Abstract

Abstract: Self-Help Housing Stimulant Assistance (BSPS) is an Indonesian government program which aims to help low-income communities improve the quality of their homes. This program provides assistance in the form of building materials and funds to encourage people to repair or build livable houses on their own initiative and efforts. Using qualitative methods with interview, observation and documentation techniques, this research aims to describe and analyze community self-sufficiency and social capital as important elements in utilizing the BSPS program. The research results show that in the context of BSPS house building, self-sufficiency has a close relationship with social capital and the two support each other. Social networks and trust between group members also support self-sufficiency by facilitating cooperation and involvement of group members in the BSPS program implementation process. Furthermore, a high level of trust in a community can increase the ability of community members to rely on each other and share resources which is the basis of self-sufficiency, where trust allows community members to take initiative and act independently but still receive support from their community. Social capital helps in the identification and mobilization of local resources in the presence of strong networks. Self-sufficiency relies heavily on the ability of communities to find and use the resources around them where social capital plays a key role. Abstract

The waste problem in Sintang City reflects a complex social issue, involving interconnected structural and cultural factors. This study aims to analyze waste management issues in Sintang City through structural and cultural approaches and identify potential solutions that can be implemented. Using qualitative methods such as interviews, focus group discussions, and observations, the research finds that from a structural perspective, the main challenges include a lack of waste management infrastructure, suboptimal implementation of policies, and limited tripartite coordination between the government, community, and private sectors. Meanwhile, from a cultural perspective, low public awareness of the importance of waste management, a culture of consuming waste-generating products excessively, and the habit of littering pose significant barriers to creating a clean and healthy environment. Community-based approaches, such as environmental education, waste bank programs, and community group empowerment, can enhance public awareness and participation in waste management. The findings also indicate that the waste problem in Sintang City is not merely a technical issue but a social one that requires a holistic approach. Therefore, collaboration among adaptive policies, adequate infrastructure, and behavioral change within the community is key to establishing a sustainable waste management system.

Abstract

This study investigates the role of Gawai Dayak Festival in Sintang as a crucial arena for thereconstruction of Dayak ethnic identity. Using a qualitative approach and case study method, data wascollected through participatory observation, in-depth interviews with traditional leaders, organizers,attendees, and visual documentation. The findings show that beyond the usual harvest thanksgivingcelebration, the Gawai Dayak Festival is utilized as a strategic platform for demonstrating both thesustainability and the evolution of Dayak culture. The festival not only visually articulates ethnic identitythrough traditional clothing, dance, and music, but also embodies political and social statements that affirmDayak presence and resistance within a context of modernization and cultural plurality. Moreover, Gawaiserves as a cultural stage for negotiating values between tradition and modernity, the sacred and thecommodified, and local and national identity. Thus, Dayak identity is presented not as something static orfixed concepts, but as a construct that is continuously changing, produced, and negotiated throughcultural practices taking place in public space. This study contributes to advancing the theoreticalunderstanding of cultural identity as a discursive and performative process embedded within contemporarysocial and political contexts. The research recommends the need to sustain such festivals due to theiressential role for indigenous communities in responding to the dynamics of modernity. Further studies canbe directed towards exploring the comparative dimension of this process across various indigenous culturalfestivals in the regional area, to obtain a more comprehensive understanding of the construction andnegotiation of cultural identity in a contemporary context.

Abstract

This study examines the implementation of Indonesia's 3 kg subsidized LPG policy and the mechanisms producing localized access inequality. Utilizing a qualitative case study approach, data were gathered through in-depth interviews and field observations with street-level actors—agents, distributors, retailers—and low-income households. Findings reveal a significant implementation gap, where formal policy objectives are subverted by the discretionary practices of frontline bureaucrats. Operating within conditions of chronic supply scarcity, weak oversight, and complex social pressures, these actors enact selective distribution, personalize access, and set prices above official rates. Consequently, access is determined not by formal eligibility but by an individual's social capital, personal networks, economic means, geographic location, and bureaucratic literacy. The analysis demonstrates that inequality is not a passive outcome but is actively produced and normalized through these everyday administrative practices. This systematically excludes the most vulnerable, often forcing them back to traditional fuels. Thus, the subsidy is transformed from a tool for social justice into an arena for negotiating and entrenching local power relations. The study concludes that the policy's failure is socio-political, rooted in micro-level implementation politics that reinforce the very disparities the policy aims to reduce. Effective reform therefore requires moving beyond technical fixes to strengthen local governance, curtail arbitrary discretion, and foster inclusive oversight and community participation to ensure equitable distribution.
