Implementation Coordination in Making Geen City. Initiative green city embodies hasstrategic significance because it was motivated by several factors, including the rapid growth ofcities and the implications for the emergence of a variety of urban problems such as traffic congestion,floods, slums, social inequality and reduced area of green open space. There are four attributesto realize the green city of Green Planning and Design, Green Open Space, Green Waste, GreenTransportation. The method used in this study is a qualitative research method. Based on theresults of this research is that the functions of planning and organizing the management functionsof local government in the implementation of coordination in realizing green city of Pekanbarusignificantly affect its implementation. This is because in the planning function realizing greenplanning and design in planning the environmental documents for the initiators or businessowners they are still viewed as a burden (in terms of both budget and implementation), not as anobligation to manage the environment and poor law enforcement effort/activities that do notprepare and implement environmental documents. In the monitored object embodies a green openspace is still focused on vital objects without seeing other objects as objects to monitor road thatfocus on the way the protocol/parent and offices that focus on office close to the center ofgovernment. organizing coordination function Environment Agency is still lacking coordinationin the delivery of test equipment to realize the integrated transport emissions or green transportation.

Kabupaten Kuantan Singingi is one area that participate in implementing simultaneous local elections in Indonesia in December 2015. The organization of local elections in other areas do not have an impact on health services in district hospitals (RSUD). However the reality in the District kuantanSingingi, the elections have resulted in interruption of health services.Since March 7, 2016 outpatients especially BPJS (Social Security Administrator) patients do not get health care.The results of this study showed that there are several factors that cause the cessationof health services in hospitals Kuantan Singingi. First, the political elite in the executive and the legislature is too busy with the activity of winning candidate in the local election;Second, the candidate who supported bye the incumbent was defeated. Then they do a lawsuit to the Mahkamah Konstitusi (Constitutional Court);Third, the Bupati (incumbent regent) and Team (Local Government Budget) is inaccurate and unwise when making budget planning. Including Health Care Budget;Fourth, the bureaucracy has been involved in practical politics. So that they do not carry out their duties and functions as a budget planner;Fifth, the execution time of the lovcal election at the same time with the drafting of the budget.This study is using behavorial approach and the method isqualitative. This study examines the Golkar Party victory in legislative elections in Siak 2014 and are the focus of this research is what strategy the Regional Leadership Council II Golkar Party to win the election. The focus of this research is the influence of regents to win the election in 2014. In this study, the use of qualitative methods for descriptive analysis of the data presented in the form of qualitative portrait of the real situation in detail and the actual look at the problem and research objectives. This study using purposive sampling and interviewing informants as infor-mation objects that aims to achieve the goal to get the information in this study. Data used in this study are primary data and secondary data. The results showed in making the strategy un-dertaken by the leadership of the Regional Council II Golkar Party in legislative elections in Siak 2014, there are several strategies undertaken by the Regional Executive Council II Golkar Party of which recruit potential legislative candidates won the election, forming network Suc-cess Team in each district, featuring issues appropriate to their own desires to the community, district head in the direction of Regents of the Golkar Party.Keywords: Political party, legislative election, local election.

In the history of general election of regional head (Pemilukada) at Dumai City (Kota Dumai), the incumbent candidate always beaten by new challenger candidate. Interestingly, Khairul Anwar-Agus Widayat is the winner of the general election of regional head 2010. They are candidates in the election Dumai in 2005 and has been a crushing defeat compared to Zul AS-Sunaryo. This study explains why they succeed win that general election. This study is using po-litical behavior approach. Collecting data of this study is using field research and data analysis using quantitative and qualitative method. The finding is,there are three main causes of victory Khairul Anwar-Agus Widayat. First, this candidates promising change issues. Second, there are many people were disappointed to the icumbent. Third, there are correspondence between vision with the will of the people. Voter has made his choice based on many factors, and other factors have a smaller effect than the three factors.Keywords: Incumbent, challenger, local election.

General election of regional head (Pemilukada) is influenced by various factors. This study explains the influence of ethnics towards political choice in local election. This study is using political behavior approach. Collecting data of this study is using field research and data anal-ysis using quantitative and qualitative method. The finding is, influence of ethnics found in sev-eral voter especially in case Malay Riau ethnics. But, in other case, several voters from Java ethnic and another “visitors” ethnics vote without identification of ethnic. It can be seen from the factors that influence voter for voting Zulkifli AS-dr Sunaryo candidate. In the local election of Dumai in 2005 found mostly voters who votes Zulkifli AS-Dr Sunaryo candidate did not vote because of ethnics’ identification. So, in this case there is correlation between ethnics and polit-ical. But the relation is imperfect. In other words there are many another relations except eth-nics’ factors that is linked with political choice in local election of Dumai City in 2005.Keywords: Voter behavior, local election, etnicity.

