Abstract

ABSTRACTThis study purposed to analyze and describe the implementation of structural official mutation in the Regional Government of Takalar Regency. This study used qualitative research with case study type. This study was collected through observation, interviews, documentation and literature study. Data validation were data triangulation, techniques and time and then analyzed through data reduction, data presentation and  conclusions. The results of this study showed that the implementation of structural officer transfers in the Regional Government of Takalar Regency was not fully implemented with rules such as rotation not paying attention to environmental saturation / atmosphere, while promotion only paid attention to rank and work performance without paying attention to employee competency and Latpim participation was only an additional requirement and demotion was not a final assessment. from the Performance Appraisal Team, however, the Regent's decision must be the final decision so that it was not  known well that the performance of the official concerned was transferred.Keywords: State Civil Apparatus, HRM and MutationABSTRAKPenelitian ini bertujuan untuk menganalisis dan mendeskripsikan pelaksanaan mutasi pejabat struktural di Pemerintah Daerah Kabupaten Takalar. Penelitian ini menggunakan jenis penelitian kualitatif tipe studi kasus. Data penelitian ini dikumpul melalui observasi, wawancara, dokumentasi dan studi pustaka. Pengabsahan data dilakukan melalui triangulasi data, teknik dan waktu lalu dianalisis melalui melalui reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan pelaksanaan mutasi pejabat struktural di Pemerintah Daerah Kabupaten Takalar belum sepenuhnya dengan aturan seperti rotasi tidak memperhatikan kejenuhan/suasana lingkungan sedangkan promosi hanya memperhatikan kepangkatan dan prestasi kerja tanpa memperhatikan kompetensi pegawai dan keikutsertaan Latpim hanya menjadi syarat tambahan saja serta demosi bukan menjadi penilaian akhir dari Tim Penilai Kinerja akan tetapi harus keputusan Bupati sebagai keputusan akhir sehingga tidak diketahui dengan baik kinerja pejabat yang bersangkutan dimutasi. Kata Kunci: Aparatur Sipil Negara, MSDM dan Mutasi Jabatan

Abstract

The purpose of this service is to improve the knowledge and skills of teachers in developing learning through the use of digital platforms. The implementation method is the introduction of a number of digital learning platforms; Training on designing powerpoint-based learning videos; School website management training. From the results of the evaluation of these activities, it is known that 100% of participants have understood various digital platforms for learning, there are 96 % of participants have understood the procedures for making powerpoint-based learning videos and there are 100 % of participants have understood the mechanism for using school websites as learning media.

Abstract

Pemerintah telah melakukan berbagai upaya untuk menanggulangi kemiskinan di Indonesia, salah satunya melalui Program Keluarga Harapan (PKH). Penelitian ini bertujuan untuk mengetahui perilaku organisasi dan hubungan antarorganisasi (organizational and inter-organizational behavior), perilaku implementor level bawah (street level bureaucratic behavior), dan perilaku kelompok sasaran (target grup behavior) dalam implementasi Kebijakan Penanggulangan Kemiskinan melalui PKH di Kecamatan Tamalate Kota Makassar. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan, pada aspek hubungan organisasi dan antarorganisasi terdapat komitmen dari organisasi lintas sektor dalam pelaksanaan PKH, dimana Dinas Sosial dan Dinas Pendidikan berkomitmen menyukseskan program pemerintah di Bidang Sosial dan Bidang Pendidikan sebagai perpanjangan tangan dari kementerian masing-masing. Pada aspek perilaku implementor menunjukkan adanya upaya dan langkah-langkah yang dilakukan oleh implementor level bawah, yakni pendamping, agar program PKH dapat berjalan lebih efektif dan efisien, meskipun di beberapa aspek lainnya, pendamping masih belum mampu mengambil suatu tindakan dalam mengatasi suatu masalah yang ada di lingkup KMP. Pada aspek perilaku kelompok sasaran menujukkan respon positif KPM dengan meningkatnya angka partisispasi belajar siswa dengan adanya bantuan PKH pada bidang pendidikan. Adapun respon negatif muncul dari kurangnya  pemahaman masyarakat terhadap PKH, sehingga dalam proses penyaluran bantuannya masih dinilai diskriminatif.

Abstract

This study purposed to describe and explain the influence of leadership on the discipline of employees of PT. PLN (Persero) Tello Makassar City Generation Control Implementation Unit (UPDK). This study used descriptive quantitative to describe and analyze the magnitude of the influence of the leadership variable on the employee discipline variable. The sample of this study was 59 employees who were selected using the saturated sampling technique method from 59 members of the population. The results of descriptive statistical analysis showed that the picture of leadership was 47.15%, which meant that the leadership of PT. PLN (Persero) Tello Generation Control Implementation Unit (UPDK) Makassar City was categorized as not good and the description of employee discipline was 41, 33% which meant employee discipline at PT. PLN (Persero) Tello Makassar City Generation Control Implementation Unit (UPDK) was categorized as not good below 50%. The results of hypothesis testing (t test) found the t value of 2,351 t table 2,008 or the value of sig 0,022 smaller than 0,005, this indicated that Ha was accepted, which meant that there was a significant and positive influence between leadership and employee discipline.

Abstract

Agricultural land conversion is a crucial issue in facing the challenges of food security and natural resource conservation. Sidrap District, as one of the agricultural regions in Indonesia, faces significant pressure related to agricultural land conversion. Therefore, the implementation of local government supervision policies is very important. This research aims to analyse the implementation of local government supervision policies on agricultural land conversion in Sidrap Regency. This research uses a qualitative method with data sources from interviews, documentation, and observation. The data of this study used Nvivo 12 Plus to obtain relevant analyses. The findings of this study show that in the implementation of the policy to monitor the conversion of agricultural land in Sidrap District, there are two main approaches, namely preventive and repressive approaches, which work together to maintain the integrity of agricultural land. The preventive approach focuses on prevention efforts, while the repressive approach aims to enforce regulations with appropriate sanctions. In addition, determinant factors such as communication, resources, disposition and bureaucratic structure also play a crucial role in this overall process. With a holistic effort involving effective coordination between relevant agencies and improvements to these determinant factors, Sidrap district has the potential to maintain agricultural sustainability and food security in the future.
