Abstract

Indonesia is a country that places law as the only rule to play in society, nation and state. To limit freedom which is a human right, legal rules arise which aim to regulate public order, one of which is criminal law, which is a sanction law. Prison sentences in Indonesia, better known as correctional services, are one of the sanctions that aim to create a sense of suffering for the convicted person for losing freedom of movement, guiding convicts to repentance, educating him to become a useful member of Indonesian socialist society. One of the products of Corrections in realizing this is through parole, which is not only valid for Indonesian citizens but also for foreign nationals. Immigration as a state apparatus that handles foreigners both related to traffic and its supervision while in the Indonesian territory cannot be separated from the issue of parole for foreign inmates, especially in matters of residence permit and supervision. The author concludes that the mechanism for the implementation of Conditional Exemption and its supervision for foreign nationals is still considered ineffective because it is not in accordance with the principle of selective policy. In addition, the coordination carried out between Immigration and Correctional Services in the provision of parole to foreigners is only limited to fulfilling the conditions for the provision of parole for foreign citizens (administrative), but regarding the implementation of supervision there is no clear coordination where each institution only runs individual duties and functions.

Abstract

This study aims to develop the concept of immigration performance accountability based on the values of SMILE which is the acronym of “Simpatik, Mumpuni, Integritas, Lugas and Empati”. The study uses a Holistic paradigm, which considers theoretical and spiritual approach. The theoretical approach is carried out by the study of literatures while the spiritual approach is reflected through the understanding of the religious doctrine of truth. This paradigm tries to formulate the concept of holistic accountability. The results show that accountability does not only cover routine tasks and functions, but more importantly also the process of contemplation, meaning, and spirituality. Holistic accountability is the highest and the most abstract form of accountability that must be upholded by every public official i.e. a condition of being accountable not only to humans but also to the God

Abstract

People smuggling is one of the increasingly transnational organized crime. To eradicate the crime of human smuggling, the international community has established a convention of the United Nations Convention Against Transnational Organized Crime (UNTOC) and Protocol Against the Smuggling of Migrants by Land, Sea, and Air, Supplementing the United Nations Convention Against Transnational Organized Crime. One of the responsibility as a UNTOC participant is to preserve and protect the rights of people who are victims of people smuggling. Whereas in reality there are victims of people smuggling who complicity criminal acts. Victims who complicity can shelter under the UNTOC and its Protocol so that they are free from lawsuits. This thesis is to analyze how the legal review of victims who complicity in the occurrence of people smuggling by looking at the f complicity and relations between the perpetrators and victims.

Abstract

At the beginning of 2020 the whole world was in an uproar with the emergence of a virus that can attack the respiratory tract and can even make its victims die. Covid-19 or Corona Virus is the cause. When entering the end of 2019 in December the first Covid-19 cases appeared in the city of Wuhan, China (People's Republic of China). This virus spreads very quickly through droplets or fluids. At the beginning of March 2020, Covid-19 cases had started to enter Indonesia, precisely in Depok City. It is reported that there are 2 people who have contracted Covid-19.. People began to self-quarantine at home, and always maintain cleanliness by washing hands and using hand sanitizer. Some people even spray disinfectant in their homes to kill the Covid-19 virus. The government has also stepped in to tackle this problem. The government asks residents to always comply with health protocols and use masks and reduce activities outside the home if it is not too urgent. The Indonesian Directorate General of Immigration issues policies related to making passports during the pandemic, such as limiting the number of passport applicants in the immigration office. Applicants are also required to follow the health protocol rules set by the immigration authorities.

Abstract

Based on Law of Republik of Indonesia Number 25 of 2009 concerning public services, a public service provider must involve the community as a way or effort to build a fair, transparent and accountable system. The e-survey application provides convenience for users of immigration services in terms of accessing and providing an assessment of immigration services. Through this e-survey application, it is expected to improve the quality of immigration service performance to be better than before. This study aims to determine the effectiveness of the e-survey application on immigration services for Indonesian citizens at the Class I Checkpoint Immigration Office of Kupang, and what factors are supporting and inhibiting the effectiveness of using the e-survey application. The type of method used is descriptive qualitative - descriptive, with data collection carried out through interviews, observations, and documentation. Data analysis techniques are carried out by data reduction, data presentation, as well as drawing conclusions and verification. The results of this study indicate that the use of the e-survey application is running effectively, this is measured by using the four effectiveness indicators. The use of the e-survey application is supported by a QR-Code provided in banners and small boards. As well as to facilitate access for the public, free wifi is provided. While the inhibiting factor is unstable network conditions, not all applicants have smartphones and smartphones that don’t support QR-Code reading.

Abstract

Based on the cultural factors of the people who prefer audio-visual rather than typography, and the majority of people already have smartphones making it easier to access information through social media, based on this phenomenon, the Immigration Office requires to implement new ideas in packaging immigration information using short films. This study aims to determine the strategy of disseminating immigration information using short films and the public's response to the strategy. The reason for doing this research is that researchers are interested in the strategy of disseminating information using short films because apart from being able to provide entertainment to the public, they also provide education on Immigration information. This type of research is a qualitative research with a descriptive analysis approach. The object of this research is the Functionary of Immigration Office Class I TPI Bengkulu and the people of Bengkulu Province. The results of interviews in this study show that the society prefers information that uses audio visuals rather than typography. The target in this strategy is people aged 18 years and over or already have an ID card. The content of the message conveyed is presented with light subjet so that it is easily understood by the public. By adopting local wisdom the use of regional languages in short films to attract attention and make it easier for the public to understand the message of the short film. The media used are also those that are familiar with the community, namely Instagram and YouTube. This is evidenced by the public response that the use of the short film is appropriate.

