Abstract

The purpose of this research is to know the influence between the Quality of Human Resources, Utilization of Information Technology and Internal ControlSystem Against Timeliness of Village Government Financial Reporting at Gunungkidul Regency. This research is causative research. The population isthe village government in Gunungkidul Regency, especially in Gedangsari subdistrict. Criteria of respondents in the study were to village and village apparatus. We use questionnaire to collect data. We use multiple regression with SPSS program version 16.0 to analyze data. We find that quality of human resources and internal control system have a positive influence on the timeliness of village government financial reporting. On the other hand, utilization of information technology does not influence the timeliness of village government financial reporting. These imply that the quality of human resources and internal control system can speed up the preparation of village government financial reporting.

Abstract

Rendahnya tingkat pendidikan sebagian pegawai, ketidaksesuaian penempatan dengan tugas dan fungsi, rendahnya kedisiplinan, serta faktor usia pegawai yang mendekati masa pensiun menjadi tantangan dalam peningkatan kinerja organisasi. Penelitian ini bertujuan untuk menggambarkan kondisi nyata kinerja pegawai pada sebuah organisasi pemerintahan serta mengidentifikasi faktor-faktor yang menghambat pencapaiannya. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi partisipatif, wawancara terhadap 11 informan, dan dokumentasi berupa profil kantor serta berkas administrasi. Data yang diperoleh dianalisis secara mendalam untuk mendapatkan gambaran menyeluruh. Hasil penelitian menunjukkan bahwa kinerja pegawai di Kantor Kecamatan Lahei dalam pelaksanaan program penyelenggaraan pemerintahan dan pelayanan publik cukup baik. Indikator kualitas, efektivitas, dan kemandirian dinilai baik, sedangkan indikator kuantitas dan ketepatan waktu masih tergolong cukup baik. Faktor penghambat kinerja pegawai meliputi: (1) aspek individu, terkait perbedaan fisiologi, perilaku, dan kepribadian; (2) aspek struktural, terkait sistem organisasi, koordinasi, komunikasi, dan mekanisme pengambilan keputusan; serta (3) aspek interaksional, terkait interaksi sosial maupun lingkungan kerja. Penelitian ini menegaskan pentingnya kerangka manajemen kinerja yang terarah guna membentuk aparatur yang profesional, adaptif, dan efektif. Upaya peningkatan kapasitas kinerja pegawai melalui pelatihan serta pengembangan kompetensi teknis dan manajerial menjadi langkah strategis dalam meningkatkan pelayanan publik dan pencapaian tujuan organisasi.
