Hak atas informasi publik dijamin oleh negara. Namun, pengelolaan informasi publik di Kabupaten Aceh Barat belum berjalan sesuai amanat Undang-Undang Keterbukaan Informasi Publik. Hal ini dikarenakan masih terbatasnya pengetahuan dan keterampilan sumber daya aparatur pemerintahan dalam pelaksanaan ketentuan undang-undang dimaksud. Untuk itu, pelaksanaan pengabdian menjadi penting untuk percepatan layanan informasi publik di Aceh Barat. Tujuan umum pengabdian untuk meningkatkan kepatuhan badan publik Pemerintah di Kabupaten Aceh Barat dalam melaksanakan UU KIP. Sedangkan tujuan khususnya terdiri tiga bagian, yaitu menyampaikan umpan balik temuan pengabdian kepada badan publik Pemerintah Kabupaten Aceh Barat, meningkatkan kesiapan badan publik Pemerintah di Kabupaten Aceh Barat dalam melaksanakan UU KIP melalui penyusunan daftar informasi publik, serta meningkatkan layanan informasi publik di Pemerintah Kabupaten Aceh Barat dalam menyediakan dan mengumumkan informasi berkala, informasi yang tersedia setiap saat dan informasi serta merata. Pengabdian dilakukan melalui empat tahap, yakni melalui pertemuan awal dengan Sekretaris Daerah Aceh Barat selaku Atasan Pejabat Pengelola Informasi dan Dokumentasi Utama dan PPID Utama Kabupaten Aceh Barat, sosialisasi hasil pengabdian, workshop penyusunan daftar informasi publik, serta pendampingan dalam penyusunan daftar informasi publik. Berdasarkan pengabdian terhadap PPID Utama dan PPID Pembantu diperoleh bahwa proses koordinasi antara Tim Pertimbangan dan PPID Utama Kabupaten Aceh Barat menjadi penting dan strategis. Berikutnya, proses pendampingan telah menghasilkan daftar informasi publik PPID Utama dan PPID Pembantu di Kabupaten Aceh Barat, serta adanya kerja sama antara perguruan tinggi, OMS (MaTA), PPID Utama Aceh, dan PPID Utama Kabupaten Aceh Barat semakin mempercepat proses penyusunan daftar informasi publik Kata Kunci: Informasi Publik, Pejabat Pengelola Informasi dan Dokumentasi, Badan Publik, Daftar Informasi Publik, Layanan Informasi Publik, Kabupaten Aceh Barat.

In regional development is an important part of achieving national development goals. In detail we can read in the provisions of Article 1 number 3 in Law Number 25 of 2004 concerning the National Development Planning System, stated that "The National Development Planning System is a unified procedure for development planning to produce development plans in the long term, long term medium, and yearly carried out by state and community administrators at the central and regional levels ". Therefore regional development must be planned appropriately, in accordance with the needs of development which are always changing dynamically. Considering that regional development must be able to accommodate two aspirations at once, namely the aspirations of government superiors and the aspirations of the local community. Law Number 23 of 2014 concerning renewed Regional Government with Law Number 9 of 2015. And Law Number 11 of 2006 concerning the Government of Aceh. The main objective of Regional Autonomy is to improve the service and welfare of the community, the better and the development of democratic life, justice and equitable development, therefore freedom of information and involvement of the community in each development process is one way to achieve the objectives of the Regional Autonomy. The establishment of the Aceh Barat TP2D assistance team based on the legality of the law in the West Aceh Regent's Regulation Number 37 of 2017 concerning Guidelines for the Acceleration of Regional Development, dated October 24, 2017, after 14 (fourteen) days of the West Aceh Regent elected Ramli MS. West Aceh has an area of 12 miles of sea covering 957.38 km2 and 54.84 km of coastline which is administratively West Aceh Regency is divided into 12 District, 33 settlements, and 322 villages. Sea Pollution under Government Regulation No.19 / 1999 on Pollution Control and / or Sea Destruction: "The entry or inclusion of living things, substances, energies, and / or other components into the marine environment by human activities so that their quality falls to some extent causing the marine environment is no longer in compliance with the quality standards and / or functions ". The mining activities become one of the other causes of sea water pollution in West Aceh, both legal and illegal mining activities currently underway. One of the most phenomenal is coal mining that had fussed West Aceh residents. The waste that contains pollutants then into the coastal and marine ecosystems. Some are soluble in water, some are submerged to the bottom and are concentrated to the sediment, and some enter into the body tissues of marine organisms (including phytoplankton, fish, shrimp, squid, shellfish, seaweed and others). Dalam pembangunan daerah merupakan bahagian penting dari pencapaian tujuan pembangunan nasional. Secara rinci dapat kita baca pada ketentuan Pasal 1 angka 3 dalam Undang-Undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional, disebutkan bahwa “Sistem Perencanaan Pembangunan Nasional adalah satu kesatuan tata cara perencanaan pembangunan untuk menghasilkan rencana-rencana pembangunan dalam jangka panjang, jangka menengah, dan tahunan yang dilaksanakan oleh unsur penyelenggara negara dan masyarakat di tingkat Pusat dan Daerah“. Oleh sebab itu pembangunan daerah harus direncanakan secara tepat, sesuai dengan kebutuhan pembangunan yang selalu berubah secara dinamis. Mengingat pembangunan daerah harus mampu mengakomodir dua aspirasi sekaligus, yakni aspirasi pemerintah atasan dan aspirasi masyarakat tempatan. Undang-Undang Nomor 22 Tahun 1999 tentang Otonomi Daerah yang diperbaharui dengan Undang-Undang Nomor 32 Tahun 2004 maupun Undang-Undang Nomor 11 Tahun 2006 tentang Pemerintahan Aceh. Tujuan utama dari Otonomi Daerah adalah peningkatan pelayanan dan kesejahteraan masyarakat semakin baik dan pengembangan kehidupan demokrasi, keadilan dan pemerataan pembangunan, karenanya kebebasan informasi dan pelibatan masyarakat dalam setiap proses pembangunan merupakan salah satu cara untuk tercapainya tujuan dari Otonomi Daerah dimaksud. Berdiri nya tim asistensi TP2D Aceh Barat berdasarkan legalitas hukum tersebut dalam Peraturan Bupati Aceh Barat Nomor 37 Tahun 2017 tentang Pedoman Percepatan Pembangunan Daerah, Tanggal 24 Oktober 2017, setelah 14 (empat belas) hari dilantik nya Bupati Aceh Barat terpilih Ramli MS. Memperkuat dan mempercepat proses pembangunan Aceh Barat, maka Bupati Aceh Barat mengeluarkan Keputusan Bupati Aceh Barat Nomor 610 Tahun 2018 tentang Pembentukan dan Sekertariat Percepatan Pembangunan Daerah Kabupaten Aceh Barat Tahun Anggaran 2018, pada tanggal 4 Desember 2017.
