Abstract

Immigration Border Control (TPI) at Bali Ngurah Rai Airport adopts electronic entry sticker, biometric data collection, and autogate machines called the Immigration Movement Application System (APK). The system is equipped with a scanner that records facial biometric data and fingerprints of foreigners upon arrival. However, there are problems in implementing this system at the related TPI. This study evaluates immigration inspection policies, especially the process of taking biometric data, giving electronic entry stamps, and autogate machines at TPI Ngurah Rai Airport. This research uses qualitative research method with a public policy evaluation approach based on observations and document analysis. The results of this research show that the concept of biometric border control at TPI is not fully relevant to the concepts in the international provisions of ICAO Doc 9303 and ICAO TRIP Guide 2018. The Ministerial Regulation Number 28 of 2018  on Immigration Stamp and Circular Letter No. IMI.1-UM.01.01-5.7755 needs to be evaluated and revised to include four stages of checking with electronic stamps and system synchronization with autogate machines. This immigration clearance model at TPI applies a geopolitical concept that focuses on territorial/regional borders rather than a biopolitical concept that focuses on security risks for individuals.

Abstract

Some challenges appear in this issue that the Indonesian border agencies indicate weaknesses in coordination, fragmented policy instruments, and disputes in implementing laws. There has little evidence in the previous study about the integration of border agencies in Indonesia and perspectives on the establishment of immigration and customs agencies. The questions may arise how important is the integrated border agencies is in the reform agenda in public sectors and bureaucracy from the perspectives of border officers. This study is to figure out the perspectives of border officers on the integration of two border authorities in Indonesia and what the ideal integration should be. This paper provides solutions for some issues of border protection in Indonesia with survey research and a step-by-step process of integration. This paper finds most immigration and customs officers at border controls exposed the importance of an integration initiative between the Directorate General of Immigration (DGI) and Directorate General of Customs and Excise (DGCE) in Indonesia through the Integrated Border Management (IBM) strategy. Therefore, initiating the integration of institutions between the Directorate General of Immigration and Directorate General of Customs and Excise, such as ICA Singapore or ABF Australia is more ideal border agencies rather than a joint-task force.Permasalahan di instansi pemerintah yang menangani perbatasan di Indonesia masih terjadi seperti adanya kelemahan dalam koordinasi, terdapat instrumen kebijakan yang terpisah-pisah, dan terjadinya tumpang tindih dalam penegakan hukum. Penelitian sebelumnya tentang inisiasi integrasi instansi di perbatasan Indonesia masih sangat minim terutama penggabungan dua otoritas perbatasan seperti imigrasi dan bea cukai. Pertanyannya adalah seberapa penting penggabungan dua otoritas perbatasan tersebut dalam rangka agenda reformasi birokrasi di sektor publik dari perspektif petugas perbatasan. Studi ini menggunakan penelitian survei dengan melihat perspektif dari petugas perbatasan terhadap integrasi dua otoritas perbatasan di Indonesia dan bagaimana seharusnya bentuk ideal penggabungan tersebut. Hasil penelitian menunjukkan bahwa sebagian besar petugas imigrasi dan kepabeanan menyatakan sangat setuju dengan inisiasi penggabungan Direktorat Jenderal Imigrasi dan Direktorat Jenderal Bea dan Cukai dengan menerapkan strategi manajemen perbatasan terintegrasi (IBM). Integrasi dua tersebut dalam bentuk badan baru seperti ICA Singapore atau ABF Australia ketimbang tim atau gugus tugas yang bersifat sementara

Abstract

This study is to analyse and review the implementation of the Law and Human Rights Minister’s Regulation about a registration and immigration facility for children with dual citizens’ status. Some problems arise as to provisions on the Law and Human Rights Minister’s Regulation Number 22 of 2012 on Procedures of a Registration for Children with Dual Citizens’ Status and Immigration Facility Application in accordance with the Law and Human Rights Minister’s Regulation Number 12247 of 2016 on Procedures of Indonesian Citizenship Application through an Electronic System. This study shows that the Law and Human Rights Minister’s Regulation needs areas of improvement pertaining to some categories of children with dual citizens’ status subject to the Indonesian Citizenship Law Number 12 of 2006, a compulsory registration for children with dual citizens’ status has yet no legal force and effect for those who violate it, no provisions regulate the validity of the certificate of registration but it is printed in the certificate and the card, and two terms “affidavit” and “immigration facility” may lead to ambiguity and have an effect on the process of citizenship status determination by someone who is at 18 or not exceeding 21 years old.

