المجتمعي، والاقتصاد الأخلاقي، والعدالة الاجتماعية، وصون الكرامة الإنسانية. وعلى الرغم من التنامي المستمر للنقاشات المتعلقة بالنماذج التنموية البديلة، فإن الاهتمام الأكاديمي بالرؤية الكونية الملايوية بوصفها أساساً مفاهيمياً لإعادة التفكير في الفقر والتنمية المتمحورة حول الإنسان لا يزال محدوداً. تهدف هذه الدراسة إلى استكشاف الكيفية التي تفسر بها الرؤية الكونية الملايوية مفهومي الفقر والتنمية بما يتجاوز الاختزال الاقتصادي الذي يميز النماذج التقليدية. وتعتمد الدراسة منهجية نوعية وتأويلية من خلال تحليل نصوص مختارة من التراث الفكري الملايوي، وخطابات التنمية، وأعمال عدد من المفكرين البارزين، وفي مقدمتهم أنغكو عزيز (Ungku Aziz). وتُبرز المناقشة الترابط العضوي بين الاقتصاد والأخلاق والدين والمسؤولية الاجتماعية في التصور الملايوي للتنمية. وتشير النتائج إلى أن الفقر في الرؤية الملايوية لا يُفهم بوصفه حرماناً مادياً فحسب، بل باعتباره حالة متعددة الأبعاد تمس الكرامة الإنسانية والتوازن الاجتماعي والرفاه الجماعي. وتخلص الدراسة إلى ضرورة تطوير اقتصاد تنموي متمحور حول الإنسان يستند إلى المنظورات المحلية والحضارية لعالم الملايو، بما يسهم في إعادة صياغة فهم أكثر شمولاً وإنسانية للتنمية.

Abstract

Khairat Death Fund, also known as Khairat Kematian, is an organization that plays an important role in the Malay Muslim community in Malaysia. Its main role is to ensure that the death of a Muslim is handled in an appropriate manner. In Malaysia, the Khairat Death Fund is administered by either the qaryah Mosques or the local village associations. Both entities are responsible for administering the fund. Nevertheless, the research and development efforts of Khairat Death Fund have not yet reached the optimal level. Therefore, this paper aims to analyze some of the issues and challenges faced in managing the Khairat Death Fund to ensure that it continues to play an important role as one of the Islamic financial instruments. This study is important because it will help the Khairat Death Fund management organizations and related bodies to take measures that will eventually allow the Khairat Death Fund to be raised and developed as one of Islamic financial instruments. This research adopted a qualitative approach that involved conducting semi-structured interviews with four organizations involved in the management of Khairat Death Fund. The results of this study indicate that Khairat Death Fund organizations are facing with six of issues and challenges which are, low awareness, delay of annual fees payment, differences of costs for muslim funeral, limited investment strategy, cancellation of coverage and uncover group and differences of khairat death fund fees and benefits. It is hoped that this study will contribute to achievement the development of Khairat Death Fund to be more innovative and competitive product in future.

Abstract

The increasing use of internet services in local internet networks such as RT/RW Net and small-scale internet service providers requires stable network quality to support user activities optimally. Problems such as high delay, packet loss, jitter, and low throughput often cause a decrease in internet service quality. This study aims to analyze the stability of local internet services using Quality of Service (QoS) parameters and apply predictive analysis to predict network stability conditions. The QoS parameters used in this study include delay, throughput, jitter, and packet loss. The research method used is quantitative, with data collection conducted through network monitoring using tools such as Wireshark, MikroTik Monitoring, and Speedtest. The collected data were processed and analyzed using the Decision Tree predictive method to classify network conditions into stable, fairly stable, and unstable categories. The results showed that QoS parameters significantly affect internet service stability, where delay and packet loss are the most dominant factors influencing network quality. The predictive model used was able to classify network conditions with an accuracy rate of 87.5%. Based on these results, predictive analysis based on QoS parameters can be used as a solution to support monitoring and decision-making in managing local internet services more effectively and efficiently.
