Abstract

AbstractThe law plays an active role in providing a sense of security for everyone in all situations, including the situation the world is experiencing in the last few months. The Corona pandemic caused multidimensional shocks, such as in the education, health and economic sectors. Compared to other sectors, it is the economic sector that has the most attention. The Central Statistics Agency noted that the rate of economic growth in Indonesia experienced a slowdown which fell in the first quarter of 2020, which was only 2.97%. Meanwhile, economic growth in the first quarter of 2019 was at 5.07%. The impact of the corona pandemic in the economic sector also has an impact on the labor sector. The Indonesian government has implemented a policy to work from home (WFH) since mid-March 2020. However, not all work can be done from home so that many workers still have to experience layoffs. The government should make regulations at the level of laws in order to better protect workers. This is important so that workers can still make ends meet in difficult times like thisKeywords: force majeure; laborer; right AbstrakHukum berperan aktif untuk memberikan rasa aman bagi setiap orang dalam segala situasi, termasuk situasi yang tengah dialami dunia beberapa bulan terakhir ini. Pandemi Corona menimbulkan guncangan multidimensi, seperti dalam sektor pendidikan, kesehatan, dan ekonomi. Dibandingkan dengan sektor-sektor yang lain, sektor ekonomi yang paling banyak disoroti. Badan Pusat Statistik mencatat bahwa laju pertumbuhan ekonomi di Indonesia mengalami perlambatan yang jatuh di Kuartal I/2020, yaitu hanya 2,97%. Sementara itu, pertumbuhan ekonomi pada Kuartal I/2019 berada di angka 5,07%. Dampak pandemi corona dalam bidang ekonomi turut berimbas pada bidang ketenagakerjaan. Pemerintah Indonesia memberlakukan kebijakan untuk bekerja dari rumah atau Work From Home (WFH) sejak pertengahan Maret 2020. Akan tetapi, tidak semua pekerjaan dapat dilakukan dari rumah sehingga banyak tenaga kerja yang masih harus mengalami PHK. Pemerintah seharusnya membuat peraturan setingkat undang-undang agar dapat lebih melindungi pekerja. Abstract

Abstract:The existence of Covid-19 makes the meaning of human rights more sensitive and misinterpreted. There are several parties who try to underestimate Covid-19 by understanding it as Human Rights, so they are free to determine the fate of their health. The state in a pandemic condition is tasked with providing the best to the public such as health services, a sense of security, a stable economy, to survival. Social contract must be interpreted as part of the life of the state that prioritizes welfare. Therefore, information disclosure is needed and improved.Keywords: Human Rights; Information Abstrak:Adanya Covid-19 membuat makna hak asasi manusia menjadi lebih sensitif dan salah penafsiran. Ada beberapa pihak yang mencoba menyepelekan Covid-19 dengan memahaminya sebagai Hak Asasi Manusia, sehingga mereka bebas menentukan nasib kesehatannya. Negara dalam kondisi pandemi bertugas memberikan yang terbaik kepada masyarakat seperti pelayanan kesehatan, rasa aman, ekonomi yang stabil, hingga keberlangsungan hidup. Kontrak sosial harus dimaknai sebagai bagian dari kehidupan bernegara yang mengutamakan kesejahteraan. Abstract

Abstract:The rule of law is obliged to uphold the values or principles that guide the implementation of the government and its law enforcement, one of which is the principle of democracy. The obvious application of the principle of democracy is elections. Election is a process of holding people's sovereignty in order to fill positions in a government based on direct, general, free, confidential, honest, and fair. In the general election it is expected that the election participants will be neutral in choosing a candidate for leader or representative of the people. Whereas many public officials such as the Governor use power to help their partners in various ways, one of which is ensuring their support for their counterparts. Because the governor's voice greatly affects the community as well as the State Civil Apparatus.Keywords: Election, Neutrality, GovernorAbstrak:Negara hukum diharuskan untuk menjunjung nilai-nilai atau asas-asas yang menjadi pedoman penyelenggaran pemerintah dan penegakan hukumnya, yang salah satunya adalah asas demokrasi. Penerapan asas demokrasi yang nampak jelas ialah pemilihan umum. Pemilihan umum merupakan proses penyelenggaran kedaulatan rakyat dalam rangka mengisi jabatan-jabatan dalam suatu pemerintahan yang berasaskan langsung, umum, bebas, rahasia, jujur, dan adil. Dalam pemilihan umum diharapkan peserta pemilu bersikap Netral dalam memilih calon pemimpin atau wakil rakyat. Sedangkan banyak sekali pejabat publik seperti Gubernur yang menggunakan kekuasaan untuk membantu rekan separtainya dengan berbagai cara, yang salah satunya memastikan dukungannya terhadap rekan separtainya. Dikarenakan suara gubernur sangat mempengaruhi masyarakat maupun para Aparatur Sipin Negara.Kata Kunci: Pemilu, Netralitas, Gubernur

Abstract

Regional autonomy evolved from efficiency and growth to independence and justice after Indonesia's reformation. Expansion occurs. Social and political elites complicated the legal division of this territory. Regional expansion was a Reformation-era legal phenomenon. West Sulawesi grew regionally. Law 26 of 2004 deconcentrated West Sulawesi. This study evaluates whether West Sulawesi has implemented deconcentration and complied with Law 26 of 2004. In this study, Mamuju Regency, the capital of West Sulawesi province, represents the region's law implementation. This research assesses Mamuju Regency's implementation and law compliance. Mamuju Regency's 141 regional regulations promote government, community, and development services. This is seen in Mamuju Regency's DPMPTSP system and health insurance. Governance, development, and social issues are Mamuju Regency's priorities.
