Abstract

Implementation Coordination in Making Geen City. Initiative green city embodies hasstrategic significance because it was motivated by several factors, including the rapid growth ofcities and the implications for the emergence of a variety of urban problems such as traffic congestion,floods, slums, social inequality and reduced area of green open space. There are four attributesto realize the green city of Green Planning and Design, Green Open Space, Green Waste, GreenTransportation. The method used in this study is a qualitative research method. Based on theresults of this research is that the functions of planning and organizing the management functionsof local government in the implementation of coordination in realizing green city of Pekanbarusignificantly affect its implementation. This is because in the planning function realizing greenplanning and design in planning the environmental documents for the initiators or businessowners they are still viewed as a burden (in terms of both budget and implementation), not as anobligation to manage the environment and poor law enforcement effort/activities that do notprepare and implement environmental documents. In the monitored object embodies a green openspace is still focused on vital objects without seeing other objects as objects to monitor road thatfocus on the way the protocol/parent and offices that focus on office close to the center ofgovernment. organizing coordination function Environment Agency is still lacking coordinationin the delivery of test equipment to realize the integrated transport emissions or green transportation.

Abstract

Public service is an attempt to meet the basic needs of the state and the civil rightsof every citizen in the goods, services, and administrative services provided by publicservice providers. Road which is one form of government services to the community is veryimportant to note, from the complementary parts, one of which is a public street lightinghas not been felt their effectiveness for road users, especially at night.This study aims to determine the management of the regional government in themanagement of public street lighting by the Department of Hygiene and Pekanbaru Cityand to determine the factors that influence the management of the public street lighting.Using resources through informants. In this study, the informant was a member ofCommission II DPRD Pekanbaru, Head of Parks and Street Lighting, Street LightingSection Head and Head of PLN branch of Pekanbaru. While the techniques of datacollection consisted of interviews , documentation and observation with the source dataconsists of primary data and secondary data.From the results of the study showed that the management of the regionalgovernment in the management of public street lighting by the Department of Hygiene andPekanbaru to the process of planning, organizing, implementing , coordinating andmonitoring has not gone up . The factors that influence in the management of public streetlighting consists of human resources and infrastructure, the participation of thecommunity , traffic congestion.Keywords :Management, Public service, Light Manajement

Abstract

This study aims to explain the principles of decentralization of the government of the Kingdom of Siak Sri Indrapura as one of the major kingdoms in the historical trajectory of the Riau and Indonesian governments which has a Constitution or official law for the administration of state government which is recognized by the Dutch East Indies Government. This study uses a qualitative method with a descriptive type and in the form of library research. In this study, the author attempts to read, understand, analyze, and interpret the book of Bab Al-Qawa'id. With this approach, type, and form of research, it will certainly be able to explain comprehensively about the principles of government decentralization that occurred during the heyday of the Siak Kingdom. The kingdom of Siak Sri Indrapura was founded in 1723 AD. Runs with a reign led by 12 Sultans. The peak of the glory of the Siak Sri Indrapura Kingdom began during the reign of the 11th Sultan, SultanSyarif Hasyim (1889-1908). It was during his reign that the book that prevailed in Siak was born and is a book that contains guidelines for the administration of the Siak Kingdom Government.

Abstract

Penyebaran Corona Virus Desease 2019 (Covid-19) di Indonesia saat ini sudah semakin meluas karena banyak nya masyarakat yang belum menyadari dan menerapkan aturan yang di tetapkan pemerintah di tengah berlakunya new normal life. Metode Pelaksanaan dalam kegiatan pengabdian kepada masyarakat ini adalah dengan metode sosialisasi mengunjungi warga dari rumah ke rumah dengan memberikan pemahaman singkat tentang tata kelola penanganan covid-19 dan tindakan preventif di era new normal dan di akhiri dengan pembagian masker, brosur dan stiker., Tujuan penelitian ini adalah untuk mengetahui pengetahuan dan kesadaran masyarakat tentang pentingnya mengetahui gejala dan pencegahan di era new normal life saat ini. Jenis penilitian ini adalah kualitatif penelitian yang bermaksud memahami fenomena tentang apa yang dialami oleh subjek penelitian misalnya perilaku, persepsi, motivasi dalam bentuk kata-kata dan bahasa, pada suatu konteks khusus yang alamiah dan dengan memanfaatkan berbagai metode alamiah. Sampel penelitian ialah masyarakat dari kecamatan payung sekaki kelurahan Tirta Pekanbaru. Hasil penelitian menunjukkan bahwa saat melakukan sosialisasi masyarakat sangat antusias dalam kegiatan ini, mereka mendengar dan memahami dengan baik dari sosialisasi yang kami berikan. saat kami mengatakan memakai masker yang diberikan secara gratis mereka mengikuti arahan dari kami dengan baik dan benar. Mereka sangat antusias membaca brosur dari kami karna kami mendesain brosur dengan tema terang dan tidak menjadikan pembaca menjadi bosan saat membaca. dan juga kami memberikan dan menempel stiker di kawasan ibadah atau tempat perkumpulan lainnya agar tetap ingat jaga jarak min 1 m untuk melindungi diri

