Abstract

The use of backyard land (pekarangan) by community has not been optimal yet. As a component of food diversification effort, Ministry of Agriculture has developed a program called Sustainable Food-Reserved Garden (SRFG) that empowers Women Farmer Group (WFG) to be able to provide a diverse and nutritious food for their families continuously. The purpose of this study was to evaluate SFRG activities that include an assessment of policy concepts, implementation, output, and outcomes. Coverage of this study was at national level with indepth analysis was conducted in two selected provinces, namely East Java and West Kalimantan. Data collection in these two provinces used survey and interview to 39 WFGs. Data was analysed using descriptive and a statistical methos using Partial Least Square (PLS). Results of this study showed that the SFRG program performances in the two provinces were mostly moderate to good. However, if there were no supporting policies and programs, the SFRG program was predicted will not be sustainable. Several factors affecting the sustainability of SFRG were (i) availability of planting media; (ii) availability of water sources and their efficient use; (iii) market institutions (mini markets, village markets) and business partnerships with collectors and supermarket; and (iv) processing of results that can increase value-added and SFRG networks. The policy implications for the sustainability of SFRG program are determined by the implementation aspects, supporting aspects, promotion aspects, and the synergy between programs across sectors.AbstrakPemanfaatan lahan pekarangan yang dilakukan masyarakat dinilai belum optimal. Sebagai komponen dari upaya diversifikasi pangan, Kementerian Pertanian mengembangkan program Kawasan Rumah Pangan Lestari (KRPL) yang merupakan kegiatan Kelompok Wanita Tani (KWT) di lahan pekarangan untuk menghasilkan aneka pangan bergizi untuk keluarganya secara berkelanjutan. Tujuan penelitian ini adalah melakukan evaluasi program KRPL yang mencakup aspek konsep kebijakan, implementasi, output dan outcome. Cakupan penelitian bersifat nasional, dengan pendalaman dilakukan di dua provinsi terpilih, yaitu Jawa Timur dan Kalimantan Barat. Pengumpulan data di kedua provinsi tersebut dilakukan dengan metoda dan wawancara terhadap 39 KWT. Analisis dilakukan secara diskriptif kualitatif dan analisis statistik dengan menggunakan Partial Least Square (PLS). Implementasi program KRPL menunjukkan kinerja  sedang hingga baik. Meskipun demikian, jika tidak ada kebijakan dan program pendukung maka program KRPL terancam tidak berkelanjutan. Faktor-faktor yang paling berpengaruh terhadap keberhasilan program KRPL adalah (a) ketersediaan media tanam; (b) ketersediaan sumber air dan pemanfaatannya secara efisien; (c) adanya kelembagaan pasar (kios desa, pasar mini, pasar desa) dan kemitraan usaha (pedagang pengumpul, pedagang keliling); dan (d) pengolahan hasil yang dapat meningkatkan nilai tambah dan jejaring KRPL. Implikasi kebijakan untuk keberlanjutan program KRPL sangat ditentukan oleh aspek pelaksanaan, aspek pendukung, dan aspek promosi, serta sinergi antar program lintas sektor.

