Abstract

Pembangunan hutan tanaman oleh rakyat diharapkan secara bertahap akan mengubah lahan kritis menjadi produktif dan meningkatkan kesejahteraan masyarakat. Salah satu faktor yang menyebabkan lambannya pembangunan hutan tanaman rakyat adalah kurangnya minat masyarakat. Untuk mendukung minat masyarakat dan pengusaha lokal dalam mengembangkan hutan tanaman rakyat dibutuhkan beberapa hal yaitu : sosialisasi program ditingkat masyarakat sehingga tepat sasaran, kepastian hukum atas status lahan, informasi kelayakan usaha baik secara teknis maupun finansialnya, dan pendampingan kelembagaan masyarakat. Penelitian ini bertujuan memberikan informasi prospek hutan tanaman rakyat yang dapat dikembangkan di Kabupaten Biak Nunfor termasuk manfaat ekonomis yang diterima dengan keberadaan hutan tanaman rakyat tersebut. Penelitian dilakukan dengan menggunakan metode Desktiptif Kwantitatif dengan teknik survey. Prospek pengembangan hutan rakyat dihitung dengan melihat aspek finansial dan kontribusi kegiatan HTR pada pendapatan petani. Perhitungan aspek finansial dilakukan dengan mengambil contoh pada hutan rakyat KTH Insumarires Distrik Biak Timur yaitu pendapatan bersih pengusahaan hutan dengan menggunakan rumus Faustman, kelayakan finansial dihitung kriteria Net Present Value (NPV), Benefit Cost Ratio (BCR) dan Internal Rate of Return (IRR) yang dinyatakan dalam satuan persen. Hasil penelitian menunjukkan 1) jika 10% dari hutan produksi di Kabupaten Biak Nunfor merupakan hutan produksi yang tidak produktif maka diperkirakan terdapat 7.477,8 ha yang dapat dimanfaatkan sebagai areal hutan tanaman rakyat dengan jenis unggulan Calophyllum inophyllum dengan menggunakan sistem silvikultur THPB. 2) Pengusahaan HTR layak dilaksanakan dalam daur 50 tahun dengan discount rate 5%. 3) Tingginya curahan hari kerja (5.724 HOK) memberikan dampak pada perluasan lapangan kerja dan tingkat pendapatan petani dari kegiatan tersebut. 4) Kontribusi pendapatan petani terbesar berasal dari nilai biodiesel dari biji Calophyllum inophyllum yang mencapai yang mencapai 68% dari total pendapatan. Perkiraan pendapatan bersih pengusahaan HTR yang dapat diterima pada akhir daur pengelolaan (50 tahun) oleh masing-masing anggota kelompok (1 kelompok 159 orang), dengan luas ideal pengusahaan ideal 1717.2 ha mencapai Rp. 724.008.070;90. Kondisi ini diharapkan mampu meningkatkan surplus di sektor kehutanan yang pada akhirnya meningkatkan pertumbuhan PDRB dan peningkatan sarana prasarana pendukung bagi pembangunan wilayah.

Abstract

Land availability in Jayawijaya District is not directly opening the opportunity for developing community forest in this region. The main factors that influencing the success of community forest development are the selection of appropriate species, the silviculture technique that implemented and the financial feasibility of it. This research conducted in Jayawijaya District and itaim to investigating technical, socio-culture, and financial feasibility in developing community forest in this region. Collected data are tabulated and calculated by using Microsoft Excel Program. The calculations of Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR) are worked for private forest with pure exertion system in Ibele's forest region. Besides that, Land Expectation Value (LEV) is also calculated by using Faustmann formula. Processed data are analyzed descriptively.The result of this research reveals that (a.) based on forest area allocation there are 198.515 ha available for developing private forest, (b.) there is planting culture as the part of cultivation technique exertion of Dani tribe in Jayawijaya District, (c.) based on financial feasibility study, the exertion of private forest are feasible for 15 years and 25 years cycle scenarios with 5% and 10% discount rates. The 25 years cycle scenario with 5% discount rate has the largest value of LEV, which is Rp. 61.371.850,19/ha

Abstract

Regional development in Papua especially in Jayawijaya district often face land conflictt. The same understanding correspond to its area could minimize land conflict and maximize positive impact to support the next area development. This research aims to describe cultural aspects in land utilization of Dani tribe, Jayawijaya district. These aspects are important to be taken in to consideration when developing its area and community. Data collection was done through descriptive survey method with 20 key respondents. Analysis was done through social planning analysis based on perfect condition approach (Soekamto, 1990). Results showed there were two indigenous territorial division known as okama (forest area) and Uma-selekma (residential areas and management). There are 4 (four) rules in the use of natural resources resources including 1) the rules of customary rights, 2) the rules of land use, 3) the rules of forest use and 4) therules of water use. Customary territorial division along ethnic / clans have managed the universal land use that impact on the creation of essential for peace the life and harmonious relationship between humans and the natural environment. The indirect relationship of social structure and economic structure of Dani tribe has established a system of norms thatallow members of the community to cooperate in managing natural resources. Norm system in the existing agricultural activities remained at traditional level that seem to slow down the community development. These changes can be done through the ancient cultures with elements, such as : 1) technology tools, especially agricultural equipment and a modern house health concerned, 2) the economy improvement through the intensification of agricultural land (Agroforestry) and patterns of effective livestock, 3)implementing of healthy lifestyle and a house for one family only to reduce the dependance of living in one house. 4) Increasing the role of clean for good understanding of the Dani people in achieving bettrer life, especially in improving the welfare of the family. The strong belief to the clean chief would provide the real change in community through strong and agent of change leaderships.
