Tujuan penelitian menganalisis efektivitas Pelaksanaan Pelayanan Komunikasi Masyarakat Pada Kantor Wilayah Kementrian Hukum Dan HAM Provinsi Sulawesi Barat, dan faktor-faktor yang mempengaruhinya. Pendekatan yang di gunakan dalam penelitian ini adalah memggunakan tipe penelitian Hukum Normatif. Hasil penelitian ini menyimpulkan bahwa Penyelesaian pelanggaran HAM sebagai bentuk pelayanan komunikasi masyarakat pada Kantor Wilayah Kementerian Hukum dan HAM Sulawesi Barat sudah dilaksanakan sesuai Peraturan Menteri Hukum dan HAM RI Nomor 32 Tahun 2016 tentang Pelayanan Komunikasi Masyarakat terhadap Permasalahan Hak Asasi Manusia terlaksana cukup efektif, dimana pelaksana Yankomas dalam menangani permasalahan HAM yang dikomunikasikan meliputi: menerima dan menindaklanjuti komunikasi, menelaah dugaan pelanggaran HAM; dan melakukan koordinasi dan memberikan Surat Rekomendasi. Begitu pula pelaksana Yankomas dalam menangani permasalahan HAM yang tidak/belum dikomunikasikan dengan: melakukan identifikasi dugaan pelanggaran HAM, menelaah dugaan pelanggaran HAM, dan melakukan koordinasi dan memberikan surat rekomendasi. The Research objective to analyze the effectiveness of the implementation of Community Communication Services at the Regional Office of the Ministry of Law and Human Rights of West Sulawesi Province, and the factors that influence it. The approach used in this research is to use the type of normative law research. The results of this study conclude that the settlement of human rights violations as a form of public communication services at the Regional Office of the Ministry of Law and Human Rights in West Sulawesi has been carried out in accordance with the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 32 of 2016 concerning Public Communication Services on Human Rights Issues. Yankomas in handling human rights issues that are communicated include: receiving and following up on communications, reviewing allegations of human rights violations; and coordinate and provide Recommendation Letters. Likewise, Yankomas implementers in dealing with human rights issues that have not been/have not been communicated by: identifying allegations of human rights violations, reviewing allegations of human rights violations, and coordinating and providing letters of recommendation