Abstract

This paper discusses the phenomena of Visa Waiver Program policy under the Presidential Regulation No. 21 of 2016 on Free Visa Policy in which there are 169 countries being exempted from obtaining a visa to enter the Indonesian territory. Since then, this policy affects a significant decrease of the non-tax revenue of Immigration which might cause the programs and immigration policy getting fewer. The purpose is to set up recommended strategies to raise the number of non-tax revenue of immigration and as a reference and recommendation for Directorate General of Immigration (DGI). The result shows that there are three steps and strategies in an effort to make the non-tax revenue of immigration higher: increasing the fee of the existing non-tax revenue, regulating the discrimination of fee (user charges) of the non-tax revenue, and adding categories of non-tax revenue of immigration.

Abstract

The purpose of implementing the Immigration and Leadership Socialization activities at SMAN 1 Tanjungpinang by the Immigration Polytechnic Taruna is to disseminate immigration information and also about the Immigration Polytechnic itself to a wide audience, especially to people who are far from the existence of big cities. The implementation of this socialization is one form of the tri dharma of higher education, namely community service, where cadets provide immigration information that is useful to a wide audience. This outreach activity is one of a series of events for the Immigration Polytechnic Taruna Field Work Practice in the Tanjungpinang area. It is hoped that with this socialization, people, especially the younger generation, will understand more deeply about immigration in their country, about the Immigration Polytechnic and also leadership procedures to produce a quality generation.

Abstract

Immigration polytechnic cadets have the obligation to carry out community service, this is in accordance with the Tri Dharma of Higher Education in the third point. As a form of this service, the Immigration Polytechnic cadets together with immigration officers carry out outreach activities to the public regarding Eazy Passport and the Online Passport Queue Registration (APAPO) application. and efficient.

Abstract

The rapid development of tourism in Pacitan Regency, in addition to having a positive impact, has also caused various problems, including environmental degradation and environmental pollution due to plastic waste. Watu Karung and Pancer Door beaches are also affected by the beach. One of the main factors that can support the cleanliness of the coast is the existence of pro-active actions from the surrounding community and beach visitors. Therefore, through the 2020 Latjapura activity, the Immigration Polytechnic Cadets carry out community service activities by mutual cooperation around the coast to provide benefits to the community and the surrounding ecosystem and increase awareness of the cleanliness of the surrounding community in order to create a good ecosystem and ecotourism-based beaches. This activity is also expected to provide awareness of the cleanliness of the coastal environment for the surrounding community and provide an understanding to the public that the waste produced has a negative impact on the development of marine biota and ecosystems.

Abstract

Based on the cultural factors of the people who prefer audio-visual rather than typography, and the majority of people already have smartphones making it easier to access information through social media, based on this phenomenon, the Immigration Office requires to implement new ideas in packaging immigration information using short films. This study aims to determine the strategy of disseminating immigration information using short films and the public's response to the strategy. The reason for doing this research is that researchers are interested in the strategy of disseminating information using short films because apart from being able to provide entertainment to the public, they also provide education on Immigration information. This type of research is a qualitative research with a descriptive analysis approach. The object of this research is the Functionary of Immigration Office Class I TPI Bengkulu and the people of Bengkulu Province. The results of interviews in this study show that the society prefers information that uses audio visuals rather than typography. The target in this strategy is people aged 18 years and over or already have an ID card. The content of the message conveyed is presented with light subjet so that it is easily understood by the public. By adopting local wisdom the use of regional languages in short films to attract attention and make it easier for the public to understand the message of the short film. The media used are also those that are familiar with the community, namely Instagram and YouTube. This is evidenced by the public response that the use of the short film is appropriate.
