Abstract

The use of land is a part of the fulfillment of human needs. The establishment of a large-scale infrastructure project often triggers an increase in land cover around its infrastructure project. Most of the increase in built up land tends to occur in areas that are traversed by or located near main accessibility routes such as toll roads. Although the construction of toll roads can improve accessibility between regions, land is a limited resource. So that it becomes the basis for researchers to identify the changes in land use in regencies and cities on the island of Sumatra that are crossed by toll roads that have been operating. The goal of land use change analysis is to give a description or explanation, predict, look at the effects, and make a decision (prescription). This research was conducted by identifying the changes in the existing land cover and predicting the land cover using cellular automata. Cellular automata have proven to be a method that is suitable for predicting the dynamics of land use through spatial simulation. The results show that there was an increase in the amount of land built from early 2017 to 2030. The covered land is developed around the toll gate after it is actively operated. In all provinces studied, deviation discrepancies were found in the conservation and cultivation areas. Deviations that occur in conservation areas need to be considered as there should be no land built in these areas, which means that there are cultivation activities in the conservation areas.

Abstract

Kawasan Taman Gajah merupakan guna lahan dikembangkan menjadi Ruang Terbuka Hijau (RTH) dan ruang publik yang mampu mengakomodir kebutuhan masyarakat. Untuk mendukung aksesibilitas pengguna ruang terbuka ini, prasarana transportasi perkotaan menjadi penting untuk diperhatikan terutama prasarana pejalan kaki. Perencanaan prasarana jalur pejalan kaki harus dilakukan berdasarkan kebutuhan pengguna ruang. Penelitian ini ditujukan untuk mengetahui kinerja jalur pejalan kaki dengan mempertimbangkan preferensi dan karakteristik pengguna. Pada sebagian besar ruas jalur pejalan kaki di Kawasan Taman Gajah terdapat hambatan samping yang terdapat pada jalur pejalan kaki diantaranya adalah kerusakan jalur pejalan kaki, parkir kendaraan pada jalur, serta keberadaan pedagang kaki lima (PKL). Hal ini menyebabkan masih banyak pejalan kaki yang melakukan perjalanannya di badan jalan. Juga diketahui dari perspektif pengguna, bahwa sebagian besar pengguna jalur pejalan kaki melakukan perjalanan dengan tujuan rekreasi. Pengguna jalur pejalan kaki di kawasan Taman Gajah juga ternyata merupakan pejalan kaki dengan perjalanan turunan yang sebelumnya menggunakan sepeda motor. Penataan jalur pejalan kaki di Kawasan Taman Gajah harus memperhatikan pedagang kaki lima (PKL) sebagai daya tarik kegiatan yang tidak mengganggu lalu lintas pejalan kaki juga lebih mendorong penggunaan kendaraan umum.

Abstract

The city of Bandar Lampung as the capital of Lampung Province causes a high number of movements so that traffic jams cannot be avoided on several roads in the City of Bandar Lampung. Responding to these problems, the city government of Bandar Lampung has carried out many flyovers as an effort to increase road capacity to meet high demand and is projected to continue to increase. The Teuku Umar flyover in Kedaton sub-district is one of the three flyovers built in 2017-2018. Jalan Teuku Umar has quite a variety of activities, namely the center of trade, education and health activities. This research was conducted to determine the impact caused by the construction of flyovers on traffic performance in both internal and external areas using a VCR projection on the affected roads. This research also considers land use in the vicinity of the projection, which is carried out using the Origin and Destination Matrix data, population projections, vehicle ownership projections, and road capacity. The results of the research analysis explain that the time limit for road services on existing roads / underpasses and flyovers is still stable with a VCR <0.85 is 15 years. However, the condition of the flyover section remains saturated, so the government in 2033 makes it important to limit building intensity.

Abstract

As the city growing bigger in line with population, urban economics will be alongside daily transportation. The high number of daily transportation need to be accommodated with urban public transport services. In 2011, Bandar Lampung City Government provide Bus Rapid Transit (BRT) as a mass public transportation service in Bandar Lampung City. But, after about 9 (nine) years, the number of Bus Rapid Transit (BRT) route services is drop. The sustainability is questioned due to the number of passengers and operating routes continuously down, starting from 7 (seven), to 3 (three) then today is only 1 (one) left. But the city without public transportation service certainly become a bad precedent. Rajabasa Route-Panjang is the only Bus Rapid Transit (BRT) service exist. The vehicle operating costs calculation shows about IDR 648,101,870 / year, IDR 1,874,252 / day, IDR 312,375 / trip, IDR 8,255 / km, IDR 156,188 / hour and IDR 3, IDR 124 / seat needs to be provided by the regulator/government to ensure the service.