Abstract

At this time the earth is being hit by the Corona Virus pandemic which has resulted in a lack of direct interaction in services and in the field of immigration, especially in reporting services for immigration permits for transportation equipment / ships. This situation has the potential to be exploited by unscrupulous individuals to carry out unscrupulous acts such as extortion and other things. Then the immigration office made an innovation, namely the application of the Port Transport Equipment Immigration Permit Reporting Information System, which was abbreviated as Sili Laba. The aim of the researcher was to determine the profile of the Sili Laba application, and the effect of the Sili Laba Innovation Strategy on the performance of the Class II TPI Belawan immigration office. In this study using quantitative methods. And the results of the research based on the regression test show that Y = 37.549 + 0.331X which states that for every additional 1 value of the innovation strategy, the performance value will increase by 0.331. Based on the results obtained from the above equation, the calculated t value is greater than the t table value, which is 6.064 > 2.021. So, from the results of the above equation it can be concluded that there is an influence given by the innovation strategy variable (X) on the performance variable (Y).

Abstract

The implementation of the new normal carried out by the government is a sign of the reopening of immigration residence permit services in the new normal order. With the opening of the residence permit service again, it will result in queues at immigration offices in the pandemic period. Overcoming this, therefore the Immigration Office (Class I Special) Ngurah Rai utilization of information technology through a website-based application called Online Residence Permit Registration Application (APITO). This research aims to find out about the general picture of APITO and measure the quality of APITO services. The research method used in this study is a quantitative method with Electronic Government Quality (E-Govqual) testing technique that is seen from the comparison of gap between perception values and apito user expectation values. The results of this study show that APITO aims to make it easier for applicants to get a scheduled arrival to the Immigration Office and make it easier for employees to control the number of applicants to be served. In addition, apito service quality is said to be quality on community support indicators (citizen support) with an average gap analysis value of 0,08, while it is said to be less quality on efficiency indicators with an average gap analysis value of -0,50, trust (trust) average gap analysis value of -0,09, and reliability (reliability) average gap analysis value of 0,16.

Abstract

The geographical condition of the work area and 2 Office Work Units is not balanced with the number of human resources available at the Sibolga Immigration Office, so that the immigration services provided are not optimal. The realization of maximum immigration services is influenced by several aspects, one of which is employee performance. The purpose of this study was to find out how to optimize the performance of human resources in improving the quality of passport services at The Immigration Office (Class II) of Border Controls Sibolga and to find out what factors were inhibiting and supporting the performance of human resources in improving the quality of passport services at The Immigration Office (Class II) of Border Controls Sibolga. This study used qualitative research methods. The data was obtained by conducting interviews with employees and applicants at the Immigration Office Class II TPI Sibolga. Then observations were made to observe and know firsthand the optimization of the performance of human resources at the Sibolga Immigration Office. Furthermore, an analysis of the data that has been obtained is carried out. From the results of this study, it is known that the optimization of the performance of human resources in improving the quality of passport services at The Immigration Office (Class II) of Border Controls Sibolga is carried out by providing motivation to employees, giving rewards and punishments (reward and punishment), training human resources and improving facilities and infrastructure. Office. The supporting factors for employee performance at the Sibolga Immigration Office include support from the local government and employee work discipline, the implementation of work discipline at The Immigration Office (Class II) of Border Controls Sibolga is divided into two, namely preventive work discipline and corrective work discipline. Then the inhibiting factor for employee performance at the Sibolga immigration office is the lack of human resources and the utilization of facilities and infrastructure is not optimal.

Abstract

The use of exam applications in Kantor Imigrasi Kelas II Sukabumi still uses open sources software, therefore it doesn’t fit the needs. Existing exam applications are still limited in available features. This community service aims to support schools in adopting CBT (Computer Based Test) in administering exams. The problems identified include weaknesses in the existing software and limitations in immigration officer literacy regarding its use. The method of implementing this community service is Service Learning. Activities consist of surveys and CBT software development, training, and mentoring. The implementation of the initial study identified the weaknesses of the existing application, namely regarding aspects of effectiveness and the required features that were unavailable. CBT development is conducted by enhancing usability through adding features and convenience. Training and mentoring are carried out to improve mastery and effectiveness of CBT use. The evaluation showed an increase in the immigration officer understanding of the application, the ability to make evaluations, satisfaction and the effectiveness of using the application. Other outputs were also fulfilled: the CBT application (UHW-CBT Kantor Imigrasi Sukabumi version), training modules, user manuals, intellectual property rights, and publications. This program has increased the adoption of CBT, which can be seen from the aspects of CBT software availability, use, literacy, a form of evaluation and recap, and test score ranking. The follow-up plan for this program is ongoing assistance according to partner needs.
