Abstract

Merujuk pada konstitusi Indonesia, Indonesia adalah negara hukum. Sebagai konsekuensinya, maka aturan atau norma hukum harus dipatuhi dan ditegakkan oleh dan untuk seluruh warga negara atau masyarakat tanpa terkecuali dari orang dewasa hingga anak-anak. Namun fakta yang dapat dilihat adalah pada masa saat ini bahwa banyak terjadi permasalahan terkait menurunnya moralitas (dekadensi moral) dari para kawula muda hingga bahkan anak-anak yang berujung pada terjadinya pelanggaran hukum. Hal ini juga terlihat di kota Pematang Siantar, khususnya di sekolah sasaran pelaksanaan tri dharma Pengabdian kepada Masyarakat (PkM) yaitu SD Swasta HKI 3 Pematangsiantar yaitu terjadinya dekadensi moral pada anak-anak yang dapat dilihat dari beberapa siswanya masih ada yang sulit untuk diatur ketika berada di lingkungan sekolah sebagai efek rasa hormat pada guru menurun, ada yang berkelahi, ada yang melakukan tindakan perundungan, serta sudah ada siswa yang terpapar pornografi. Solusi atas permasalahan yang ditemui adalah dengan melakukan pengenalan hingga penguatan profil pelajar pancasila yang telah dituangkan dalam Peraturan Menteri Pendidikan dan Kebudayaan Nomor 22 Tahun 2020 tentang Rencana Strategis Kementerian Pendidikan dan Kebudayaan Tahun 2020-2024. Pengenalan hingga penguatan tersebut bermanfaat agar para siswa memahami dan mulai menumbuhkan sikap atau karakter yang patuh dan sadar hukum, dan hal ini berkontribusi untuk menghasilkan generasi penerus yang berkarakter baik. Kegiatan PkM ini dilaksanakan dengan durasi waktu 1 hari, pada hari rabu, tanggal 30 November 2022 dengan metode ceramah diselingi diskusi, dilanjutkan dengan simulasi role playing sebagai contoh dari penjelasan materi ceramah, dan diakhiri dengan kuis berhadiah alat tulis bagi siswa yang dapat menjawab pertanyaan seputar materi ceramah dengan baik dan benar.

Abstract

Research on digital literacy in MSMEs has gained attention; however, its intersection with women’s entrepreneurship and cultural heritage in sustainable tourism remains underexplored. This study seeks to fill this gap by examining how digital literacy and local wisdom jointly influence the sustainability of women-led MSMEs in Lake Toba, Indonesia, a UNESCO Global Geopark. A qualitative approach was applied through in-depth interviews with 50 women entrepreneurs engaged in culinary, handicraft, homestay, and creative sectors, along with officials from the Cooperative and the MSME Office of Samosir Regency. The data were analyzed using thematic coding to uncover patterns of opportunities, constraints, and resilience strategies. The study reveals that women entrepreneurs serve as both economic actors and cultural custodians yet face significant challenges, including low digital literacy, limited financing access, seasonal dependency, and domestic burdens. Despite these barriers, the findings highlight a novel synergy between digital literacy and local wisdom that fosters value creation, eco-friendly innovation, and cultural-based brand storytelling as pathways to sustainability. As this was a single-case qualitative study, the results were context-specific and may not be broadly generalizable. Theoretically, this study integrates digital literacy and cultural heritage into the MSME sustainability discourse. Practically, it provides policy recommendations and training models to promote women’s empowerment and sustainable rural tourism.

Abstract

Ideologi dan konstitusi Indonesia telah menjelaskan, mengatur secara jelas dan tegas hak setiap warga negara untuk memilih untuk menganut kepercayaan maupun agama serta hak atas persamaan dan kesetaraan namun jaminan perlindungan untuk menganut suatu kepercayaan atau keyakinan dan hak untuk diperlakukan setara sesuai amanat Pancasila dan UUD 1945 pada tataran implementasinya masih belum dirasakan oleh penghayat kepercayaan. Berdasarkan analisis permasalahan, bahwa efektif atau tidaknya perlindungan hukum hak konstitusional penghayat kepercayaan parmalim pra dan pasca Putusan Mahkamah Konstitusi RI No. 97/PUU-XIV/2016 ditentukan oleh faktor isi dari norma/aturan hukumnya yang mengatur perihal pengosongan kolom agama pada data kependudukan para penganut kepercayaan secara umum dan parmalim merupakan salah satu penganut kepercayaan. Lalu ada faktor penegak hukumnya, yaitu para ASN yang menerapkan UU Adminduk, serta faktor sarana berkaitan dengan SIAK yang hanya mencantumkan 6 agama resmi yang diakui negara, serta terakhir aspek masyarakat dan kebudayaan, yaitu adanya sikap dari sebagian masyarakat beragama resmi dan diakui negara yang tidak mengakui para penganut kepercayaan parmalim dan aliran-aliran kepercayaan lainnya di Indonesia.

