Abstract

Causality is an important concept in applied econometrics. It helps us to identify the direction which variable is a cause (policy) and which one is an impact. This paper applied the technique of Granger causality to determine the causal relationship between total government expenditures, total tax revenues, and regional income in the case of regencies’/ rmunicipalities’ local government in Indonesia over the period of 1988-2003.Unlike other researchers, this study breaks down the total local government expenditures into operating and capital expenditures. Similarly, the total local government revenues are specified further into local own revenues and intergovernmental transfers (tax & non tax revenue sharing and grant). Using annual panel data, the analysis discovers a firm bidirectional effect from expenditure to revenue. Meanwhile, we found a unidirectional between regional income and grant. It suggests that the preference of controlling either the spending or revenue decisions is conducted both central and local governments to synchronize fiscal performance. Policy implication that could be drawn is that local governments may increase regional economic performance without depending on grants from central government. Keywords: local government, revenue, expenditure and causality

Abstract

The main problem of this research was to analyze the local government response to the intergovernmental transfers. The main objective of this research was to get a deeper analytical results about the contribution of the intergovernmental transfers on the local own revenue, routine and development expenditures in the case of district and municipality gov¬ernments in Indonesia over the period of 1988-2002.Using the simultaneous equation system, we concluded that the intergovernmental transfers stimulate the increase of the local government expenditures larger than that of the local own revenue. It seems that the dependency of local government onto the intergovern¬mental transfers will be worse. The local governments in the long run tend to use the exter¬nal borrowing to finance the increase of their expenditures. Those results above suggest that (1) the distribution of intergovernmental transfers among regions should consider the local tax effort, and (2) services minimum standard plays an important role to realize the expen¬ditures efficiency. Keywords: Intergovernmental transfer, fiscal performance, simultaneous equation.

Abstract

Reducing unemployment and then creating productive employment are two of the greatest obstacles in most developing countries. Achieving the two programs, however, faces a dilemma. In one hand, creating employment widely leads to decline labor’s compensation. On the other hand, increasing labor’s compensations imply that employers would alter their production techniques into capital intensives (i.e. lay off their workers). This paper tests the hypothesis that workers whose compensation packages contain a profit sharing component are less susceptible to lay off in the face of negative shocks to product demand than are workers paid a fixed, time-based wage. The theory is tested on macroeconomic data, especially in the two selected manufacturing industries in Indonesia. The estimation result shows that profit-sharing meet the theoretical requirements for stabilizing employment. It means that profit sharing could be considered as a means to combat unemployment.

Abstract

The role of oil in an economy is very crucial. This article measures the world oil price uncer-tainty based on conditional standard deviations. It focuses on the volatility of crude oil price in United Kingdom, Texas, and Dubai markets, from January, 1980 to May, 2010. It finds the evidence that asymmetric leverage effects are not found. It also finds that volatility process in returns to its mean only evidenced in Dubai. These findings have some important implications for Indonesia. The government might use the dynamic of oil price in Dubai market as a benchmark to set up its state budget to realize fiscal sustainability. Keywords: Oil price, volatility, asymmetric leverage, fiscal sustainabilityJEL classification numbers: C22, Q43

Abstract

Abstract

This paper aims to explore regional dynamics of real per capita income among municipalities in the case of Indonesia over the period of 1988-2003. First, the behavior of dynamics of real per capita income over time is analyzed by visual inspection of their distributions using Theil index and spatial statistics. Next, we employ the traditional approach to predict a pattern of convergence among municipalities. Our tentative conclusions that can be drawn from the two analyses are as follows. First, there is a high level of persistence in the relative position of municipalities, consistent with a low degree of mobility in the income distribution. Second, the richest municipalities tend to polarize gradually, which may be attributed to externalities linked to localization or to the proximity the surrounding areas. Third, private investment and de-concentration fund positively support to the convergence mechanism. Those findings suggest that spatial interdependency seems to have fostered growth of per capita income in those municipalities. Key words: Convergence, Intergovernmental Transfer, Moran’I Statistics, Theil Index

Abstract

Governments play an important role in an economy. The role is presented by both its revenue and expenditure. The net difference of the revenue and expenditure, therefore, determines the type of fiscal policy implementation. This research attempts to analyze the impact of deficit fiscal policy on the private expenditure in the case of Indonesia over the postcrisis 2000-09 periods. The analysis is based on the goods market equilibrium. The approach is designed to analyze whether the government expenditure crowds out the private expenditure. In order to reach the objective of the study, I used the Almost Ideal Demand System (AIDS) and compared to the Generalized Almost Ideal Demand System (GAIDS). The estimation result of quarterly data shows that the government expenditure did not crowd out the private expenditure. The crowding out only occurs partially especially on the private investment. However, the government expenditure totally remains stimulating the private expenditures. This, in turn, leads to increase the gross domestic product. Those results indicate that the expansionary fiscal policy effectively affects to the economic growth especially after economic crisis in 1997. Even, the income elasticity was much greated than that in the precrisis periods. Furthermore, to keep the moment of sustainable economic growth in the long term, the government should conduct discipline fiscal policy based on the prudent principles and coordination and consistency between fiscal and monetary controls. Keywords: Deficit, consumption, investment, government expenditure, crowding out

Abstract

This study aims to determine the Revealed Comparative Advantage analysis and the gravity model approach of Indonesian CPO exports with competitor Malaysia in the main markets of China and India. This study employs the RCA competitiveness method and determinant analysis using panel data regression. The analysis tool used is E-Views 12. This study utilizes secondary data from the two main crude palm oil-producing countries, Indonesia and Malaysia, in the largest CPO export markets of China and India. The data sources for this study include UN Comtrade, Trading Economics, Time and Date, World Development Indicators, the World Bank, previous studies, research journals, books, and other literature. The results of this study indicate that both Indonesia and Malaysia have an RCA value greater than 1. However, Indonesia is more advantageous than Malaysia. Economic distance has a positive and significant impact on the volume of CPO exports from Indonesia and Malaysia. International CPO prices have a negative and significant impact on Indonesia's CPO export volume. International CPO prices have a negative but insignificant impact on Malaysia's CPO export volume. Exchange rates have a negative and significant impact on Indonesia's and Malaysia's CPO export volumes. The real GDP of export destination countries has a positive but insignificant impact on Indonesia's and Malaysia's CPO export volumes.
