Abstract

Gender mainstreaming becomes the global strategy used in realizing gender equality as one of the sustainable development goals that are envisioned to be accomplished by 2030. Indonesia as a part of the international community is fully committed to adopting gender mainstreaming in the national development plan for the last two decades. Through the Presidential Decree No. 9 of 2000, the local government is mandated to mainstreaming gender in the development program. Yogyakarta city has progressively implemented gender mainstreaming policy in development indicated by its high percentage of Gender Development Index (GDI) of 98.26% in 2017. As a matter of fact, Yogyakarta was also awarded the Anugerah Parahita Ekapraya (APE) by the Ministry of Women’s Empowerment and Child Protection (MoWECP) for its commitment towards gender equality and women empowerment. This research is an exemplary study to analyze the collaborative governance in the gender mainstreaming strategy in Yogyakarta city. The method used in this research is a qualitative method using primary data by conducting an interview and secondary data such as books, articles, official documents, and journals. The authors use the collaborative governance concept by Ansell and Gash, as well as the twin-track gender mainstreaming model by Moser as the theoretical frameworks. The authors signify that the Government of Yogyakarta city has carried out a collaboration with the other stakeholders such as civil societies and private sectors in the gender mainstreaming strategy in Yogyakarta in a limited manner.

Abstract

Human trafficking has been one of the prolonged transnational organized crime issues in Indonesia, especially in East Nusa Tenggara Province (NTT). Though government has made some efforts to address the issue, the trafficking cases in the region still remains high. This research attempts to analyze and challenge the existing anti-trafficking scheme designed and performed by the government. Using a qualitative research method, this research found that the government has managed to include non-state stakeholders—such as NGOs and civil society organizations—in its counter trafficking strategy. However, the role of non-state stakeholders are still limited and regarded as a mere technical support as well as an assistance provider for the trafficking victims, rather than engaged in an early and further strategic stage. The established cooperation tends to represent a partnership instead of a collaboration. This research highlights the urgency of redesigning counter-trafficking response in East Nusa Tenggara and strengthening the role NGOs through a collaborative multilevel governance, which emphasize further engagement of non-state stakeholder in policy-making process. Keywords: Human trafficking; NGOs role; multilevel collaborative governance.

Abstract

Serengeti National Park, considered one of the most famous and significant wildlife reserves globally, where natural beauty and unparalleled scientific value converge, is experiencing a decline in habitat quality year after year. Despite the natural wealth within the Serengeti, various issues threaten wildlife species and habitats. These problems include the rapid growth of the human population, poverty, illegal hunting, and the drying up of the Mara River due to climate change. The international community has authorized the International Union for Conservation of Nature (IUCN) to develop ideas for conservation efforts. The organization illustrates how biodiversity is fundamental in addressing some of the world’s most significant challenges, such as tackling climate change, achieving sustainable energy, improving human well-being, and building a green economy. The study aims to narrate the IUCN’s role in executing environmental protection processes, intending to ensure that environmental goals hold the same importance as social goals through sustainable development. This study employs a qualitative approach, utilizing provided facts to create a detailed account of an incident. Additionally, secondary data is incorporated, involving the use of existing information. The results indicate that, despite various actions taken by the IUCN, the organization has not maximally resolved issues in the Serengeti, and several problems are still ongoing.
