Hak atas informasi publik dijamin oleh negara. Namun, pengelolaan informasi publik di Kabupaten Aceh Barat belum berjalan sesuai amanat Undang-Undang Keterbukaan Informasi Publik. Hal ini dikarenakan masih terbatasnya pengetahuan dan keterampilan sumber daya aparatur pemerintahan dalam pelaksanaan ketentuan undang-undang dimaksud. Untuk itu, pelaksanaan pengabdian menjadi penting untuk percepatan layanan informasi publik di Aceh Barat. Tujuan umum pengabdian untuk meningkatkan kepatuhan badan publik Pemerintah di Kabupaten Aceh Barat dalam melaksanakan UU KIP. Sedangkan tujuan khususnya terdiri tiga bagian, yaitu menyampaikan umpan balik temuan pengabdian kepada badan publik Pemerintah Kabupaten Aceh Barat, meningkatkan kesiapan badan publik Pemerintah di Kabupaten Aceh Barat dalam melaksanakan UU KIP melalui penyusunan daftar informasi publik, serta meningkatkan layanan informasi publik di Pemerintah Kabupaten Aceh Barat dalam menyediakan dan mengumumkan informasi berkala, informasi yang tersedia setiap saat dan informasi serta merata. Pengabdian dilakukan melalui empat tahap, yakni melalui pertemuan awal dengan Sekretaris Daerah Aceh Barat selaku Atasan Pejabat Pengelola Informasi dan Dokumentasi Utama dan PPID Utama Kabupaten Aceh Barat, sosialisasi hasil pengabdian, workshop penyusunan daftar informasi publik, serta pendampingan dalam penyusunan daftar informasi publik. Berdasarkan pengabdian terhadap PPID Utama dan PPID Pembantu diperoleh bahwa proses koordinasi antara Tim Pertimbangan dan PPID Utama Kabupaten Aceh Barat menjadi penting dan strategis. Berikutnya, proses pendampingan telah menghasilkan daftar informasi publik PPID Utama dan PPID Pembantu di Kabupaten Aceh Barat, serta adanya kerja sama antara perguruan tinggi, OMS (MaTA), PPID Utama Aceh, dan PPID Utama Kabupaten Aceh Barat semakin mempercepat proses penyusunan daftar informasi publik Kata Kunci: Informasi Publik, Pejabat Pengelola Informasi dan Dokumentasi, Badan Publik, Daftar Informasi Publik, Layanan Informasi Publik, Kabupaten Aceh Barat.

Rural settlements are the history of the origin for some people even nearly reached the total for the life of Indonesian citizens. So much can be known in naming various villages in Indonesia; gampong, kampung, nagari, and so on. The settlement will be an interesting story that was started from portion of the issue of welfare, livelihoods, even re-survival after a bit of social upheavals and natural disasters. This paper will explore further the conditions are at two moment; past and present. Although it is not representative of the overall condition of the countryside in Indonesia, the author hopes this article become a representation when discuss what, why and how are the rural. This Research is about evaluation of the National Program for Community Empowerment of Marine and Fishery, in the matter of society business of salt empowerment in Prambangan Village, Kebomas District, Gresik Country. The purpose of study is to answer the problem of the study. And the research focus on: compile of detail planning for society business of salt empowerment at the Village Level, Distribution of community grants, increase of institutional capacity and Human Resources of Salt Farmers and Facilitation of partnership in society business of salt. This research use qualitative and descriptive methods. In collecting the data, researchers use the approach of observation, interviews, and focus discussion group. The techniques to analyze data is undertook qualitatively through steps of data reduction, data presentation and conclusion. Analysis was done by focusing on the findings of the data that has been gathered and the relevant information from the list of literature (secondary data). This research uses the evaluation and policy theory by FrankThomas J.Cook P.Schioli, Jr. and institutional theory. The results of this study find that the implementation of the National Program for independent society of empowerment of marine and fishery on society business of salt empowerment, which include: arrangement of detail planning of society business of salt empowerment in the Village Level, Distribution of community grants (CG), increase of institutional capacity and Human Resources (HR) of Salt Farmers provide yet an impacts expected and Facilitation of partnership in society business of salt do not provide yet an impact expected.Keywords: Evaluation, NPCEMF, CG SBSE

