Abstract

The research entitled "Analysis of the Implementation of Smart Governance through Twitter in Local Governments in Indonesia" is a study that focuses on the analysis of branding, criticality, participation, and transparency. This study aims to find out about the use of Twitter in Government. This research is qualitative research using artificial-intelligent software NVivo 12 Plus. The results showed that the function of branding in the health sector in Central Java dominated, followed by DKI Jakarta, Bandung City, and Surabaya City. The superior crisis function is the health crisis with the highest position, namely Central Java, Bandung City, DKI Jakarta, and Surabaya City. The participation function superior in terms of public engagement is DKI Jakarta; the participation function in the superior collaboration field is the City of Surabaya, Bandung City, and Central Java. The function of transparency in terms of superior service is DKI Jakarta, Surabaya City, Central Java, and Bandung City.

Abstract

Abstract: The concept of Collaborative Government as an alternative base is considered capable of realizing the acceleration and implementation of Tourism Areas. Collaborative Governance as a new paradigm used to face diverse issues in a complex society, a paradigm in which the principle of prnsip basically the existence of equality of relationships among stakeholders in the public, private and public sectors. It is also a process that involves various stakeholders who are related for the benefit or achieving a goal. This study analyzed Collaborative Governance in Sustainable Tourism Management, especially in Nglinggo Tea Plantation Tourism Kulon Progo Regency. Then, this research uses qualitative research method. The research results of Nglinggo Tea Plantation Tourism Kulon Progo Regency is one of the sources of income for local communities with the level of tourists visiting tourism to also increase people's income.Keywords: Collaborative government, Sustainable; Tourism

Abstract

This study aims to develop an understanding of opinion leadership in improving communication about digital media to encourage deeper engagement and share information on various digital platforms in identifying opinion leadership. Novelty in this study is the response to the opinion leaders of the East Kalimantan Governor’s political discourse in the Covid-19 response policy. This research uses qualitative research. Data was collected using primary data in the form of in-depth interviews with the people of East Kalimantan and supported by secondary data in the form of fifteen online media and the official website of the East Kalimantan government. Data analysis using Nvivo 12 Plus software to get more professional results. The results of this study are that the Covid-19 management policy received positive and negative responses from the people of East Kalimantan, each showing a figure of 21.43 per cent and 78.57 per cent. This study concludes that there is no harmony between the opinions of political leadership in the media and the implementation of existing policies in the community. The opinion of the leadership of the Governor of East Kalimantan can play a central role in disseminating broad and fascinating ideas based on ideas classified into five different types, each based on knowledge, education, expertise, innovation, media presence.Keywords: Covid-19, east Kalimantan, policy, opinion leadership, response ABSTRAKPenelitian ini bertujuan untuk mengembangkan pemahaman tentang kepemimpinan opini dalam meningkatkan komunikasi tentang media digital sehingga mendorong keterlibatan yang lebih dalam, untuk berbagi informasi di berbagai platform digital dalam identifikasi kepemimpinan opini. Novelty dalam penelitian ini yaitu respon kepemimpinan opini wacana politik Gubernur Kalimantan Timur dalam kebijakan penanggulangan Covid-19. Penelitian ini menggunakan penelitian kualitatif. Pengumpulan data dilakukan dengan menggunakan data primer berupa wawancara-mendalam (in-depth interview) dengan masyarakat Kalimantan Timur. Didukung oleh data sekunder berupa lima belas media online dan web resmi pemerintah Kalimantan Timur. Analisis data menggunakan software Nvivo 12 Plus, agar mendapatkan hasil yang lebih profesional. Hasil penelitian ini yaitu dalam kebijakan pengelolaan Covid-19 mendapatkan respon positif dan negatif dari masyarakat Kalimantan Timur, masing-masing menunjukkan angka sebesar 21,43 persen, dan 78,57 persen. Kesimpulan dari penelitian ini yaitu belum ada keselarasan antara opini kepemimpinan politik dalam media dengan implementasi kebijakan yang ada di tengah masyarakat. Opini kepemimpinan Gubernur Kalimantan Timur dapat berperan sentral dalam penyebaran ide yang luas, dan sangat menarik berdasarkan gagasan yang telah diklasifikasikan dalam lima jenis yang berbeda, masing-masing berdasarkan pengetahuan, edukasi, keahlian, inovasi, kehadiran dalam media. Kata Kunci: Covid-19, Kalimantan Timur, kebijakan, opini kepemimpinan, respon

Abstract

This research is motivated by the large distortion of development inequality between villages and cities, in addition to the strengthening of the village's position as the spearhead of national development based on Law Number 6 of 2014 concerning Villages. In implementing village governance, there are many crucial problems, such as the lack of use of village funds which is oriented towards accelerating the capacity of human resources (HR), neglect of these conditions has an effect of underdevelopment. In addition, the lack of community empowerment efforts by the village government, this condition is exacerbated by the weak skills of village apparatus human resources in the implementation of financial management even though they have complete facilities. This study uses the basis of the capacity analysis proposed by Kapucu (2012) which consists of aspects of organizational aspirations, strategy, organizational skills, human resources, infrastructure, organizational structure, and culture. The results showed that the capacity of Aji Kuning Village based on the aspirations aspect went well because there was a clear vision and mission that could be implemented in development programs based on community participation, then the strategic capacity was more oriented towards strengthening infrastructure and implementing village government compared to community empowerment efforts. This is in line with the weakness of networking as a result of weak human resources in the position of village financial affairs, this condition has an impact on the excessive workload delegated to village officials even though they have their own duties and functions. In addition, the organizational cultural capacity of Aji Kuning Village emphasizes the principle of equality and transparency in various village financial governance plans (APBDes)