Abstract

As a country with a constitution as the highest fundamental law, Indonesia regulates and distributes state functions to state power organs, which are then referred to as State Institutions. One of the state institutions regulated in the constitution is the State Ministry Institution, which is governed by Article 17 paragraph (1) of the 1945 Constitution of the Republic of Indonesia, stating that the President is assisted by State Ministers. Article 17 paragraph (4) regulates that the establishment, amendment, and dissolution of state ministries are governed by law. This then became a polemic, because the People's Consultative Assembly (MPR) of the Republic of Indonesia had agreed to the Revision of Law Number 39 of 2008 on State Ministries, with one of the important points of change being the absence of a limit on the number of ministries, so that the number of ministries formed and established by the President is in accordance with the needs of state administration. The issues raised in this scientific article are: First, How to Critically Review and Analyze the Revision of Law Number 39 of 2008 on State Ministries from the Perspective or Doctrine of the Indonesian Rule of Law and the Principles of Pancasila Democracy, and Second, Whether the Revision of Law Number 39 of 2008 on State Ministries is in accordance with the Perspective or Doctrine of the Indonesian Rule of Law and the Principles of Pancasila Democracy. The research method used to address the issues in this scientific article is the normative legal research method with a conceptual approach. The conclusion drawn from the problem-solving answers is: First, that the Perspective or Doctrine of the Indonesian Rule of Law and the Principles of Pancasila were not used as guidelines and were ignored by the State in the process of Revising Law Number 39 of 2008 on State Ministries, and Second, that the Revision of Law Number 39 of 2008 on State Ministries does not yet align with the Perspective or Doctrine of the Indonesian Rule of Law and the Principles of Pancasila Democracy.

Abstract

Program Makan Bergizi Gratis (MBG) dan Koperasi Desa Merah Putih (KDMP) merupakan kebijakan prioritas nasional pemerintah periode 2024–2029 untuk mewujudkan kesejahteraan sosial dan memperkuat ekonomi kerakyatan. Namun, regulasi melalui Perpres Nomor 1 Tahun 2025 tentang Badan Gizi Nasional dan Permenkop UKM Nomor 3 Tahun 2025 menimbulkan persoalan ketatanegaraan. Artikel ini bertujuan mengkaji kesesuaiannya dengan prinsip Negara Hukum Indonesia, asas ketatanegaraan, Asas-Asas Umum Pemerintahan yang Baik (AAUPB), prinsip good governance, serta dampaknya terhadap otonomi desa. Penelitian menggunakan metode yuridis normatif dengan pendekatan perundang-undangan, konseptual, dan historis. Hasil kajian menunjukkan bahwa MBG memiliki dasar konstitusional yang kuat berdasarkan Pasal 28H dan 34 UUD NRI 1945, tetapi desain kelembagaannya belum mencerminkan asas desentralisasi dan subsidiaritas. Sementara itu, KDMP yang dibentuk secara top-down bertentangan dengan prinsip koperasi berbasis keanggotaan sukarela menurut Pasal 33 ayat (1) UUD NRI 1945 dan Undang-Undang Perkoperasian, serta berpotensi melemahkan otonomi desa. Dari aspek administrasi, kedua program juga belum sepenuhnya memenuhi AAUPB, terutama asas kepastian hukum, partisipasi, keterbukaan, dan larangan penyalahgunaan wewenang. Temuan ini menegaskan perlunya perbaikan desain kebijakan agar sejalan dengan prinsip negara hukum yang desentralistis dan partisipatif.

Abstract

Bullying remains a serious problem in many schools in Indonesia. In general, data from the UN Children's Fund (UNICEF), released in 2021, indicates that approximately 30% of students have experienced bullying at school. The prevalence of bullying tends to make children who are victims feel afraid, isolated, and stressed, which negatively impacts their mental health and academic performance. Bullying cases in schools in Indonesia are quite concerning. The Indonesian Child Protection Commission (KPAI) recorded 17 cases of physical violence in 2021, resulting in six student deaths and one paralysis. This Community Service (PkM) activity aims to educate the academic community of Muhammadiyah 55 Kandangan Private Middle School so they understand the dangers of bullying and understand character education from an early age as a way to prevent bullying in and outside of school. The results obtained through the implementation of the PkM activity are that the students of Muhammadiyah 55 Kandangan Private Middle School have a better understanding of the meaning, types, and dangers of Bullying, as well as character education efforts as the best way to reduce and prevent Bullying at school and outside of school. The school and the PkM Team have almost the same views and suggestions, namely that there is a need for further activities in other forms, for example a Workshop within the framework of the Anti -Bullying School strengthening project