The purpose of this research is to know and to explain about the implementation of accountability for the management of the budget in the House of Representatives District (DPRK) Aceh Barat. This research uses nomative juridical method and nomative empirical. Research specifications are descriptive analytical mind. The data source that is used secondary data, through investigations books, official documents and research results of the experts in the form of reports. In addition to the collection of legal materials, also collected primary data that is done with how to perform the interview. The results of the study showed that the DPRK budget is a part that is not an inseparable part of the qanun Regency of Aceh Barat about APBK. The study also follows the discussion of the budget of other SKPK mechanism and discussed together between a team of Local Government Budget and Budget Committee DPRK. The realization of the Secretariat budget DPRK West Aceh good enough, almost all planned activities in 2016 can be implemented. DPRK budget supervision of West Aceh done by many parties, which is in addition to direct the Secretary of the DPRK authorities in West Aceh itself, also done by Inspektorat Jenderal, BPK district representatives of the province of Aceh and BPKP Aceh Province. It is recommended that the preparation of the Secretariat budget DPRK West Aceh on the future can be more is clarified again to prevent overlapping budget spending to one activity will be but with a different name. This study aims to analyze the readiness of the Navy of Simeulue in preventing illegal, unreported, unregulated (IUU) fishing and want to know what are the supporting factors and obstacles for TNI AL Simeulue in preventing IUU fishing. This study uses a qualitative method with a descriptive approach. Data retrieval is done by observation, interview and documentation techniques. The results showed that the readiness of AL Simeulue in preventing illegal, unreported, unregulated with various indicators, namely physical, mental, needs and knowledge conditions had fulfilled two indicators, namely physical and mental conditions. While the needs and knowledge cannot be said to be good. A supporting factor for the Navy of Simeulue in preventing IUU Fishing is the establishment of good coordination between the Simeulue Navy Post which is under Lanal Simeulue and the cooperation that has been established with other related agencies. In addition there are also obstacles to the Indonesian Navy's AL Simeulue in preventing IUU Fishing, namely the lack of facilities and infrastructure as well as weak coordination between the various agencies involved and can lead to overlapping of their respective authorities and policies, so it is very vulnerable to conflict of interests.Keywords: IUU Fishing, Readiness, Indonesian Navy Simeulue

Illegal fishing sangat melemahkan pengelolaan sumber daya perikanan, sehingga negara wajib mendukung pemberantasannya. Salah satu lembaga adat yang juga konsentrasi dalam pemberantasan kegiatan Illegal fishing tersebut adalah lembaga panglima laot. Adapun tujuan utama dalam penelitian ini adalah untuk mengetahui strategi lembaga panglima laot dalam mencegah illegal fishing di Kabupaten Aceh Barat. Target khusus yang ingin dicapai adalah terdapatnya data aktual yang selanjutnya dinarasikan secara histroris dan empiris terkait strategi kelembagaan panglima laot. Sedangkan metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik penentuan informan menggunakan teknik non probability sampling dengan cara purposive sampling, hal ini karena dalam penelitian kualitatif penentuan informan tidak untuk mewakili populasi tetapi melihat kedalaman data, sehingga diperlukan keahlian informan dalam permasalahan yang menjadi kajian dalam penelitian. Berdasarkan hal tersebut, maka informan yang digunakan dalam penelitian ini ditentukan berdasarkan tujuan atau pertimbangan tertentu peneliti. Hasil penelitian yang telah dilakukan, ditemukan data bahwa strategi yang dilakukan kelembagaan panglima laot dalam mencegah illegal fishing di aceh barat yaitu: “Membentuk kelembagaan panglima laot di tingkat lhok, Penguatan kelembagaan panglima laot di tingkat lhok, Menjalin kerjasama dengan berbagai stakeholder, Pelarangan penggunaan alat tangkap yang tidak ramah lingkungan” dan penerapan strategi tersebut terlihat belum efektif dilakukan. Kata Kunci: Aceh Barat, Efektivitas, Panglima Laot.