Abstract

This research focuses on the evolution of public service delivery by Disdukcapil Pekanbaru City, with particular emphasis on the periods before, during and after the Covid-19 pandemic. The study aims to investigate and document the changes, challenges and adaptations in public service delivery over these different periods. Disdukcapil is one of the government agencies that is quite busy in providing services to the community. Referring to the data recorded on the official website of Disdukcapil Pekanbaru City in 2019, there were 30,402 services provided to the community. In 2020, Indonesia was hit by a Covid-19 pandemic that paralyzed the government. Many government agencies were unable to carry out their functions and provide services. Disdukcapil Pekanbaru City is one of the affected government agencies. While the government is making efforts to overcome or mitigate the spread of Covid-19 in the community, service matters certainly cannot stop. Therefore, the government must adapt and continue to carry out its functions to ensure that services are still provided to the community. To see how public services are provided, this research uses Peter John's policy implementation theory. This research uses qualitative research methods. The types and sources of data in this research are primary data and secondary data obtained using interviews and documentation, then analyzed qualitatively. The technique of determining informants using purposive sampling. This research aims to provide an overview of how changes in the implementation of public services in Disdukcapil Pekanbaru City.

Abstract

Penelitian ini mendeskripsikan kebijakan yang diupayakan pemerintah dalam mengantisipasi bencana banjir yang diakibatkan oleh perubahan iklim melalui Program Kampung Iklim (Proklim) di Kota Pekanbaru. Penelitian ini menggunakan metode kualitatif guna mendapatkan pemahaman yang mendalam mengenai fenomena yang akan diteliti. Teknik triangulasi data dilakukan untuk mendapatkan analisa yang tepat serta memberikan gambaran secara implisit mengenai rancangan kebijakan yang akan dilakukan, melalui teknik pengumpulan data melalui observasi, dokumentasi dan wawancara mendalam terhadap beberapa narasumber yang fokus terhadap masalah perubahan iklim. Penelitian ini diharapkan menjadi tool bagi kebijakan pemerintah terkait mengenai anitipasi bencana yang bersumber dari perubahan iklim di Kota Pekanbaru. Hasil Penelitian menunjukan kebijakan mitigasi penanganan banjir melalui program kampung iklim menghasilkan 3 kebijakan yakni Surat Edaran Walikota Pekanbaru nomor 660/DLHK/TL/170.d/2021 tentang Pelaksanaan Proklim di Pekanbaru, Instruksi Walikota Nomor 67 tahun 2020 tentang Pembinaan, Pendampingan dan Penguatan Lokasi Proklim di Pekanbaru serta SK Kepala Dinas LHK Nomor 34 tahun 2021 tentang penunjukan 15 Kelurahan Tobeng Godang sebagai usulan Proklim Kota Pekanbaru.

Abstract

Riau Province is one of the regions in Indonesia that frequently experiences forest and land fires, which cause economic losses, environmental damage and threats to public health. This research aims to build a model for preventing forest and land fire disasters through an ecotourism approach, with a focus on integrating conservation efforts and empowering local communities. The research method used is a qualitative approach with case studies in several ecotourism areas in Riau. Data was collected through in-depth interviews with stakeholders, field observations, and analysis of related documents. The research results show that ecotourism has significant potential in preventing forest and land fires, especially through increasing environmental awareness among local communities and visitors, as well as developing environmentally friendly land management practices. The proposed prevention model includes several key elements: (1) active community participation in managing ecotourism areas; (2) sustainable environmental training and education; (3) collaboration between government, private sector and society in monitoring and enforcing the law; and (4) development of ecotourism infrastructure that supports nature conservation. Implementation of this model is expected to significantly reduce the risk of forest and land fires in Riau, while encouraging economic growth through sustainable ecotourism.