Abstract

Kota Bandar Lampung sebagai ibukota Provinsi Lampung menyebabkan jumlah pergerakannya tinggi sehingga kemacetan lalu lintas tidak dapat dihindari pada beberapa ruas jalan di Kota Bandar Lampung. Menanggapi hal permasalahan tersebut, pemerintah Kota Bandar Lampung melakukan banyak pembangunan jalan layang (flyover) untuk sebagai upaya peningkatan kapasitas jalan untuk memenuhi kebutuhan yang tinggi dan diproyeksikan untuk terus meningkat. Flyover Pramuka yang termasuk kedalam wilayah Kecamatan Rajabasa merupakan salah satu dari tiga jalan layang yang dibangun pada tahun 2017-2018. Jalan Pramuka memiliki kegiatan yang cukup beragam yaitu pusat kegiatan perdagangan, pendidikan, dan kesehatan. Penelitian ini dilakukan untuk mengetahui dampak yang ditimbulkan oleh pembangunan jalan layang terhadap performa lalu lintas baik di wilayah internal maupun eksternalnya menggunakan proyeksi VCR pada jalan yang terdampak. Penelitian ini juga mempertimbangkan penggunaan lahan di sekitar Proyeksi dilakukan menggunakan data Matriks Asal dan Tujuan, proyeksi jumlah penduduk, proyeksi kepemilikan kendaraan, serta kapasitas jalan. Hasil analisis penelitian menjelaskan bahwa batas waktu pelayanan jalan pada jalan eksisting/ underpass dan flyover tetap dengan arus stabil dengan VCR < 0.85 adalah 15. Namun kondisi ruas flyover tetap jenuh sehingga pemerintah di tahun 2033, menjadikan batasan intensitas bangunan penting dilakukan.

Abstract

The Teuku Cik Ditiro flyover which is included in the Kemiling District area is one of the three flyovers built in 2017-2018. This research was conducted to determine the impact caused by the construction of flyovers on traffic performance in both internal and external areas using a VCR projection on the affected roads. It will be known that the saturation time of the existing road and flyover is known with the method of sensitivity analysis through gradual loading. The results showed that the construction of the flyover caused the existing road conditions and the flyover side to become saturated in 2028-2038. So it is important for the Government of Bandar Lampung to anticipate this by setting the building intensity rules. The types of activities that exist in the internal region and the external region are dominated by trade and services. Setting the building intensity as a form of flyover optimization is important to pay attention to the direction of the spatial structure plan which also traffic loads affects on existing roads and flyovers.

Abstract

Besides of the lecture buildings and laboratories facilities, transportation modes are also needed to facilitate academicians’ movement needs. Institut Teknologi Sumatera (ITERA) is the first public technology institution on Sumatra, which is located on the border of South Lampung regencies and Bandar Lampung City. From the survey results, it is known that 27% of the academic community, consisting of lecturers, education staff, and students, do not own private vehicles. It caused an accessibility problem, which is the absence of public transportation that serves internal movements for the captive group. In campus internal service transportation’s planning, there are several analyzes will be carried out to find out how important the internal movement facilities in the ITERA campus area, and the types of vehicles that can serve the movement requests that occur. Based on the survey results, it is known that the internal campus movements are carried out by all ITERA academicians, with the peak transfer hour at 15.00-16.00 WIB. From the analysis of the existing geometric conditions, it can be seen that the lane width on the ITERA internal ring road is more than 2.5 m, which means that it is sufficient to serve the movement Light Vehicles (LV) and medium or large buses according to the type classification. land public transport vehicles. In addition, from the choice group, more than 50% of respondents stated that they are willing to use public transportation that serves the internal movements of the ITERA campus if these facilities are already available.

Abstract

The development of the metropolitan area is in line with the development of toll road infrastructure. This has implications for changes in the use of built-up land, population and economy. The areas most affected by the construction are located around the entrances and exits of the toll gates. However, along with changes in the use of built-up land that continues to grow, the amount of land available is limited. So that it can cause a mismatch of land use designation with the designation plan. Based on these problems, it is necessary to study the effect of toll road infrastructure development on changes in built-up land use, population and economy. The results showed that there was an increase in built-up land covering an area of ​​3,148.31 Ha, population of 273,997 people and in several PDRB sectors. Meanwhile, based on the results of changes in built-up land against the suitability of the South Sumatra Province Spatial Planning there are only 75.69% of the area of ​​built-up land that is in accordance with its designation. It is necessary to evaluate changes in built up land in Patungraya Agung Metropolitan Area so that land changes are built in accordance with efficient spatial planning.