The Women are often used as political objects throughout the country to gain advantage in getting voice support to advance as representatives of the people or other political officials. This research is to analyze the culture of women as political object and want to know the factors that cause the influence of women is bigger when compared to men in West Aceh and Nagan Raya district. This research uses qualitative approach with descriptive type. The analysis is done by relying on the findings of data that have been collected and relevant information from the bibliography (secondary data). This study uses the theory of Gabriel A. Almond and Malinowsky theory. The results of the study found that in Aceh Barat District and Nagan Raya District, the perpetrators were always used as political objects in seeking support to gain power based on the parameters of Political Socialization, Political Recruitment, Political Communication and Political Culture. Factors that cause women as a political object are: Money Politic and Poverty, Lack of Political Education, Women as the Majority as well as the Conditions of a Patriarchal Society. This study aims to determine how public perceptions are and the factors that influence community perceptions in the service of obtaining birth certificates and death certificates at the Department of Population and Civil Registry of West Aceh Regency. The method used in this research is quantitative with data sources from 81 respondents who administer birth certificates and death certificates directly at Disdukcapil and the analysis technique used is correlation testing. The results of the study were carried out by testing the correlation between perceptual indicators and service indicators, it was known from the 9 tested service indicators, which obtained a correlation only on education indicators with personal service indicators which had test results of -0.270> 0.181 with a sig value of 0.015 and other supporting attributes. with age has a test result of 0.211> 0.181 with a sig value of 0.059. Disdukcapil in community service is good, provides comfort for the community, services are quite friendly and polite in providing, officers are responsible for receiving and solving problems from the community, getting convenience in administering birth and death certificates. So that it can be said that the factors that influence the service for obtaining birth certificates and death certificates are education for personal services and age for other supporting attributes.

This study discusses about implementation of the KUSUKA card policy in West Aceh Regency. KUSUKA Card is one of the mainstay service programs of the Ministry of Maritime Affairs and Fisheries to provide effective, efficient and targeted services to all members of the community who work in the marine and fisheries sector. This research uses qualitative method with a descriptive approach. The theory used in this research is the theory of the successful implementation of policy by Edward III. The result showed that the implementation of the KUSUKA card policy in West Aceh Regency was still not good because each indicator: Resources, Communication, Bureaucratic Structure and Disposition had not been fulfilled had not been fulfilled.

Research on the application of marine and fisheries minister regulation (PERMEN-KP) number 12 of 2013 on supervision of coastal area management aims to find out how far the implementation of the regulation is implemented. The method used in this research is descriptive qualitative with data retrieval technique that is observation, interview and documentation. The results of the research indicate that the interpretation of the Department of Marine and Fisheries on marine and fisheries ministerial regulation number 12 of 2013 in Aceh Jaya Regency is already understand the regulation of the minister of marine and fisheries well and in Aceh Jaya Regency also has a special police (POLSUS) which duty to carry out supervision on PWP3K, while its implementation in Aceh Jaya Regency can not be implemented properly, it can be known from the number of personnel POLSUS which is still lacking, the area of assignment, the lack of transportation means to patrol/ patrolling, the process of action by POLSUS still have constraints that is the lack of understanding of the main tasks and functions that have been determined, but the flow of implementation of action has been appropriate/ follow the flow of the process, while the process of guidance against communities that do the violations also not running well, whereas in terms of extrapolation Dinas Marine and Fisheries to the regulation of the minister of maritime and fishery number 12 of 2013 looks able to understand if marine and fishery ministerial regulations can be implemented properly and correctly it will give positive value to the region, especially the Department of Marine and Fisheries Aceh Jaya DistrictKeywords: DKP Aceh Jaya District, PERMEN-KP Number 12 of 2013, Supervision.
