Abstract

This research discusses administrative services, administrative services are usually associated with services provided by government agencies. This is because the issue of the need for administrative services is getting stronger with the increasing demands of the community to create a good government. The aim is to know and analyze the implementation of administrative services at the Secretariat of the Regional People's Representative Council of Melawi Regency. This research uses a qualitative approach and uses a descriptive type. This research also uses data collection techniques obtained from interviews, observations, and strengthened by documentation. The sources of data in this study were the Secretary, Head of the General Section, and Employees of the Secretariat of the Regional People's Representative Council of Melawi Regency. The data analysis used was qualitative analysis. The results obtained in this study are administrative service activities at the Secretariat of the DPRD Melawi Regency which include data documentation activities as reference material for DPRD members; agenda management activities, archiving and expedition of official letters; data preparation activities for policy information. These activities have been carried out by the secretariat apparatus well and regularly. Factors that still affect the implementation of administrative services at the Melawi Regency DPRD Secretariat are the Human Resources of the Apparatus, and infrastructure. The implementation of administrative service activities at the Secretariat of the Melawi Regency Regional People's Representative Council in supporting the performance of the Melawi Regency DPRD Members has been running well. Members of the Melawi Regency DPRD feel greatly helped by the existence of the apparatus in assisting the duties and functions of DPRD Members. It is expected that the local government of Melawi Regency can continue to improve the facilities and infrastructure supporting administrative services and continue to improve the ability and expertise of existing apparatus to support the duties and functions of DPRD Members.

Abstract

This study examines community participation in improving the quality of services to the community. Using a qualitative analysis method approach, data was collected through interviews, focus group discussions, and document analysis. The findings show that active community involvement actively improves service quality through increased transparency, accountability and responsiveness. Key themes found include positive experiences of community engagement, challenges such as low community awareness and limited resources, and the important role of technology and inclusive mechanisms in facilitating participation. The analysis showed a positive relationship between community participation and service quality. This study concludes that, despite challenges, effective community participation can be optimized through public education, the use of technology, inclusive participation mechanisms, and strengthening the policy framework. Suggestions include improving public literacy, utilizing information technology, and partnering with civil society organizations to achieve more effective and efficient public service delivery.
