Abstract

Abstrak. Penetapan penerima bantuan Beras Miskin (Raskin) yang dilakukan secara subjektif oleh petugas yang berwenang di tingkat Kelurahan/Desa diduga tidak konsisten, sebagai akibat dari keterbatasan petugas yang berwenang dalam menganalisis variabel-variabel yang menjadi prasyarat penetapan penerima, serta nilai variabel prasyarat yang memiliki kemiripan satu dengan yang lainnya. Artikel ini menguji penggunaan algoritma Iterative Dichotomiser 3 (ID3) dalam mengklasifikasi calon penerima bantuan Raskin di desa Habirau Tengah. Parameter yang digunakan dalam penetapan penerima merujuk pada Badan Pusat Statistik Daerah berupa: jenis lantai rumah, jenis dinding rumah, jenis bahan bakar, pendidikan terakhir, sumber air minum, pekerjaan, dan besarnya pendapatan. Sejumlah 30 sampel data calon penerima Raskin diuji dengan cara membandingkan luaran yang diusulkan oleh algoritma ID3 dengan hasil Analisis penerima bantuan yang semestinya. Hasil uji menunjukkan konsistensi kinerja algoritma ID3 dapat mencapai 96%, sedangkan konsistensi kinerja petugas pengambil kebijakan hanya mencapai 70%.Kata Kunci: Beras Miskin; Penerima Bantuan; Decision Tree; Iterative Dichotomiser 3 Abstract. The determination of recipients of Rice for Poor “Raskin” which is carried out subjectively by authorized officers at the Kelurahan/Village level is suspected to be inconsistent, as a result of the limitations of authorized officers in analyzing the variables that are prerequisites for determining recipients, as well as the value of the prerequisite variables that have similarities with one another. with the others. This article examines the use of the Iterative Dichotomiser 3 (ID3) algorithm in classifying potential recipients of Raskin assistance in the village of Central Habirau. The parameters used in determining recipients refer to the Central Bureau of Statistics in the form of: type of house floor, type of house wall, type of fuel, latest education, source of drinking water, occupation, and amount of income. A total of 30 data samples of prospective Raskin recipients were tested by comparing the outcomes proposed by the ID3 algorithm with the results of the analysis of appropriate beneficiaries. The test results show that the consistency of the performance of the ID3 algorithm can reach 96%, while the consistency of the performance of policy-making officers only reaches 70%.Keywords: Rice for Poor; Beneficiaries; Decision Tree; Iterative Dichotomiser 3