Abstract

Assessment on Properties of Innovation Technology Component to Determine Dissemination Patter in East Nusa Tenggara and Maluku. To support the development of  food diversification in Indonesia need an integrated effort  from different stakeholder,  include technology availability from Indonesia agency for Agriculture Research and Development (IAARD). The objective of  this study was : (1) to identify the prerequisite in the effort  of accelerate  food diversification aplication, (2) to analyze  the government policies, especially in local contect, that  supported food diversification program, and (3) to formule the strategy in technology development, especially by the Institute for Agricultural TechnologyAssessment (BPTP), in the progress of accelerated food diversification aplication. The Study conducted in the province of East Nusa Tenggara and Maluku . Data collection was through Participatory Rural Appraisal ( PRA ) approach. The main result of the study showed, adequate alternative food was available , but the process and storage technologies have not been optimally supported. The development of alternate food is availaable and need supporting system in technology dissemination and social engineering. In the development process still lack of synergi between  the  traditional  institutions with institutional that  formulate by  the government. Need a special study of the role of the church (in the case of NTT) and traditional institutions (in the case of Maluku) in the efforts of accelerate the aplication of  food  diversification and government role in institution development.  In the local contect, there is no policy support in the form of Regulation that directly support the development of food diversification  aplication. IAAT through their assessment result need to advocate the urgency of local government support in food diversification aplication  through regulation. In the future needs a special study of the diversification requirements , namely : the availability and distribution of food , availability of technology , and social culture. AIAT also need to make specific recommendations to the local government in implementing the regulation and  Ministry of agriculture regulation in relation with food diversification. Based on these study results, the role of IAAT in  diversification development not only in the internalization of diversification of food consumption, but also in business  and local food industry development.M Field School is one of the strategic programs of the Ministry of  Key words: Agricultural innovation, diversification, status and acceleration ABSTRAK Upaya diversifikasi pangan perlu lebih serius dan terintegrasi melibatkan semua pihak terkait, termasuk peran Badan Litbang Pertanian yang terkait dengan penyiapan inovasi pertaniannya. Tujuan kajian ini adalah: (1) mengidentifikasi status prasyarat percepatan diversifikasi pangan; (2) menganalisis kebijakan pemerintah (daerah) mendukung program diversifikasi pangan; dan (3) merumuskan strategi pengembangan inovasi pertanian, terutama oleh Balai Pengkajian Teknologi Pertanian (BPTP) ke depan dalam mendukung percepatan diversifikasi pangan. Lokasi kajian di Provinsi Nusa Tenggara Timur dan Maluku, melalui pendekatan Participatory Rural Appraisal (PRA). Hasil kajian antara lain menunjukkan bahwa pangan alternatif tersedia secara memadai, namun teknologi pengolahan dan penyimpanan belum mendukung secara optimal, murah, mudah dan cepat. Pengembangan pangan alternatif cukup potensial dan kondusif, namun dibutuhkan percepatan diseminasi dan rekayasa sosial. Belum ada sinergi antara kelembagaan bentukan masyarakat dengan kelembagaan bentukan pemerintah. Perlu kajian khusus terhadap peran gereja (kasus di NTT) dan lembaga adat (kasus di Maluku) dalam mendukung upaya percepatan diversifikasi dan kaitannya dengan berbagai lembaga bentukan dari atas. Sejauh ini, belum ditemukan adanya dukungan kebijakan dalam bentuk Peraturan Daerah (Perda) khusus tentang pengembangan diversifikasi pangan di kedua wilayah yang diamati. BPTP di wilayah terkait diharapkan dapat melakukan advokasi, dengan dukungan hasil pengkajian tentang perlunya PERDA mendukung diversifikasi pangan. Perlu ada kajian khusus tentang prasyarat diversifikasi pangan, yaitu: ketersediaan dan distribusi pangan, ketersediaan teknologi; dan sosial budaya masyarakat. BPTP juga perlu membuat rekomendasi spesifik lokasi kepada PEMDA dalam menerapkan Perpres dan Permentan. Berdasarkan hasil kajian tersebut, maka fungsi dan peran Badan Litbang Pertanian di daerah (melalui BPTP), tidak saja dalam internalisasi penganekaragaman konsumsi pangan, tetapi juga dalam pengembangan bisnis dan industri pangan lokal. Kata kunci: Inovasi pertanian, diversifikasi pangan, status dan percepatan

Abstract

One of the challenges of dairy farming is the availability of feed to meet the needs of livestock. This study aims to 1) identify the potential and problems of utilizing local feed, as well as the potential for implementing silage development; 2) analyze factors that influence the adoption of locally sourced feed innovations; 3) develop strategies for sustainable adoption and increasing the capacity of dairy farmers. This study used a participatory approach involving 47 farmers as a two-year action study (2023–2024). Data collection methods include surveys, in-depth interviews, and focus group discussions (FGDs). Data was analyzed using Structural Equation Modeling-Partial Least Square (SEM-PLS) to identify factors that influence the adoption of silage innovations. The results of the study showed that the adoption of silage technology was influenced by the characteristics of farmers, the role of extension workers, and the nature of the innovation. Although the potential for local feed is abundant, its utilization is still low due to limited knowledge of farmers and processing infrastructure. The structural model test showed a significant relationship between silage adoption and increased milk productivity (coefficient 0.508; p = 0.008). This study recommends strengthening the institution of livestock farmers through the People's Livestock School (SPR), continuous training, and integration of crop-livestock systems (SITT) to optimize local resources. The proposed design model includes silage-based feed diversification, utilization of agricultural waste, and partnerships with agribusiness actors. This study provides a reference for sustainable agricultural policies and the development of technological innovations that are adaptive to the characteristics of smallholder farmers.
