Abstract

This research is a qualitative one. Direct observation are held in the Department of Civil Population and Family Planning, and Integrated One-step Service office. During the research process a range of primary and secondary data was collected. The primary data came via some interviews with the recepients of public services and questionaires that are distributed to them, while secondary data source included the legal products from the central government and local government. The result showed that: 1) the quality of public service bureaucracy in Tulang Bawang District in the era of regional autonomy has not fulfilled the target that was expected by service users, 2) the factors that affect the quality of public service bureaucracy are the large bureaucratioal structure, the unprofessional behavior of the bureaucracy, the incompetence bureaucratic leadership behavior, while ethics has not yet become priority in delivering public services, 3) some efforts that can be done in order to improve the quality of public services are: (a) enhancing the functions of local government institutions, including compose better system and procedures, restructure the organization and its working procedures, and evaluate services, (b) improving the quality of personnel resources, including increase their competences, gift, reward and punishment, (c) improving service performance, including the ethics of services, discipline of services, transparency of costs, better handling public complaints, use of information technology, (d) enhancing the function of supervision through the performance of service personnel, including internal and external controls.

Abstract

The problems in this study are: (1) Is there an influence of Intrinsic Factors on Employee Motivation in Metro District in Metro City Centers? (2) Is there an Effect of Extrinsic Factors on Employee Motivation in Metro District, Metro City Center? (3) Is there a joint effect of Intrinsic Factors and Extrinsic Factors Against Employee Motivation in Metro District Metro City Center?The plan in this study is to use a survey method. By means of the census it is intended that all populations are also sampled because the population is limited and allows researchers to examine all populations using questionnaires as a data collection tool. explore the factors that cannot  be revealed in the questionnaire..The results showed that there was a partial effect of intrinsic factors on employee motivation, as well as extrinsic factors influencing employee motivation. In Metro District Metro City Center, the greatest influence of the variables forming job satisfaction was the achievement dimension, while the smallest dimension of the variables forming intrinsic factor is the dimension of responsibility. Then the biggest dimension of the extrinsic factor is the Salary Dimension while the smallest dimension of the extrinsic factor variable is the working condition dimension.Intrinsic Factors and Extrinsic Factors together have a positive effect on Employee Motivation at the Central Metro District Office. The contribution of the Intrinsic Factor and Extrinsic Factors to Employee Motivation is in the moderate but not optimal category, this shows that there are still employees who have not fully carried out their duties properly. This happens because there are still outside variables that are influential but not examined.

Abstract

The essency of national defense is a dynamic condition of local communitie that provides ductility and toughness as a reflection of the ability to develop their potential and power of. It is used to face and overcome all forms of Threats, Challenges, Barriers and Disorders (TCBD), which may jeopardize the integrity, identity and survival of the nation and the struggle for national development goals in the region.Based on the measurement model applied by the Indonesian Defense Organization, the parameters of the elements of geography, demography, natural resources, economic, social, cultural, defense and security, ideology, politics, willingness and ability to build, as well as overseas response, analysis of National security in Lampung Province compared with the national condition are at the center position. The endurance geography of Lampung Province is strong and need to be maintained and enhanced as seen from its location, Lampung Province has strategic and economic position, especially in the national transportation lines, both overland and sea lanes. The quality of public services and performances in some districts / cities classified as bad, it will have implications for the development of investment in Lampung that impact the durability of the overall area of Lampung province.In general, in terms of quantitative values Astagatra, National Security of Lampung province is in the range between 43.534 to 76.110, or rather the corresponding calculation of 59.822 categorized quite strong. National Security conditions in Lampung province will continue to increase if the efforts to improve dynamic factors continue to be prioritized.
