Abstract

New tourist villages generally face general problems such as a lack of understanding about tourism and communityempowerment, so the community's lack of ability to cultivate the potential of the region. By equipping themselves withthe CCB concept of good management can maximize the performance of tourist villages. The problems that ariserelated to the capacity faced by the Bagot Tourism Village. The purpose of this study is to identify the capacity ofindividuals, organizations, and communities in the Bagot Tourism Village and to evaluate the capacity for communityempowerment in the Bagot Tourism Village. A qualitative approach was used in this study by conducting in-depthinterviews with informants who benefited directly and indirectly from the Bagot Tourism Village. The results of theanalysis that has been carried out that it was found that the Bagot Tourism Village at the individual, organizationaland community level has a moderate capacity. The evaluation carried out on the empowerment and capacity of theBagot Tourism Village shows that the social empowerment and psychological empowerment of the Bagot TourismVillage community are in the high category and political empowerment which is felt to be in the medium category.Keywords : Community capacity; Empowerment; Tourism village

Abstract

Sibandang Island is part of the Toba Caldera UNESCO Global Sibandang Island, part of the Toba Caldera UNESCO Global Geopark, possesses significant cultural and natural potential, yet faces substantial challenges in tourism promotion. Previous research indicated that marketing feasibility was only 8%, despite cultural and natural potential reaching 98%. This disparity highlights the absence of a targeted and sustainable promotional strategy. This study aims to design a sustainable tourism promotion strategy for cultural events on Sibandang Island, emphasizing local cultural authenticity and sustainability, with a focus on cultural and technological pillars. The methodology employed is qualitative descriptive research. Data analysis utilizes content and thematic analysis based on indicators from a sustainable promotion matrix. Subsequently, the analysis results are developed into a promotional strategy using the SOAR (Strengths, Opportunities, Aspirations, Results) approach. The targeted output is a local culture-based sustainable tourism promotion strategy in the form of a final document, intended as a reference for local government, tourism awareness groups (Pokdarwis), and tourism promotion stakeholders. This research is expected to enhance the effectiveness of tourism promotion and contribute to the sustainable preservation of local culture on Sibandang Island.

Abstract

This study explores the application of the Asset-Based Community Development (ABCD) framework in supporting community-based event management in Sibandang Island. As a part of the Toba Caldera UNESCO Global Geopark, Sibandang Island holds cultural and natural significance yet faces challenges in mobilizing local capacity for tourism events such as the annual community festival (pesta rakyat). Using a qualitative approach, data were collected through interviews with residents, community leaders, and organizers, and analyzed using NVivo to map community assets. Findings show six primary asset categories: human, social, economic, physical, natural, and cultural-spiritual assets. The integration of these assets supports the 3A elements in tourism (Attraction, Accessibility, Amenities) but also reveals gaps in infrastructure and capacity. Despite challenges in logistics, infrastructure, and management capacity, the ABCD approach enabled strong community ownership and enhanced social cohesion.