Abstract

Peran atau keterlibatan adalah fungsi yang diemban oleh individu atau kelompok dalam suatu organisasi untuk mencapai tujuan tertentu. Fungsi peran ini salah satunya dilaksanakan oleh Rimba Satwa Foundation terhadap terowongan gajah di jalan tol Pekanbaru-Dumai. Terowongan gajah merupakan area perlintasan gajah yang dibangun oleh Rimba Satwa Foundation bersama BBKSDA Riau dan PT. Hutama Karya. Tujuan penelitian ini adalah untuk mengetahui keterlibatan Organisasi Non Pemerintah (NGO) Rimba Satwa Foundation terhadap terowongan gajah di jalan tol. Metode yang digunakan dalam penelitian ini yaitu kualitatif. Peran aktif Rimba Satwa Foundation terhadap terowongan gajah adalah seperti menjalankan program - program seperti aktif dalam menjalankan pemasangan GPS Collar, aktif dalam menanam tanaman yang disukai gajah di terowongan, membentuk kelompok masyarakat peduli gajah. Peran partisipatif menunjukkan bahwa anggota kelompok Rimba Satwa Foundation memberikan sosialisasi ke sekolah maupun masyarakat setempat untuk mengedukasi terkait untuk menimbulkan kesadaran akan peduli gajah dan peduli habitatnya yang terancam rusak akibat pembangunan yang dilakukan. Peran pasif menunjukkan bahwa anggota Rimba Satwa Foundation mengajak masyarakat untuk senantiasa peduli dengan gajah-gajah yang ada diterowongan gajah jalan tol Pekanbaru - Dumai dengan cara Rimba Satwa Foundation melakukan kegiatan menyenangkan maupun pameran lalu menyampaikan pesan penting didalamnya untuk mengajak masyarakat ataupun generasi muda untuk bersama menjaga habitat gajah.

Abstract

This research discusses how the Management of the Ombudsman of the Republic of Indonesia Representative of Riau Province towards Maladministration Prevention in Pekanbaru City Government in 2023, because the performance of the Pekanbaru city government in public services can be said to be still not optimal because there are still public complaints related to maladministration by the Pekanbaru city government every year both in the form of protracted delays, abuse of authority, procedural irregularities, incompetence, and not providing services. In addition, this study aims to determine and analyze how the Riau Representative Ombudsman applies management functions. Data collection is done through observation, interviews and documentation. The data was analyzed using qualitative descriptive analysis using several qualitative data analysis techniques, namely narrative analysis and phenomenological analysis. The results of this study found and showed that maladministration prevention planning at the Riau Ombudsman followed the instructions or procedures given by the Ombudsman RI through the main Assistant of Maladministration Prevention Management (KUMPM) in conducting public service standard assessment compliance survey activities, the Ombudsman Representative of Riau Province was able to carry out management functions well but the Riau Ombudsman must be more effective in preventing maladministration in the Pekanbaru city government.

Abstract

Perkembangan teknologi digital telah mengubah pola komunikasi publik dan membuka peluang baru bagi lembaga keuangan untuk membangun hubungan yang lebih dekat dengan audiens. Penelitian ini bertujuan untuk menganalisis strategi pemanfaatan podcast sebagai media hubungan masyarakat dalam meningkatkan keterlibatan audiens (audience engagement) dan membentuk citra Bank Riau Kepri Syariah sebagai lembaga keuangan syariah yang inovatif. Penelitian menggunakan pendekatan kualitatif dengan dukungan data kuantitatif deskriptif. Data dikumpulkan melalui wawancara mendalam dengan staf humas dan audiens, Focus Group Discussion (FGD), observasi konten podcast, serta analisis dokumentasi dan data pendengar dari platform digital. Hasil penelitian menunjukkan bahwa podcast “BRKS Bicara” menjadi instrumen komunikasi yang efektif untuk menjangkau audiens muda urban, dengan tingkat retensi pendengar mencapai 62% dan interaksi audiens yang ditandai oleh komentar, saran, dan partisipasi aktif pada sesi tanya jawab daring. Engagement audiens tercermin dalam tiga dimensi: kognitif, afektif, dan perilaku, yang berkontribusi pada meningkatnya pemahaman publik terhadap prinsip keuangan syariah serta memperkuat citra Bank Riau Kepri Syariah sebagai lembaga yang inklusif dan modern. Podcast juga menjadi sarana membangun kedekatan emosional dengan audiens melalui narasi pengalaman nasabah, edukasi keuangan, dan program tanggung jawab sosial bank.
