Abstract

ABSTRACTThis paper aims to examine the social impacts of e-commerce on regional integration in Southeast Asia. This paper argues that the existing literature takes for granted the positive relations between trade and regional integration; define narrowly regional integration in economic terms; and thus, focus mainly on economic impacts of e-commerce to regional integration in Southeast Asia. In contrast to this existing view, regional integration envisioned by ASEAN is not only economic but also social, emphasizing the development of a sense of belonging among regional members. In addition, the logics of the business sector, including e-commerce, may or may not be in line with the logics of ASEAN in imagining regional integration, and thus giving a possibility for the convergence or divergence of interests between the two. Applying constructivist approach on how imagination and transaction contribute to promoting region-ness among regional members, this paper finds that the imagination and transaction of e-commerce actors in the region has not had significant social impact to regional integration and may even develop risk of widening the gap among Southeast Asian countries as the imagination and transaction of many of the e-commerce actors in Southeast Asia are concentrated in the more developed parts of the region.Keywords: E-Commerce, Regional Integration, Southeast Asia, Constructivism

Abstract

This study aims to examine the diplomacy of quasi-state in a territorial dispute by using the case of Taiwan in the South China Sea. The discussion on quasi-state is not mainstream in International Relations, and thus its concept and theories are not well developed. By the rise of globalization, however, quasi-states have a more active presence and that many parties involved in conflicts which resolutions require understanding on quasi-state, including the South China Sea Disputes. This paper argues that quasi-state suffers from legal and political weaknesses, and consequently, the diplomacy of quasi-state could be examined using theories on the diplomacy of weak states which include multitrack diplomacy to deal with its legal weaknesses and hedging to deal with its political shortcomings. Employing a qualitative method based on primary and secondary sources on Taiwan evolving policy on the South China Sea, this paper found that the diplomacy of Taiwan in the South China Disputes also follows this pattern.

Abstract

Penelitian ini bertujuan untuk membahas faktor penghambat delimitasi batas darat yang dilakukan oleh pemerintah Indonesia dan Timor Leste pada unresolved segment di Desa Manusasi periode 2014-2018. Penelitian ini menggunakan issue-level approach dari kajian sengketa wilayah yang menyatakan bahwa kombinasi faktor kewilayahan dan visibilitas domestik merupakan faktor yang berpengaruh terhadap dinamika sengketa wilayah. Dalam hal ini, dinamika sengketa yang masih berlangsung namun relatif stabil disebabkan karena kombinasi kewilayahan yang memiliki nilai, baik tampak maupun tidak tampak, namun visibilitas di level nasional kurang. Argumennya, wilayah yang memiliki nilai tertentu akan sulit diselesaikan sehingga memerlukan waktu lama. Namun kurangnya visibilitas sengketa diantara masyarakat di level nasional membuat tensi tetap stabil dikarenakan absennya tekanan dari masyarakat kepada pemerintah untuk menyelesaikan sengketa ini. Penelitian ini menemukan bahwa kombinasi kedua faktor ini juga berpengaruh dalam kasus delimitasi batas darat Indonesia-Timor Leste di Manusasi hingga 2018.Kata Kunci: Delimitasi Batas Darat, Indonesia-Timor Leste, Desa Manusasi (Bijael Sunan-Oben)This research aims to discuss factors inhibiting land border delimitation between Indonesia and Timor Leste on the unresolved segment in Manusasi Village between 2014 and 2018. This research uses issue-level approach from the study of territorial dispute which stated that the combination of territoriality and domestic visibility are among factors contributing to the dynamics of territorial disputes. In this case, the dynamics of the dispute which was still ongoing yet relatively stable is the result of the combination of its territoriality which is salient for its tangible or intangible value. However, the lack of visibility among audience at the national level keep the tension of the dispute stable because of the lack of pressure from the society to the government to solve this dispute. This research found that the combination of these two factors also contributes to the case of land border delimitation between Indonesia and Timor Leste in Manusasi until 2018.Keywords: Land Border Delimitation, Indonesia-Timor Leste, Manusasi Village (Bijael Sunan-Oben)