Penelitian tindakan sekolah ini dilakukan untuk meningkatkan mutu guru sehingga menjadi guru yang profesional. Selanjutnya, peneliti yang berperan juga sebagai pimpinan sekolah ingin melihat perkembangan pembelajaran jarak jauh selama pandemi Covid-19. Salah satu yang dilakukan untuk meningkatkan hal tersebut adalah melakukan supervisi pendidikan secara berkolaboratif pada guru-guru di SDN 023 Rambah. Berdasarkan temuan hasil penelitian ada empat hal yang dikemukakan dalam penelitian tindakan ini, yakni simpulan tentang: (1) Peningkatan kinerja guru dalam menyusun rencana pembelajaran, (2) Peningkatan kinerja guru dalam melaksanakan pembelajaran, (3) Peningkatan kinerja guru dalam menilai prestasi belajar, (4) Peningkatan kinerja guru dalam melaksanakan tindak lanjut hasil penilaian prestasi belajar siswa. Berdasarkan peningkatan kinerja guru baik rencana pembelajaran, pelaksanaan pembelajaran, penilaian hasil belajar, dan pelaksanaan tindak lanjut hasil penilaian siswa ternyata mempengaruhi hasil ujian siswa.

ABSTRACT Latar belakang masalah penelitian. Dalam Musyawarah Perencanaan Pembangunan Kelurahan (Musrenbangkel) bertujuan untuk menampung semua aspirasi masyarakat untuk menetapkan prioritas sesuai dengan kebutuhan kegiatan masyarakat dalam rangka mengatasi permasalahan yang ada. Kelurahan dikatakan berhasil apabila mampu menciptakan pembangunan yang bermanfaat bagi kebutuhan masyarakat terutama di Kelurahan Bahtera Makmur Kota dalam meningkatkan pembangunan di Kelurahan. Penelitian ini bertujuan untuk memberikan pemahaman terkait perencanaan pembangunan infrastruktur jalan. Jenis penelitian yang digunakan adalah metode penelitian kualitatif dengan tipe penelitian deskriptif. Teknik pengumpulan data menggunakan wawancara, dokumentasi dan studi kepustakaan. Informan dalam penelitian ini terdiri dari 6 (enam) orang yang ditentukan menggunakan purposive Hasil penelitian membuktikan bahwa perencanaan pembangunan Kelurahan Bahtera Makmur Kota dalam menunjang pembangunan infrastruktur yaitu menampung aspirasi dari masyarakat melalui program kerja RT/RW dari musyawarah rencana pembangunan kelurahan (musrenbangkel) sehingga program kerja yang diusulkan akan di evaluasi sesuai kebutuhan masyarakat. Masyarakat selalu dilibatkan pada setiap proses kegiatan perencanaan pembangunan dan keterlibatan masyarakat dalam mengatarakan usulan, pendapat, ide sudah aktif serta bantuan tenaga/materil yang diberikan masyarakat bersifat sukarela. Tetapi hanya sebagian masyarakat yang hadir dalam kegiatan perencanaan pembangunan karena masih kurangnya kesadaran masyarakat akan pentingnya keterlibatan dalam setiap tahap perencanaan pembangunan. Abstract Garbage is one of the problems experienced by almost all countries in the world. According to data from the National Waste Management Information System (SIPSN), the waste generation in 2021 in Indonesia will reach 30,881,803.15 Tons. Waste management can run effectively and efficiently if there is good cooperation from the government, society and the private sector. The waste bank exists as a form of collaboration between the government and the private sector to create a strategy for implementing 3R in waste management in Pekanbaru City. This research aims to find out the practice of collaborative governance in the management of waste banks in Pekanbaru City in 2021. Based on the results of this study, it was concluded that the implementation of a waste bank in Pekanbaru City in 2021 was welcomed by all actors and had a positive impact on waste management in Pekanbaru City. The Garbage Bank also generates profits seen from the large number of people participating in it. But in achieving innovation is less effective. This happens because of a lack of trust between stakeholders, lack of information sharing and coordination which causes innovation to not run effectively, and a lack of facilities and infrastructure needed in implementing a waste bank.
